October 17, 1994
In accordance with District Code Section 2.08 010 the TDPUD minutes are action only
minutes All Board meetings are recorded on audio tapes which are preserved
perpetual and made available for listening to any interested party upon their request.
The regular meeting of the Board of Directors of the Truckee Donner Public Utility District
was called to order at 7:10 PM in the TDPUD Board Room by President Maass.
ROLL CALL: Directors Joe Aguera, John Corbett, Bob Jones, James Maass and Patricia
Sutton were present.
EMPLOYEES PRESENT: Susan Craig, Peter Holzmeister, Kathy Neus, Dave Rully and
Scott Terrell.
CONSULTANTS PRESENT. Attorneys Christina Bark and Steve Gross; Consulting
Engineer Keith Sauers.
OTHERS PRESENT: John Bailey, Janet Brady and Bill Satmary.
CONSIDERATION OF RESOLUTION ADOPTING AN EMPLOYEE WELLNESS
® PROGRAM
Planning Director Scott Terrell provided a comparison between the Wellness Program
health screening and a health physical. He also addressed the issue of employee medical
history confidentiality.
It was noted that the District can be held liable for any event or activity sponsored by the
TDPUD. It is being proposed that employees be allowed to participate in the following
programs and presentations during District time: health screenings, awareness/health
education seminars, lower back pain seminars and automobile driver safety classes.
Employees would not be able to use District time for day hikes or the healthy meals
program.
After reviewing the proposed policy, Director Jones moved, and Director Aguere
seconded, that the Board approve Resolution No. 9436 adopting an employee wellness
program (TDPUD Code Chapter 4.48). ROLL CALL all Directors, aye. SO RESOLVED.
PROSSER WATER SYSTEM PROJECT- STATUS REPORT- CONSIDERATION OF
A PROGRESS PAYMENT REQUEST
The Prosser Water System Project is approximately 84% complete in about 80% of the
contract time. Completed items include Prosser annex well construction, Prosser annex
tank construction, all pipelines, Prosser Heights hydropneumatic station building and
mechanical and road construction along No Other Way and the Stine driveway. Items
remaining include painting of the storage tank and buildings, paving around tank access,

® electrical work at the well and hydropneumatic stations, erosion control and landscaping.
Director Aguera moved, and Director Corbett seconded, that the Board approve Periodic
Estimate for Partial Payment No. 5 in the amount of$167,646.25 to Wunschel and Small,
Inc. All Directors, aye, by voice vote. SO MOVED.
TAHOE DONNER/SIERRA MEADOWS PIPELINE PROJECT - STATUS REPORT -
CONSIDERATION OF A PROGRESS PAYMENT REQUEST
The Tahoe Donner/Sierra Meadows Pipeline Project is approximately 97% complete in
79% of the contract time. All mains and service laterals have been completed. Customers
have been tied into the new system along Greenleaf Way and Lausanne Avenue. Work
remaining includes customer tie-ins along Columbine Way, connections to existing mains,
abandoning existing valves, modest paving and clean-up.
Director Aguera moved that the Board approve Periodic Estimate for Partial Payment No.
3 in the amount of$258,460.20 to Sears Construction Co., Inc. and that these funds be
transferred in the appropriate manner, seconded by Director Jones. All Directors, aye, by
voice vote. SO MOVED.
PUBLIC INPUT

CONSIDERATION OF A PROPOSED WORK PLAN TO PERFORM PHASE 11,
ASSESSMENT OF SOIL CONTAMINATION IN THE VICINITY OF THE DISTRICT
COMPLEX
The State Water Quality Control Board, Lahontan Region, has required the PUD to
perform an analysis of the soils at the headquarters site to determine if there is
contamination from hydrocarbons. The initial assessment showed that there is, indeed,
low levels of contamination. By letter dated September 27, 1994, Lahontan has asked the
District to perform additional soils assessment and to submit a plan to them by October
28, 1994.
The District may be eligible to receive grant funds to help pay for any clean-up that could
be ordered. It is believed that the regulations governing the fund require that the District
engage in competitive bidding for the clean-up services. The Manager and Consulting
Engineer will review the guidelines.
After consideration, Director Sutton moved that the Board accept Kleinfelder's proposal
at a fee not to exceed $2,500 to prepare a plan to be submitted to Lahontan for approval
and thereafter be put out for competitive bid. All Directors, aye, by voice vote. SO
MOVED.
CONSIDERATION OF MINUTES OF OCTOBER 3, 1994; POSSIBLE ACTION

Director Sutton moved, and Director Jones seconded, that the minutes of October 3, 1994
be approved as amended. All Directors, aye, by voice vote. SO MOVED.
CONSIDERATION AND POSSIBLE APPROVAL OF BILLS
Director Jones moved, and Director Corbett seconded, that the Board approve the bills
presented for consideration. All Directors, aye, by voice vote. SO MOVED.
CORRESPONDENCE
Note was made of the October 10, 1994 letter from Charlie Harreus thanking the
Manager for explaining why water meters are not used within the District and the October
7, 1994 letter from Harry Smith, President of the Tahoe Donner Association, advising that
either he or Bill Stewart, General Manager, are the two individuals who speak on behalf
of the Association.
REPORT FROM DEPARTMENT HEADS
Complete copies of the reports from department heads are attached to these minutes for
reference.
CLOSED SESSION
Conference with legal counsel, existing litigation, claim of Wanda C. Furgeson on
behalf of Joshua C. Haynes, Government Code Section 54956.9(a)
The Board adjourned to closed session at 7:40 PM for the purpose of conferring with
legal counsel regarding the claim of Wanda C. Furgeson on behalf of Joshua C. Haynes.
RETURN TO PUBLIC SESSION
The Board returned to public session at approximately 8:25 PM. There was no action
taken as a result of closed session.
ADJOURNMENT
There being no further business before the Board, the meeting was adjourned at 8:26
PM.
