September 16, 1998
In accordance with District Code Section 2.08.010 the TDPUD minutes are action only
minutes. All Board meetings are recorded on audio tapes which are preserved perpetually
and made available for listening to any interested party upon their request
The regular meeting of the Board of Directors of the Truckee Donner Public Utility District was called
to order at approximately 7:06 PM in the TDPUD Board Room by President Maass.
ROLL CALL: Directors Ron Hemig, Bob Jones, Patricia Sutton and James Maass were present.
Director Joe Aguera was absent.
EMPLOYEES PRESENT: Susan Craig, Steve Hollabaugh, Peter Holzmeister, Bob Quinn, Ed Taylor
and Scott Terrell.
CONSULTANTS PRESENT: Consulting Engineer Keith Knibb and District Counsel, Steve Gross.
OTHERS PRESENT: There were no others present in the audience.
PUBLIC INPUT
There was no public input.
CONSIDERATION OF CONTRACT CHANGE ORDER#1 TO THE TELEMARK ROAD PIPELINE
REPLACEMENT PROJECT, DELETING PAVEMENT RESTORATION FROM THE SCOPE OF
WORK
Since the installation of the pipeline will be completed prior to the Town overlay project scheduled
for Telemark Place in October, staff contacted the Town to see if the surface restoration could be
added to the Town's project. The Town has agreed and the cost is estimated to be under$2,000.
After brief discussion, Director Jones moved, and Director Hemig seconded, that the Board
authorize Contract Change Order#1 on the Telemark Place project deleting Bid Schedule Item#7,
Surface Restoration, in the amount of$11,040 from the contract with Longo Construction. ROLL
CALL: Hemig, Jones and Maass, aye; Sutton, no; Aguera, absent. SO MOVED.
CONSIDERATION OF A CONTRACT BETWEEN THE DISTRICT AND PLACER COUNTY WATER
AGENCY FOR MAINTENANCE AND OPERATION OF PCWA ZONE #4 WATER SYSTEM
(LAHONTAN)
This matter was put over since special counsel Dennis DeCuir is still working on the contract
language.
DISCUSSION OF A PUBLIC BENEFITS PROGRAM MANDATED BY AB 1890
Staff is proposing the following public benefit programs for the Truckee community for the remainder
of 1998 and 1999: Energy and Water Conservation Education; Residential Energy Surveys; Building
Energy Conservation Diagnostic Program; Public Agency Business Technical Energy Surveys;
Public Agency Conservation Retrofit Assistance Program; Ground Source Heat Pumps; High
Efficiency Electric Water Heating; Energy and Water Conservation Low-Cost Retrofit Program; Solar
Photovoltaics. It was noted that Low Income Energy Assistance should also be included in this list.

There was some discussion and it was suggested that weather stripping be added to the Low
Income Energy Assistance program and that the District check into the possibility of providing
photovaltaic safety and/or traffic signs.
DISCUSSION OF A DRAFT PLAN TO REMODEL THE DISTRICT BOARD ROOM
Mr. Holzmeister presented drawings for a minor Board room remodel for review by the Directors.
The plans include replacing the wall covers with a wood wainscoting on the lower portion and a
carpet type material on the upper half; replacing the dais with a more rounded type to permit better
contact among Directors; replacement of Director chairs; acquisition of a new computer-compatible
projector for presentations and a built in microphone system; addition of ceiling lights to brighten the
perimeter of the room; new carpet and paint throughout.
Staff was asked to obtain the following cost information - having a bigger arc for the dais; moving
the dais to the opposite end of the room; moving the projection screen; relocating staff to another
location in the room.
REVIEW OF A REPORT FROM THE ELECTRIC SUPERINTENDENT ON ACQUISITION OF
SUBSTATION TRANSFORMERS FOR THE DONNER LAKE SUBSTATION
During March, the Board authorized staff to negotiate the purchase of a three-phase substation
transformer from Trinity County Public Utility District. After testing the unit, a core ground problem
was found to exist and staff ended negotiations. This transformer was for the upgrade of Donner
Lake substation.
Currently the District is upgrading the Truckee substation and will be installing four new transformers
and regulators. Staff is recommending that these four transformers be placed at the Donner Lake
substation and that the older two units be either rebuilt or reconditioned before installation. The cost
for this would be in the neighborhood of$75,000. This would double the present capacity of Donner
Lake sub at a cost less than the purchase of the unit from Trinity.
REVIEW OF MONTHLY STAFF REPORTS
Staff reports were briefly reviewed.
Noting the waiver/variance of policy requested by Thompson with respect to a three parcel
residential subdivision, a Director asked that review of this policy be placed on some future agenda.

There being no further business before the Board, the meeting was adjourned at 8:15 PM.
