All Board meetings are recorded on audio tapes which are preserved perpetually and made available for listening to any interested party upon their request. The regular meeting of the Board of Directors of the Truckee Donner Public Utility District was called to order at 7:05 PM in the TDPUD Board room by Vice President Van Gundy. ROLL CALL: Directors Joe Aguera, Ron Hemig, Patricia Sutton and Nelson VanGundy were present. Director James Maass was absent. EMPLOYEES PRESENT: Mary Chapman, Mark Thomas, Ian Fitzgerald, Neil Kaufman, Steve Hollabaugh, Ed Taylor, Peter Holzmeister and Barbara Cahill. CONSULTANTS PRESENT: Steve Gross OTHERS PRESENT: Frank and Juanita Schneider, Dennis Zirbel, Lucy Green, N. Sammis, Shanna Entin and 18 members of the public. PUBLIC INPUT Lucy Green, a resident of the Truckee Senior Housing, voiced concern about the dramatic increase of her utility bills in the last three years. A number of Senior Housing residents also expressed their frustration. Vice President Van Gundy will have District staff person Scott Terrell contact Ms. Green to schedule an energy efficiency audit and perform a billing audit. Dennis Zirbel addressed the board about the need to extend the water line on High Street as part of development of a property he is considering acquiring. He stated that he feels the looping of that water line will benefit other District water customers and that it is, therefore, not equitable that the improved loop system be paid for by the owners of the vacant property it fronts. The Board agreed to agendized this matter. ACTION ITEMS CONSIDERATION OF AN INITIAL ENVIRONMENTAL STUDY AND DRAFT NEGATIVE DECLARATION FOR THE NORTHSIDE TRANSMISSION PIPELINE PROJECT (FILE THE PROPOSED NEGATIVE DECLARATION AND ENVIRONMENTAL INITIAL STUDY WITH THE OFFICE OF THE NEVADA COUNTY CLERK, WITH RESPONSIBLE AND INTERESTED AGENCIES, AND WITH THE STATE CLEARINGHOUSE; AND AUTHORIZING PUBLICATION A NOTICE OF PUBLIC REVIEW PERIOD AND PUBLIC HEARING) Director Hemig moved and Director Aguera seconded, a motion to authorize staff to file the proposed Negative Declaration and Environmental Initial Study for the Northside transmission pipeline project with the Office of the Nevada County Clerk; authorize staff to file the proposed negative declaration and environmental study with responsible and interested agencies and with the State Clearinghouse; authorize publication of a Notice of Public Review Period and Public Hearing on the proposed Negative Declaration; and set a public hearing date at the regular Board Meeting on March 3, 2004. SO MOVED. 1 CONSIDERATION OF AN INITIAL ENVIRONMENTAL STUDY AND DRAFT NEGATIVE DECLARATION FOR THE RICHARDS BLVD PUMP STATION PROJECT (FILE THE PROPOSED NEGATIVE DECLARATION AND ENVIRONMENTAL INITIAL STUDY WITH THE OFFICE OF THE NEVADA COUNTY CLERK, WITH RESPONSIBLE AND INTERESTED AGENCIES, AND WITH THE STATE CLEARINGHOUSE; AND AUTHORIZING PUBLICATION A NOTICE OF PUBLIC REVIEW PERIOD AND PUBLIC HEARING) Director Hemig moved and Director Aguera seconded, a motion to authorize staff to file the proposed Negative Declaration and Environmental Initial Study for the Richards Blvd Pump Station project with the Office of the Nevada County Clerk; authorize staff to file the proposed negative declaration and environmental study with responsible and interested agencies and with the State Clearinghouse; authorize publication of a Notice of Public Review Period and Public Hearing on the proposed Negative Declaration; set a public hearing date at the regular Board Meeting on March 3, 2004; and authorize staff to continue discussion with the Town of Truckee and secure a permanent easement for the facility at the proposed location. ROLL CALL: Director Maass, absent; Director Sutton, no (feels this CEQA is premature because the District does not have absolute right of way from the Town of Truckee);All other Directors, aye. CONSIDERATION OF AN INITIAL ENVIRONMENTAL STUDY AND DRAFT NEGATIVE DECLARATION FOR THE PROSSER VILLAGE WELL DISCHARGE PIPELINE PROJECT (FILE THE PROPOSED NEGATIVE DECLARATION AND ENVIRONMENTAL INITIAL STUDY WITH THE OFFICE OF THE NEVADA COUNTY CLERK, WITH RESPONSIBLE AND INTERESTED AGENCIES, AND WITH THE STATE CLEARINGHOUSE; AND AUTHORIZING PUBLICATION A NOTICE OF PUBLIC REVIEW PERIOD AND PUBLIC HEARING) Director Hemig moved and Director Aguera seconded, a motion to authorize staff to file the proposed Negative Declaration and Environmental Initial Study for the Prosser Village Well Discharge Pipeline project with the Office of the Nevada County Clerk; authorize staff to file the proposed negative declaration and environmental study with responsible and interested agencies and with the State Clearinghouse; authorize publication of a Notice of Public Review Period and Public Hearing on the proposed Negative Declaration; and set a public hearing date at the regular Board Meeting on March 3, 2004. ROLL CALL: Director Maass, absent; Director Sutton, no (feels this CEQA is premature because well testing is not complete);All other Directors, aye. SO MOVED. WORKSHOP ITEMS DISCUSSION OF DRAFT WATER SYSTEM MASTER PLAN UPDATE Ed Taylor and Neil Kaufman summarized the reasons for a Water System Master Plan update: ➢ Ensure adequate facilities in place ➢ Ensure new construction pays for the facilities needed ➢ Update existing plan which is three years old ➢ Include the acquisition and consolidation with Donner lake and Glenshire water systems. ➢ Serve as basis for revision to connection fee and facility fee schedules Mr. Taylor and Kaufman listed future improvements of the water system: ➢ Six new wells, assuming 1,500 gpm each ➢ Consolidation of pressure zones to 6170 zone ➢ Transmission pipelines to accommodate the new wells ➢ Second feed to Tahoe Donner along new access road 2 DISCUSSION OF DRAFT WATER SYSTEM FACILITIES REPLACEMENT PLAN Mr. Taylor distributed an outline about a facility replacement plan: ➢ Evaluate existing system ➢ Identify problems with existing system not meeting expected useful life ➢ Assess remaining life weighed and identified for an expected year of replacement ➢ Plan complete system replacement over the expected life of facilities ➢ Overall funding needs ➢ Future impacts on facilities replacement plan DISCUSSION OF DISTRICT ORGANIZATION Peter Holzmeister asked the board to table this item for a future board meeting. DISCUSSION OF POLICY ON INITIATING WATER BILLINGS TO NEW CONSTRUCTION Peter Holzmeister led a discussion about initiating water billings to new homes: ➢ What is the current practice ➢ What is the problem ➢ What have we tried before ➢ Are there other options Staff was directed to contact the Town of Truckee again and request a periodic list of final occu- pancy permits so monthly billings can begin at the time an occupancy permit is issued.
