In accordance with District Code Section 2.08.010, the TDPUD minutes are action only
minutes. All Board meetings are recorded on audio tapes which are preserved
perpetually and made available for listening to o any interested party upon their request.
The regular meeting of the Board of Directors of the Truckee Donner Public Utility District
was called to order at 7:10 PM in the TDPUD Board Room by President Maass.
ROLL CALL: Directors Joe Aguera, Bob Jones, James Maass and Patricia Sutton were
present; Director John Corbett was absent.
EMPLOYEES PRESENT., Susan Craig, Steve Hollabaugh, Peter Holzmeister, Peter
Markovich, Kathy Neus, Dave Ruliy and Scott Terrell.
CONSULTANTS PRESENT: Attorneys Christina Bark and Steve Gross; Consulting
Engineer Keith Sauers.
OTHERS PRESENT: Bill Satmary and John Bailey.
1994 WATER SYSTEM IMPROVEMENT PROJECT - PROSSER HEIGHTS WATER
• SYSTEM- CONSIDERATION AND POSSIBLE APPROVAL OF PERIODIC ESTIMATE
FOR PARTIAL PAYMENT NUMBER 3 - CONSIDERATION AND POSSIBLE
APPROVAL OF PERIODIC ESTIMATE FOR PARTIAL PAYMENT NUMBER 3
The Prosser Heights Water System Improvement Project is about 43% complete in
approximately 48% of the contract time. Pipeline work on Beacon Road and Barnes Drive
has been completed, construction of the Prosser Annex Well is complete; work is ongoing
in all other aspects of the project.
Director Aguera moved, and Director Jones seconded, that the Board approve Contract
Change Order No. 2 presented by Wunschel & Small in the amount of$2,746.33 relating
to the 1994 Water System Improvements Project- Prosser Heights System. All Directors,
aye, by voice vote. SO MOVED.
Director Aguera moved, and Director Jones seconded, that the Board approve Periodic
Estimate for Partial Payment No. 3 in the amount of$173,741.78 to Wunschel & Small,
Inc. for work on the 1994 Water System Improvements Project- Prosser Heights System.
All Directors, aye, by voice vote. SO MOVED.
1994 PIPELINE REPLACEMENT PROJECT - TAHOE DONNER AND SIERRA
MEADOWS - CONSIDERATION AND POSSIBLE APPROVAL OF PERIODIC
ESTIMATE FOR PARTIAL PAYMENT NUMBER 1
The Contractor is approximately 24% complete with the Tahoe Donner/Sierra Meadows
Project in 37% of the contract time. He is currently installing pipeline and services on

Green Leaf Way.
Director Aguera moved, and Director Jones seconded, that the Board approve Periodic
Estimate for Partial Payment No. 1 to Sears Construction Company in the amount of
$124,841.75 for work on the 1994 Pipeline Replacement Project - Tahoe Donner and
Sierra Meadows. All Directors, aye, by voice vote. SO MOVED.
CONSIDERATION OF A CLAIM FOR DAMAGES SUBMITTED BY AMERIGAS
PROPANE, INC.; POSSIBLE ACTION
Director Jones moved, and Director Aguera seconded, that the Board deny the claim
submitted by AmeriGas Propane, Inc. on the basis that the District had no legal
responsibility and the claim was not a proper charge against the District according to
Government Code Section 912.6(a)(1). An appropriate letter and warning is to be sent
to the claimant. All Directors, aye, by voice vote. SO MOVED.
TOUR OF SCADA SYSTEM FOR DISTRICT WATER FACILITIES
The Board will tour the SCADA facilities before going into closed session.
CONSIDERATION OF MINUTES OF AUGUST 1 AND AUGUST 8, 1994; POSSIBLE
ACTION
• Director Aguera moved, and Director Jones seconded, that the Board approve the
minutes of August 1, 1994 as presented. All Directors, aye, by voice vote. SO MOVED.

