In accordance with District Code Section 2,08,010, the TDPUD minutes are action only
minutes. AU Board meetings are recorded on audio tapes which are preserved jag erp tually
and made available for listening to any interested party upon their request.
The regular meeting of the Board of Directors of the Truckee Donner Public Utility District was
called to order at 7.05 PM in the TDPUD Board Room by President Hemig.
ROLL CALL: Directors Bob Jones, James Maass, Patricia Sutton and Ron Hemig were present;
Director Joe Aguera was absent.
EMPLOYEES PRESENT. Mary Chapman, Susan Craig, Steve Hollabaugh, Peter Holzmeister
Kathy Neus, Bob Quinn.
CONSULTANTS PRESENT. Engineering Consultant Keith Sauers,Attorneys Christina Bark and
Steve Gross.
OTHERS PRESENT.There were no others present in the audience.
PUBLIC INPUT
Engineering Consultant Keith Sauers reported that the Gateway tank has been painted a sandy
beige color.
DISCUSSION AND POSSIBLE ACTION REGARDING THE TOWN OF TRUCKEE DRAFT
SPHERE OF INFLUENCE REPORT
Town staff prepared a draft report for submission to the town council regarding the future town
sphere of influence. The report contained several references to services being provided by
Truckee's special districts and policies for reorganization or consolidation of the special districts
which were of concem to the special districts. A meeting was held and attended by representatives
of the special districts and town staff. As a result, a new revised draft report was prepared by the
town.
The Manager advised that the portions of the draft that were of concern to the District have been
removed with the exception of a statement that TDPUD serves water to a part of Glenshire. This
will be corrected. The draft report still recommends that areas served by community water and
sewer systems be annexed by the town and also states that annexations by special districts should
be consistent with the general plan of the town or Nevada County. The town will consider adoption
of the report at its September 5, 1996 meeting.
Director Jones moved, and Director Maass seconded, that the District remove its objections
relating to control issues (previously contained in the town's draft sphere of influence report) but
note its concern relating to "urban development and uses"as discussed on page ten of the draft.
