In accordance with District Code Section 2.08.010, the TDPUD minutes are action only
minutes. All Board meetings are recorded on audio tapes which are preserved
Perpetually and made available for listening to any interested party upon their request.
The regular meeting of the Board of Directors of the Truckee Donner Public Utility District was
called to order at approximately 7:07 PM in the TDPUD Board Room by President Hemig.
ROLL CALL: Directors Ron Hemig, Bob Jones and James Maass were present. Directors Joe
Aguera and Patricia Sutton were absent.
EMPLOYEES PRESENT: Mary Chapman, Susan Craig, Peter Holzmeister, Neil Kaufman,
Kathy Neus, Ed Taylor and Jim Wilson.
CONSULTANTS PRESENT: Consulting Engineer Keith Knibb and District Counsel, Steve
Gross.
OTHERS PRESENT: Mary Davis.
PUBLIC INPUT
Mary Davis stated that she is very much in favor of the TDPUD going into the
telecommunications business. She has written a letter to the editor of the Sierra Sun and it
should appear in the April 6 edition.
CONSIDERATION OF A REPORT ON BIDS RECEIVED AND POSSIBLE AWARD OF A
CONTRACT FOR PURCHASE OF VEHICLES
Funds have been set aside in the 2000 budget for purchase of three multi-purpose sport utility
vehicles, one half ton regular cab, short bed pick-up truck; three four wheel drive service truck
cabs and chassis; and one four wheel drive 3/4 ton pick up. The District issued a call for bids,
advertised and mailed invitations to nearby auto dealers. Only two bids were received; neither
was responsive as they did not include bid bonds and took exceptions to some of the
specifications.
Director Maass moved, and Director Jones seconded, that the Board reject the bids, direct the
Support Services Manager to obtain quotes on vehicles and to negotiate for the price and
delivery dates most beneficial to the District. ROLL CALL: Jones, Maass and Hemig, aye;
Aguera and Sutton, absent. SO MOVED.
CONSIDERATION OF APPROVAL OF PLANS, SPECIFICTIONS AND CONTRACT
DOCUMENTS AND ISSUING A CALL FOR BIDS FOR CONSTRUCTION OF THE
BROCKWAY WELL BUILDING AND RELATED APPURTENANCES
Because the well driller is behind schedule, the Water Supervisor is requesting that the call for
bids for construction of the Brockway Well building and related appurtenances be postponed.
He will come back to the Board in August for approval. A temporary system will be in place and
put on line so water is available during the peak use season.

DISCUSSION OF POSSIBLE PLACEMENT OF A WATER PIPELINE ON THE DONNER
PARK OVERCROSSING TO BE CONSTRUCTED BY CALTRANS; POSSIBLE DIRECTION
CalTrans is planning to replace the bridge over 1-80 near Donner State Park and, within the next
several years, widen 1-80 west of the bridge. This could interfere with the District's existing
pipeline under 1-80 at that location. There are three possibilities. 1) Place a pipeline on the new
bridge and abandon the old pipeline. This scenario is expensive, especially as CalTrans
envisions constructing it. They propose constructing a ductile iron or steel welded pipeline in the
bridge., which is expensive to construct and impossible to repair in the future. TDPUD staff is
proposing variations on this scenario. 2) Bore under 1-80 and install a new pipeline at a new
location. This could be expensive, although soils reports are somewhat encouraging. 3) The
pipeline could be left where it is. CalTrans may be able to widen the interstate and extend our
pipeline through the widened project. There would be a cost, but it appears it would be relatively
low compared to the above alternatives.
There is not enough information to make specific recommendations to the Board at this time.
Staff needs more time to develop the scenarios but would like the Board to be aware that they
are dealing with CalTrans on this issue. Also, staff is checking into superior rights to determine
who will be responsible for paying for the extension.
CONSIDERATION OF A WATER DEVELOPMENT AGREEMENT FOR THE TRUCKEE
FALLS GOLF COURSE PROJECT
The Board reviewed the draft development agreement for provision of water service to the
Truckee Falls Golf Course. It contains certain provisions that are beyond the scope
contemplated by the Board when authority to enter into development agreements was
delegated to the manager, therefore, it is being submitted for review and action. What makes
this agreement unique is the option to accept land in lieu of cash for fees. Mr. Holzmeister
explained the provisions to the Directors.
Mr. Holzmeister noted that the District needs land for storage of materials and vehicles. The
standard agreement calls for the payment of fees. In the modified agreement, the developer
gives the District land in lieu of fees. The agreement allows for a 60 day option to purchase.
Steele will deposit $650,000 into an account which will be payable to the District if it does not
exercise the purchase option.
Director Hemig reported that he was working with potential buyers of adjoining property, but
because he wanted to be involved in the TDPUD/Steele decision with no conflict, he stepped
away from that sale.
After consideration, Director Maass moved, and Director Jones seconded, that the Board
approve the water development agreement with the Steele Family Partners and the
memorandum of option to purchase certain real property. A "consideration" clause is to be
added to the option agreement. ROLL CALL: Jones, Maass and Hemig, aye; Aguera and

CONSIDERATION OF APPROVAL OF PLANS, SPECIFICTIONS ANC ONTRACT
DOCUMENTS AND ISSUING A CALL FOR BIDS FOR THE CONSTRUCTION OF THE
HIGHWAY 89 IRRIGATION PIPELINE PROJECT
The 2000 budget includes a project to install an irrigation water pipeline to the Truckee Falls
Golf Course. It will supply irrigation water from the Donner Creek Well to the golf course.

Funding for the project will be from the owners of the Truckee Falls Golf Course either in money
or land. It is important that the project be finished before the high water demand summer usage
season. Project plans, specifications and contract documents are complete. The engineer's
estimate is $260,000. A development agreement and memorandum of option with Steele for
Truckee Falls has been approved.
Director Maass moved, and Director Jones seconded, that the Board authorize staff to advertise
for and accept bids for construction of the Truckee Falls Golf Course Pipeline project with a bid
opening date of April 27, 2000. ROLL CALL: Jones, Maass and Hemig, aye; Aguera and Sutton,
absent. SO MOVED.
CONSIDERATION OF CASTING A BALLOT FOR SPECIAL DISTRICT REPRESENTATIVE
TO THE NEVADA COUNTY LOCAL AGENCY FORMATION COMMISSION
There are four candidates for special district representative to Nevada County LAFCo: Robert
Goar, Kevin McCall, David Vertin and Hank Weston. Director Maass moved, and Director Jones
seconded, that the Board cast its ballot for Kevin McCall of the Truckee Donner Recreation and
Park District. ROLL CALL: Jones, Maass and Hemig, aye; Aguera and Sutton, absent. SO
MOVED.
TREASURER'S REPORT — APPROVAL OF THE MONTHLY REPORT — APPROVAL OF
DISBURSEMENTS
Staff has been working with the auditors from Arthur Andersen, thus preparation of the monthly
report was delayed. It will be presented to the Board at the April 19 meeting.
CLOSED SESSION

The Board adjourned to closed session at 7:38 PM.
RETURN TO OPEN SESSION
The Board returned to public session at 8:35 PM. There was no action taken or direction given
as a result of closed session.
ADJOURNMENT
There being no further business before the Board, the meeting was adjourned at 8:36 PM.
