ROLL CALL: Directors Joe Aguera, John Corbett, Richard Curran, Jim Maass and Patricia Sutton were present. EMPLOYEES PRESENT: Dave Rully, Ron Reynolds, Mary Chapman, Bruce Grow, Peter Hoizmeister and Susan Craig. CONSULTANTS PRESENT: Attorneys Steve Gross and John Phelps. OTHERS PRESENT: Bill Quisnell, Rick Stafford and Mark Wilkerson. CONSIDERATION OFNRECA MEDICAL INSURANCE COVERAGE FOR DIRECTORS Responding to questions raised at an earlier Board meeting, NRECA has advised that if a person is not eligible for Medicare when the age of 65 is reached, NRECA remains primary for premiums and benefits. If only one Director wants to sign up for coverage with NRECA, both the Director and spouse would need to qualify. If the coverage is made available to all five Directors, one or more Directors are able to waive out of the program. The Director waiving out would sign a form saying he or she declines the benefit. However, if that Director wanted NRECA coverage in the future, he or she must show evidence of insurability. After some discussion, Director Curran moved that the Board accept the plan as presented by NRECA for Directors; seconded by Director Corbett. With the exception of Director Maass who abstained, all Directors, aye, by voice vote. SO MOVED. CONSIDERATION OF PROPOSALS FOR TREE TRIMMING The Board approved a call for tree trimming bids several meetings ago. The amount of $48,000 was set aside in the 1992 budget. Only one bid was received. It was from Utility Tree Service, the company who did the work for the past several years. The bid was in the amount of$74. 18 per hour; a cashier's check for 10% of the amount of the bid was provided in lieu of a bid bond. Director Maass moved, and Director Corbett seconded, that the Board award the bid for trimming to Utility Tree Service in the amount of $74.18 per hour. All Directors, aye, by voice vote. PUBLIC INPUT Rick Stafford, on behalf of the Truckee Historical Society during National Preservation Week, presented the Board with a plaque commending it for "it's bold and wise decision" 611192 Pg 1 to assist the Society in moving the Gateway Cabins to Meadow Park. CONSIDERATION OF PROPOSALS FOR COMPLETION OF TENANT IMPROVEMENTS AT THE DISTRICT HEADQUARTERS BUILDING Two bids were received and opened on May 29, 1992 for improvements at the TDPtID complex. Of the two bidders, Hager/Gassiot and TRP Construction Inc., Hager/Gassiot was the low bidder at$119,157(including Alternate No. 1). The architect's estimate was $125,000. A bid bond was included with the bid. The amount of$50,000 was specifically budgeted for this project; the remainder of funds could come from the restricted building fund. Director Maass moved that the Board award the contract for the office improvements to Hager/Gassiot in the amount of$119,157; seconded by Director Corbett. ROLL CALL: all Directors, aye. SO MOVED. CONSIDERATION OF AMENDING INTEREST RATE PAID BY DISTRICT ON CONSUMER DEPOSITS Currently, the District pays 5 114% interest on all customer deposits and has been doing so for quite a few years. A policy that ties the interest rate paid on deposits to any particular index has never been established; further, it states that the rate may be changed upon 30 days notice. Staff recommends that the Board establish a policy directing that a new interest rate be calculated annually. The rate should be the average rate paid by the local banking institutions for regular passbook savings. Notification of the new rate will be printed on customer bills or in a revision of the miscellaneous fee schedule mailed to all customers. The effective date of the new rate would be the month following the 30 day noticing of all customers. After some discussion, the Board directed that a resolution be drawn up for consideration at the next meeting. The resolution would become effective on July 1, 1992. It is to set a policy allowing interest to be calculated quarterly; the interest is to be the average paid on passbook savings by the local banks. The current provision requiring 30 day notice to customers of interest rate changes is to be eliminated. DISCUSSION OF USE OF BOARD ROOM BY OUTSIDE GROUPS; POSSIBLE ACTION The Board room is rented for$75 per day to non-profit groups who do not have a meeting place of their own. The District promotes the public good by providing space. However, TDPUD staff provides no support to the meeting; the outside group is responsible for taking care of its needs while using the building. This has resulted in some tension and • hard feelings. Y P lin s. The PUD is a bus operation with limited staff. Disruption caused by groups using the building for non-utility purposes detracts from the service provided to 611192 Pg 2 customers. Various solutions were considered and, thereafter, the Board directed that staff work out an answer to the problem. CONSIDERATION OF MINUTES - MAY 4 AND 18, 1992; POSSIBLE DIRECTION Director Maass moved, and Director Corbett seconded, that the minutes of May 4, 1992 be approved as presented. All Directors, aye, with the exception of Directors Curran and Sutton who abstained. SO MOVED. Director Maass suggested some clarification to the Staff Report and then moved that the minutes of May 18, 1992 be approved as amended, seconded by Director Corbett. All Directors, aye, with the exception of Director Sutton who voted no. SO MOVED. CORRESPONDENCE Note was made of a letter dated May 21, 1992 from the Truckee Sanitary District regarding the Tahoe Donner water pipeline replacement project. Staff will investigate and respond. BILLS FOR APPROVAL • Director Maass moved, and Director Corbett seconded, that the Board approve the bills presented for consideration. All Directors, aye, by voice vote. SO MOVED. STAFF REPORT A complete copy of the staff report(consisting of the bacteriological report for April 1992) has been attached to these minutes for reference. CLOSED SESSION At 8:00 PM the Board adjourned to closed session for the purpose of discussing personnel matters in accordance with Government Code Section 54957; two lawsuits (SPPCo v TDPUD, Nevada County Superior Court Case No. 4575 and TDPUD v SPPCo, Placer County Case No. S-2180) in accordance with Government Code Section 54956.9(a); and threatened litigation in accordance with Government Code Sections 54956.9(b)(1). Holzmeister MEMORANDUM May 20, 1992 To: Peter Holzmeister, General Manager From: David Rully, Water Dept. Superintendent Subject: Monthly Bacteriological Report - April 1992 Attached is the "Summary of Bacteriological Water Quality" report for the month of April 1992 . The report shows that 1 of the 20 distribution samples taken within the Truckee system came back with 1 positive tube resulting in a 2 .2 total coliform bacteria count. The fecal coliform count was <2 . 2 indicating that the bacteria was not of animal waste origin. We retested Donner Trails Station as soon as the water lab notified the District of the bad sample. All retests came back negative, and all routine samples taken since have also been free of bacteria. Even with the bad sample the District was well within the limits set by the State. Therefore we met the State's drinking water standards for the month of April. All other distribution system samples taken in April were free of Bacteria. Two of the special samples taken at the Northside Well indicated the presence of coliform bacteria. The well was taken out of service and disinfected. All subsequent samples have been negative.
