REGULAR MEETING January 21, 1998 In accordance with District Code Section 2.08.010 the TDPUD minutes are action only minutes. All Board meetings are recorded on audio tapes which are preserved perpetually and made available for listening to any interested party upon their request. The regular meeting of the Board of Directors of the Truckee Donner Public Utility District was called to order at T11 PM in the TDPUD Board Room by Vice President Jones in President Maass' absence. ROLL CALL: Directors Joe Aguera, Ron Hemig, Bob Jones and Patricia Sutton were present. Director James Maass was absent. EMPLOYEES PRESENT: Mary Chapman, Susan Craig, Kathy Neus, Bob Quinn and Ed Taylor. CONSULTANTS PRESENT:Attorney Steve Gross. OTHERS PRESENT. There were no others present in the audience. PUBLIC INPUT- There was no public input CONSIDERATION OF CONTINUING THE EMERGENCY ACTION RELATING TO REPAIR OF THE TAHOE DONNER SUBSTATION TRANSFORMER#2 Motion was made by Director Hemig and seconded by Director Sutton that the Board continue the emergency action relating to repair of the Tahoe Donner substation transformer#2. All Directors, aye, by voice vote. SO MOVED. DISCUSSION OF DISTRICT POLICY AND PRACTIVE REGARDING CUSTOMERS ON LIFE SUPPORT SYSTEMS Administrative Services Manager Chapman explained how TDPUD customers on life support are notified when there are both scheduled and unscheduled outages. There may be room for improvement to District policies and staff will contact other utilities to learn their practices and also check applicable laws. TOWN SPHERE OF INFLUENCE ENVIRONMENTAL DOCUMENT The Board was provided with copies of the Town's draft Sphere of Influence Report. Comments should be submitted by February 1, 1998. The report states it will be Town policy to annex development that is urban in nature, which they define as development that requires water and sewer service. In other words, the Town will have a policy of annexing any development that is a customer of Truckee Donner PUD. It is still the Board's concern that a developer who would benefit by being served by TDPUD water, but who does not want to be annexed to the Town, may elect to use private wells for water. This could have significant environmental implications, not to mention potential significant implications on the District's ability to serve development in its sphere of influence. Mr. Holzmeister was asked to write Page I a letter indicating the District's concerns. REVIEW OF MONTHLY STAFF REPORTS The staff reports were reviewed. Mr. Quinn reported on the recent power outages.
