The regular meeting of the Board of Directors of the Truckee Donner Public Utility District was called to order by President Maass at 7:07 PM in the TDPUD Board Room. ROLL CALL: Directors John Corbett, Bob Jones, James A. Maass and Patricia Sutton were present. Director Joe Aguera was in Reno on business and unable to attend. CONSULTANTS PRESENT., Attorney Steve Gross. EMPLOYEES PRESENT: Susan Craig, Peter Holzmeister, Bob Quinn and Jim Wilson. OTHERS PRESENT: William Satmary. CONSIDERATION OF RESOLUTION MAKING NOMINATIONS FOR SPECIAL DISTRICT MEMBER ON THE NEVADA COUNTY LAFCo • Nevada County LAFCo has notified the District they are soliciting nominations for special district representatives. Nominees must indicate their willingness to serve by signing a copy of the PUD's resolution, and submit a short biographical sketch that can be sent out with the official ballots. LAFCo's deadline for receiving submittals is March 23, 1994. The matter was put over to the first regular meeting in March. CONSIDERATION OF AMENDING SECTION 4.28.020.1 OF THE DISTRICT POLICY CODE In 1991 the District amended its policy dealing with reimbursement of moving expenses when a management employee is hired and relocates to Truckee. Staff has indicated that the amendment is difficult to administer and is expensive. After some discussion, Director Corbett moved that the Board repeal the current language in Section 4.28.020.1 of the District's Code of Policies and enact in its place the following language: "When hiring certain managerial employees from out of the area, the District shall provide reimbursement for moving expenses that are properly documented by receipts up to an amount equal to one week's base salary. Moving expenses shall include actual costs to move furniture and household items and transportation for the employee and members of his/her immediate family." "Costs associated with the sale or purchase of a home, lodging, meals, temporary storage of personal items, or costs that are not directly necessitated by the move 2122194 Page 1 • will not be included in the costs subject to reimbursement." Director Jones seconded the motion. ROLL CALL: Aguera, absent; Corbett, Jones and Maass, aye; Sutton, no. SO MOVED. CONSIDERATION OF APPROVING AN EASEMENT AGREEMENT WITH KATHLEEN EAGAN In order for the Prosser Heights/Prosser Lakeview Estates improvement project to move forward, it is necessary to acquire easements from Kathleen Eagan and Michael Bechtold. In exchange for the easement, the District is offering to pay to Kathleen Eagan $4,000 and meet certain other conditions. Discussions have been held with Mr. Bechtold and it is believed the District will be able to come to similar terms with him. Director Corbett moved, and Director Jones seconded, that the Board approve the easement agreement with Kathleen Eagan. ROLL CALL: Aguera, absent; Corbett, Jones and Maass, aye, Sutton, no. SO MOVED. CONSIDERATION OFAPPROViNG A POLICYDEFINING MINIMUM STANDARDS FOR COMMERCIAL ELECTRIC SERVICE PANELS Currently, the District has no written policy requiring commercial customers to have test by-pass facilities at their service entrance. This piece of equipment allows the utility to test, service and maintain the meter without disruption of power to the customer. It has been a practice of the District to require these on commercial services; however, that practice has not been backed by policy. After some discussion, Director Corbett moved, and Director Jones seconded, that the Board re-write and adopt as policy Section 7.56.010.2(B) to read, "On any new or upgraded service requiring a transformer rated meter, the customer shall provide, in addition to the appropriate meter socket, an approved box to house current and/or potential transformers and provisions for mounting test switches. The meter socket and current transformer box may be located in separate boxes or may be housed in one box. (See EUSERC standards.) Further, that the Board add and adopt as policy Section 7.56.010.2(B)(1) to read, "New or upgraded commercial and industrial services with Class 100 through Class 320 meter sockets shall contain factory installed test by-pass facilities." All Directors, aye, by voice vote. SO MOVED. CONSIDERATION OF MINUTES OF FEBRUARY 7, 1994; POSSIBLE ACTION Director Corbett moved, and Director Jones seconded, that the Board accept the minutes of February 7, 1994 as corrected. ROLL CALL: Aguera, absent; Corbett, Jones and Maass, aye; Sutton, no. SO MOVED. • CORRESPONDENCE Note was made of the February 10, 1994 memo from Counsel regarding amendments 2122194 Page 2 to the Brown Act. A copy of the Act will be mailed to all Directors and there will be a specific item on the next agenda to discuss the matter. PUBLIC INPUT There was no public input. CONSIDERATION AND POSSIBLE APPROVAL OF BILLS Director Jones moved that the bills presented for consideration be approved for payment; seconded by Director Corbett. All Directors, aye, by voice vote. SO MOVED. STAFF REPORT In the future, the Board will be provided with a fairly detailed and comprehensive staff report from each department head at the first meeting of each month. This should provide the Board with substantially more information regarding on-going operations and projects of the District. CLOSED SESSION The Board adjourned to closed session at 7:47 PM in accordance with Government Code Section 54956.9(a) to discuss pending litigation. RETURN TO PUBLIC SESSION The Board returned to public session at approximately 8:40 PM. There was no action taken or direction given as a result of closed session.
