The regular meeting of the Board of Directors of the Truckee Donner Public Utility District was called to order at 7.12 PM in the TDPUD Board Room by President Hemig. ROLL CALL: Directors Joe Aguera, Bob Jones, James Maass, Patricia Sutton and Ron Hemig were present. EMPLOYEES PRESENT. Mary Chapman, Susan Craig, Steve Hollabaugh, Peter Holzmeister and Bob Quinn. CONSULTANTS PRESENT. Engineering Consultant Keith Sauers. OTHERS PRESENT.- Tom Green, Jim Beck and Don Dame of NCPA; Roger diFati, Vice President of ILEX Systems.. PUBLIC INPUT There was no public input. CONSIDERATION OF AWARD OF A CONTRACT FOR CONSTRUCTION OF THE GLENSHIRE DRIVE WELL PUMP STATION On May 8 bids were received for construction of the Glenshire Drive well pump station, the last component of the District's Safe Drinking Water Bond Law, Prop 55 project. Six bids were received with all but one coming in below the Engineer's estimate. The low bidder is Resource Development Company of Sparks, Nevada. RDC has constructed several facilities for the District. Their bid is responsive to the contract requirements. The contractor's license information is accurate, current and active. Director Maass moved, and Director Jones seconded, that the Board award the construction contract for the Glenshire Drive well pump station to Resource Development Company, dba RDC, Inc., of Sparks, Nevada in the amount of$373,220. ROLL CALL: all Directors, aye. SO MOVED. CONSIDERATION AND POSSIBLE APPROVAL OF A PROPOSAL TO ACQUIRE AN ELECTRIC SUPERVISORY CONTROL AND DATA ACQUISITION SYSTEM Staff was not prepared to make a recommendation; therefore, Director Maass moved that the matter be tabled, seconded by Director Aguera. SO MOVED. 5/15/96 Pagel 1 DISCUSSION OF ELECTRIC INDUSTRY RESTRUCTURING AND DEREGULATION Jim Beck, Assistant General manager of the Northern California Power Agency, made a presentation on various plans to restructure and deregulate the electric industry. He described decisions and a timetable established by the California PUC and proposals being debated in the California legislature and the Federal Energy Regulatory Commission. There were several questions asked by the Directors. DISCUSSION OF DISTRICT POWER SUPPLY OPTIONS Tom Green and Don Dame of the NCPA staff made a presentation on the status of the SPPCo/WWP merger and the future power options likely to be available to the District. They discussed the type of power sales arrangement that can be entered into between the TDPUD and NCPA. Several questions asked by Directors were answered. DISCUSSION OF ESTABLISHING A WATER HEATER INCENTIVE PROGRAM Scott Terrell made a presentation on the potential loss of revenues from customers converting some electric appliance to natural gas. Mr. Terrell described options to retain those customer revenues. There was consensus among the Directors that the District needs to communicate effectively and professionally to its customers about the advantages of using electricity. Staff was asked to put together a public awareness and education program for submission to the Board. MONTHLY STAFF REPORTS The monthly staff report were reviewed MONTHLY TREASURER'S REPORT-APPROVAL OF DISBURSEMENTS-ACCEPTANCE AND APPROVAL OF MONTHLY REPORT Motion was duly made and seconded to approve the disbursements and accept and approve the Monthly Treasurer's Report for the month ended March 1996. ROLL CALL:Aguera, Jones, Maass and Hemig, aye, Sutton, abstain. SO MOVED. CLOSED SESSION - CONFERENCE WITH LEGAL COUNSEL, PENDING LITIGATION, GOVERNMENT CODE SECTION 54956.9(a), CLAIM OF CAROLE PREISACH The Board adjourned to closed session at 10:25 PM. RETURN TO OPEN SESSION The Board returned to open session at 10.35 PM. The Board announced its determination that the application for leave to present a late claim for damages submitted against the Truckee Donner Public Utility District by Carole J. Preisach of Fallon, Nevada, is denied because the claimant failed to satisfy the criteria for presenting a late claim pursuant to Government Code Section 911.6 5/15/96 Page 2 1 ADJOURNMENT There being no further business before the Board, the meeting was adjourned at 10:37 PM.
