In accordance with District Code Section 2.08.010, the TDPUD minutes are action only
minutes. All Board meetings are recorded on audio tapes which are preserved perpetu-
ally and made available for listening to any interested party upon their request.
The special meeting of the Board of Directors of the Truckee Donner Public Utility District was
called to order at 7:04 PM in the TDPUD Board room by President Hemig.
ROLL CALL: Directors Joe Aguera, James Maass, Patricia Sutton and Ron Hemig were pres-
ent; Director Nelson VanGundy was ill and unable to attend.
EMPLOYEES PRESENT: Susan Craig, Stephen Hollabaugh, Peter Holzmeister, Neil Kaufman
and Ed Taylor.
CONSULTANTS PRESENT: Keith Knibb and Steve Gross.
OTHERS PRESENT: Among those present in the audience were Charlie White, Doris Murphy,
Frank Schneider, Juanita Schneider, Marjorie Adkerson, Bob and Mary Anne Stevenson, Sue
Adkerson, Emilie Kashtae, Michael Nevarly, Pat McDonough, Rob Eskridge and Kathy Polucha.

EVALUATION OF THE POSSIBLE PROVISION OF WATER SERVICES AT DONNER LAKE
BY TRUCKEE DONNER PUBLIC UTILITY DISTRICT; POSSIBLE ACTION
Status report- Consideration of retaining a consultant to perform an evaluation of the fair
market value of the current Donner Lake water system — Consideration of retaining a
consultant to perform an engineering and economic feasibility study of the acquisition
and upgrade of the Donner Lake water system — Consideration of retaining Sauers Engi-
neering to perform a CEQA review of the possible acquisition and upgrade of the Donner
Lake water system — Discussion of temporary water supply for Donner Lake residents —
Possible appointment of Donner Lake liaison committee
An informal committee of Donner Lake residents created two petitions, one for the TDPUD and
one for the California Public Utility Commission. The petition delivered to the District listed Don-
ner Lake residents who support the PUD in their efforts to acquire Donner Lake Water Com-
pany. The petition sent to the Public Utility Commission urges the commission not to approve
any loan to fund Del Oro, the parent company for Donner Lake Water Company.
Correspondence from the TDPUD was delivered to the Public Utilities Commission on August 3,
2000 informing them that the TDPUD would begin to evaluate involvement with the water issues
at Donner Lake. As a result, staff was invited by the PUC to attend a meeting on August 22 at
which time they described actions the District is taking that could lead to a decision on whether
or not to serve water to Donner Lake.

It was noted that the location for the proposed treatment plant has been appealed by Donner
Lake Village. The Truckee Town Council will review that appeal at its August 31 meeting.
It was explained that if the District acquires Donner Lake water system, the lake residents will
have to pay increased rates for replacement of the existing transmission system, storage tanks
and improving the system standards. If the District continues to draw drinking water from Don-
ner Lake, lake residents will also have to pay for the cost of the surface water treatment plant.
They may also have to pay for the PUD's acquisition of Donner Lake Water Company whether it
occurs through a purchase or through legal proceedings.
Mr. Holzmeister will be attending the Donner Lake Property Owners meeting on September 3 to
give the members a status report, find out what they're expecting and to hear their concerns.
Mr. Holzmeister reviewed his plan for a Donner Lake water system project acquisition and up-
grade team. He is suggesting that Dennis DeCuir head the acquisition team consisting of an
appraiser, engineer and Keith Knibb of Sauers Engineering for the CEQA portion of the project.
A leader was not proposed for the assessment district formation team; the engineer suggested
is Terry Lowell. Heading the system upgrade team would be District Engineer Neil Kaufman; a
surveyor and Keith Knibb of Sauers Engineering handling CEQA, plans and specs, construction
management and SRF management would make up the rest of that team.
It was decided to consider retaining a consultant to perform an evaluation of the fair market
value of the current Donner Lake water system and a consultant to perform an engineering and
economic feasibility study of the acquisition and upgrade of the Donner Lake water system in

Director Aguera moved, and Director Maass seconded, that the Board retain Sauers Engineer-
ing to perform a CEQA review of the possible acquisition and upgrade of the Donner Lake water
system at a cost of $6,000. ROLL CALL: Aguera, Maass and Hemig, aye; Sutton, abstain; Van-
Gundy, absent. SO MOVED.
Water Superintendent Taylor advised that the District has made arrangements with Donner
Memorial State Park to provide TDPUD drinking waterfrom a spigot located near the museum.
Mr. Holzmeister proposed a draft resolution forming and setting forth guidelines for a Donner
Lake water liaison committee. After some discussion, it was decided that taking this action
would be inappropriate for the District and should be left to the Donner Lake residents.
CLOSED SESSION — Conference with legal counsel — anticipated litigation. Significant
exposure to litigation pursuant to subsection (b) of Section 54956.9 (one case)
The Board adjourned to closed session at 8:04 PM.
RETURN TO OPEN SESSION
The Board returned to open session at 8:37 PM. There was no direction given or action taken
as a result of closed session.

There being no further business before the Board, the meeting was adjourned at 8:38 PM.