CONSIDERATION AND POSSIBLE APPROVAL OF BILLS
After some discussion, Director Jones moved that the bills presented be approved for
payment; seconded by Director Aguera. All Directors, aye, by voice vote. It was noted
that the Kleinfelder bill for sampling groundwater at the District complex should be divided
between the Water and Electric Departments rather than charged totally to the Water
Department. A copy of the corrected list is to be attached to the minutes and provided to
the Directors. Also, Director Sutton is to be copied with the quotes received this year for
patching and paving work.
Director Aguera moved, and Director Jones seconded, that the Board authorize staff to
transfer out of the Certificates of Participation funds on deposit with the Local Agency
Investment Fund$200 to reimburse the general fund for the Sauers Engineering charges
relating to the SCADA project. All Directors, aye, by voice vote. SO MOVED.
• CORRESPONDENCE
Note from Charlie Harreus dated 7128194 regarding water rates

Mr. Harreus is suggesting that the District establish a tiered rate structure that takes into
account second home usage or, in the alternative, to meter water. The Manager will draft
a response regarding water service in the Truckee community.
REPORT FROM DEPARTMENT HEADS
A complete copy of the reports from Department heads is attached to these minutes for
reference.
MISCELLANEOUS
Note was made that the roof on the District complex should be finished next week.
Armstrong/Tahoe Donner fire - The Water Foreman reported that cigarette papers and
matches were found in the area where the fire started behind the Armstrong Tank. About
50% of the McGlashan Springs property was burned. No facilities were damaged, but the
fire did get within about one quarter of a mile of the Soma Sierra Station and was headed
towards the Tahoe Donner Substation and Innsbruck Station. It might be wise to have a
forester look at the property and see what can be done to protect the District.
End Use Survey - The Board would like a copy of the staff analysis of the survey before
it is made public.
• Workshop calendar - The Board would like to be notified by memo of workshops
scheduled relating to energy efficiency.
PUBLIC INPUT
There was no public input.
TOUR OF SCADA SYSTEM FOR DISTRICT WATER FACILITIES
The Board and audience were conducted on a tour of the Supervisory Control and Data
Acquisition system by Peter Markovich.
CLOSED SESSION
The Board adjourned to closed session at approximately 8:30 PM for the following: (a)
consideration of anticipated litigation - AmeriGas claim against the District in accordance
with Government Code Section 54956.9 and (b) consideration of pending litigation -
TDPUD versus SPPCo - Government Code Section 54956.9.
RETURN TO PUBLIC SESSION
The Board returned to public session at approximately 10:05 PM. There was no action
taken or direction given as a result of closed session.

• CONSIDERATION OF DISTRICT ELECTRIC LINE EXTENSION POLICY; POSSIBLE
ACTION
The Board discussed boundaries of the District's service territory and the location of the
Northrop, Alderson (Cedar Smoke School) and California Inspection Station properties,
which are in remote areas of PUD territory and to which no District distribution lines have
been constructed.
Gail Alderson has requested service from the TDPUD to her proposed development,
Cedar Smoke School. Staff is recommending going forward with construction of the back-
bone system and circuitry coming out of the substation and going to the comer of the
Alderson property at PUD expense and the customer bearing the cost of construction
over her property to the school.
After discussion, Director Jones moved that the Board authorize the study and
development of plans and necessary documentation to construct the 960 foot power line
to the comer of the Alderson property in order to serve the Cedar Smoke School parcel.
The information is to come back to the Board for final approval. The motion was
seconded by Director Aguera. It was clarified that this is an exception to the line
extension policy; items of this nature concerning remote inner-lands of the District will be
considered on a case-by-case basis. ROLL CALL: Jones, Maass and Aguera, aye;
Sutton, no. SO MOVED.
• The next agenda may contain discussion of an amendment to the electric line extension
policy.
ADJOURNMENT
There being no further business before the Board, the meeting was adjourned at 10:40
PM.
