HomeMy WebLinkAbout1990-06-11 Min - Board SPECIAL MEETING June 11, 1990 The special meeting of the Board of Directors of the Truckee Donner Public Utility District was called to order by President Maass at 3 :40 P.M. in the TDPUD Board Room. ROLL CALL: Directors Joe Aguera, Richard Curran, Pat Sutton and James Maass were present; Director John Corbett was absent. EMPLOYEES PRESENT: Andy Hyde, Peter Holzmeister and Susan Craig. CONSULTANTS PRESENT: Engineering Consultant Keith Sauers. DONNER TRAILS TANK NO. 2 - POSSIBLE ACTION REGARDING AWARD OF BID; DISCUSSION AND DIRECTION REGARDING CHANGE ORDER The District received one bid for the construction of Donner Trails Tank No. 2 ; it was submitted by Resource Development Company of Sparks, Nevada in the amount of $209,750. The estimated cost of the project was $159, 000. Mr. Sauers noted that he made a mistake on his estimate. He figured pipe and fittings would cost $44 , 800 ; the contractor bid $58, 000. Mr. Sauers figured the earth work (included in the site development) would cost $2 , 300 ; Resource Development would subcontract this work to Joy Construction out of Portola, and they estimated the cost to be $30, 000. The large deviation is due to a difference in elevations and the necessity to ® import material. Mr. Sauers and Mr. Hyde met with the contractor to review his bid and discuss the project. It was their conclusion that the bid is reasonable and proper. Several modifications that could reduce the cost of the project without diminishing the effect of the improvements were discussed with the contractor. Among the proposed modifications were 1) providing standard masonry block for the retaining wall north of the tank in lieu of split face block (deduction $375) ; 2) lowering the proposed tank finish floor elevation one foot and increasing the shell height of the tank. This would lessen the import material (deduction $3 , 065) ; 3) use large rock rip rap in lieu of retaining wall south of storage tank (deduction $1,820) ; 4) the shell plate thickness could be reduced from 1/4" to 3/16" (deduction $1, 370) . Regarding the increased height of the tank, Mr. Sauers noted that the tank stores water that is pumped up the hill to Tahoe Donner and also to meet the requirements in the Gateway service area. The extra 8, 000 gallons that would be provided by the extra foot of height is available for the Gateway service area only since it would be too low to flow to the booster pumps. The bottom half of the tank is for fire protection; the top half is the working storage. The 8, 000 gallons would be available to Gateway' s total capacity for storage and consumption, but not to Tahoe Donner. 1 Both Mr. Sauers and Mr. Hyde recommended that award of the bid be made to Resource Development Company. The Board discussed the various options. Thereafter, Director Curran moved that the Board award the bid for construction of the Donner Trails Tank No. 2 to Resource Development Company in the amount of $209 ,750; seconded by Director Aguera. ROLL CALL: Corbett, absent; all other Directors, aye. SO MOVED. Director Aguera moved that Change Order No. 1 be prepared. It is to include lowering the tank finish floor elevation one foot and increasing the shell height of the tank from 20 ' 6" to 21" 611 , lessening the import material and resulting in a deduction of $3 , 065. Also, large rip rap is to be used in lieu of a retaining wall south of the storage tank resulting in a deduction in the amount of $1,820. Director Sutton seconded the motion. All Directors, aye, by voice vote. SO MOVED. Mr. Sauers noted that he enjoyed providing engineering services on this job. He said Mr. Hyde has done an excellent job and been a big help in pulling the project together and passing information along to the Board. ADJOURNMENT There being no further business before the Board, Director Aguera moved that the meeting be adjourned at 4 : 20 P.M. ; seconded by ® Director Sutton. All Directors, aye, by voice vote.
