In accordance with District Code Section 2.08.010, the TDPUD minutes are action only
minutes All Board meetings are recorded on audio tapes which are preserved perpetu-
ally and made available for listening to any interested party upon their request.
The special meeting of the Board of Directors of the Truckee Donner Public Utility District was
called to order at 7:06 in the TDPUD Board room by President Hemig.
ROLL CALL: Directors Joe Aguera, James Maass, Patricia Sutton, Nelson VanGundy and Ron
Hemig were present.
EMPLOYEES PRESENT: Mary Chapman, Alan Harry, Steve Hollabaugh, Peter Holzmeister,
Kathy Neus, Bob Quinn, Ed Taylor and Scott Terrell.
CONSULTANTS PRESENT: Attorneys Steve Gross and Andy Morris.
OTHERS PRESENT: There were no others present in the audience.
PUBLIC INPUT
There was no public input.
PRESENTATION, DISCUSSION AND POSSIBLE APPROVAL OF THE 2001 BUDGET
Staff presented the draft budget to the Board. Some of the matters brought up and issues dis-
cussed were as follows:
• The Board room remodel.
• How much has been spent on the Donner Lake water and telecommunications business
issues.
• Formation of a plan to solve the Tahoe Donner water line problem.
• The total electric facilities fees collected in 2000.
• Philosophy of spending facilities fees, i.e. global, system backbone.
• How much the District has spent on lawyers relating to USA Media, assessment district
formation, condemnation of Del Oro, FERC.
• Whether or not the District still has the second lowest electric rates in California.
• Evaluation of postponing the elimination on the 11% electric discount until April 1.
• What was the amount of the discount during the past year and what was the amount of the
monthly discount for an average customer.

Staff was directed to verify the action taken to implement the 11% electric credit, ordinance,
resolution or motion. Also, a water rate increase ordinance is to be prepared. The budget is to
be revisited with a "sharper pencil' and a plan to eliminate the electric discount in April 2001.
ADJOURNMENT
There being no further business before the Board, the meeting was adjourned at approximately
8:50 PM.
