HomeMy WebLinkAbout1996-07-16 Min - Board SPECIAL MEETING July 16, 1996 In accordance with District Code Section 2 08 010 the TDPUD minutes are action only minutes All Board meetings are recorded on audio toes which are preserved 11r en tually and made available for listening to any interested RM& on their request The special meeting of the Board of Directors of the Truckee Donner Public Utility District was called to order at 7.15 PM in the TDPUD Board Room by President Hemig. ROLL CALL: Directors Joe Aguera, James Maass, Patricia Sutton and Ron Hemig were present, Director Bob Jones was absent. EMPLOYEES PRESENT.- Peter Holzmeister. CONSULTANTS PRESENT. Engineering Consultants Keith Sauers and Dean Marsh; Attorney Steve Gross. OTHERS PRESENT. Others present in the audience were Neil Eskind, Lou Reinkins and Peter Soderquist representing the Truckee Tahoe Airport District, Oz Butterfield and Jery Gilmore representing Truckee Sanitary District;Doug Mullins representing the Truckee Donner Recreation and Park District,James Osbum representing the Truckee Fire Protection District; Tony Lashbrook P" and Duane Hall representing the Town of Truckee; Craig Woods representing the Tahoe Truckee Sanitation Agency and Angela Holloway reported for the Siena Sun. PUBLIC INPUT. There was no public input. DISCUSSION OF Town OF TRUCKEE SPHERE OF INFLUENCE REPORT Director Hemig welcomed the visitors and described how TDPUD had reviewed the Town's draft sphere of influence report and how we had concerns that needed to be discussed prior to the Town council meeting of July 18, 1996. He described how the District decided to invite other Truckee special districts to participate in a discussion of the Town's report so we could all understand each other's views and offer comments to the Town staff. Mr. Hemig suggested a few ground rules to help each agency present its views and stated that TDPUD General Manager Peter Holzmeister would serve as scribe and record the comments on flip chart sheets. Each District would have a chance to comment by going around the table in the order of the seating. We would develop an action plan at the end of the comments so we are prepared to offer comments to the Town council on July 18, 1996. DISCUSSION OF RELATIONSHIP OF THE DRAFT Town SPHERE TO INDIVIDUAL SPECIAL DISTRICT SPHERES Truckee Fire Protection District is concerned about wildland fire suppression within the Town of Truckee as it expands its boundaries. Truckee Donner Recreation and Park District is concerned about consolidation. Truckee Sanitary District had several concerns. They stated that the Town should do land use planning and zoning, but should make no recommendations regarding annexations or agencies 7/1"6 Page 1 �. other than the Town. The Town should have no say in annexations to special districts nor have any review or veto power. The Town should not be involved in LAFCo decisions or policies. The Town should not be concerned with sewer or water infrastructure capacity matters. The Town should not attempt to assert a leadership role over how special districts do their job. All references to consolidation or advising LAFCo on how to do its job should be removed from the report. The Airport District needs more time to review the report. They echoed the comments that the Town should not be advising on consolidation of special districts. They were concerned about the Town having zoning power in land around the airport. They raised a tax disenfranchisement concern since a majority of people who are in the formal boundary of the Airport District would not be voters in Town elections. Truckee Donner PUD is concerned that the Town approach is not friendly or sensitive to Truckee's special districts. The districts have been here for decades providing excellent levels of service. The Town as newcomer should not be asserting authority or control over the districts. The districts are competent and do not need Town oversight. The Town cannot do the workload of the special districts. The PUD needs to consider the Martis Valley aquifer in our sphere of influence. There is too much emphasis on promoting the Town's "infrll" policy, not enough on the need to serve development in the county areas. PUD's electric service can be expanded or competitors will serve it any way. Tahoe Truckee Sanitation Agency had a concern that other areas outside the Town boundary be sewered in order to protect the groundwater quality. DISCUSSION OF POSSIBLE SUGGESTIONS FOR MODIFICATIONS TO Town OF TRUCKEE SPHERE OF INFLUENCE REPORT TO BE DELIVERED TO Town COUNCIL MEETING ON JULY 18, 1996;POSSIBLE DIRECTION Tony Lashbrook described that the Town is not promoting consolidation, that the Town is neutral on the issue. He agreed to remove the references to consolidation and LAFCo policies and resubmit the report to the special districts for comment. The Town Council would be asked to postpone consideration of the report until the first September meeting.
