In accordance with District Code Section 2.08.010 the TDPUD minutes are action only min-
utes. All Board meetings are recorded on audio tapes which are preserved perpetually and
made available for listening to any interested party upon their request
The regular meeting of the Board of Directors of the Truckee Donner Public Utility District was
called to order at 7:03 PM in the TDPUD Board room by President Hemig.
ROLL CALL: Directors Ron Hemig, Patricia Sutton, Tim Taylor and Bill Thomason were present.
Director Joe Aguera was absent.

PUBLIC INPUT
Eric Perlman asked if there was a cost to the Truckee Donner PUD for the work stoppage across
the Montano Property last summer during the Donner Lake Pipelines project. Ed Taylor responded
that there were many segments of the project and the contractor was able to continue their work on
other sites. Change orders for the overall project are approximately $7,000 and staff will return to
the board in July with the close out request.
PUBLIC HEARING -AT 7:00 PM or as soon thereafter as possible a public hearing will be held for
the purpose of receiving written and/or oral comments from members of the public regarding:
ADOPTION OF AN INITIAL ENVIRONMENTAL STUDY AND PROPOSED MITIGATED
NEGATIVE DECLARATION RELATED TO CONSTRUCTION OF THE DONNER LAKE ROAD
WATER STORAGE TANKS
Glenn Merron of Inland EcoSystems gave a presentation that responded to citizen comments
received during the CEQA process of the public hearing at the board meeting on June 1, 2005:
• Visual impact
• Wetlands impact
• Threatened species of moss
• Mule deer migration
• Permitting
In addition, Mr. Merron gave the following conclusions:
• District has no alternative site that would meet the hydraulic requirement of the water
system in a cost effective manner.
• With mitigation measures, the project will not have a significant impact on visual resources
• There would not be a significant impact to biological resources
• Renovating the drainage channel will significantly improve water quality of this drainage.

• The District continues to work with Lahonton Regional Water Quality Control Board, Town
of Truckee and John Eaton (MAPF)
President Hemig said the public comment process for this CEQA would be extended until June 20,
2005 at 4:00 PM. After that time, the board will agendize the Donner Lake Road water storage tank
for action.
Al Farrantine thanked the TDPUD staff for addressing his concerns. He continues to be worried
about the cuts and fills on the tank site. He also questioned about the future need for another tank
at Donner Lake. Neil Kaufman responded that the cuts and fills are less as the road to the tank
was moved back.
John Eaton appreciates the TDPUD's awareness of the public and the staff addressing the
concerns with the visibility issues. He also asked what happens if a second tank is needed.
Eric Perlman noted that he would like to see more full span photo simulations- 600 and 900 to see
the visual impact.
Emilie Kashtan said the Donner Lake Community Advisory Group has done a review and is
satisfied with the screening. Ms. Kashtan is concerned about the additional cost to the Donner
Lake customers should the tank be moved.
Juanita Schneider voiced that the visibility will not be an issue in a few years.
Director Sutton had a few questions:
• What is the financial information on how much a tank relocation would increase the
Donner Lake assessment? How much is being paid by development fees and is
there another plan now for development fees as they relate to Donner Lake? The
District's policy has been a global approach to development fees being used where
ever water source is needed. So the question has been raised about the Teichert
land development?
• What is the status with the Town from the standpoint of the Town right of way being
used?
• What is the proximity of the Sierra Pacific Power lines to both tank sites?
• What is the size of the one tank?
Ed Taylor responded that the tank is 32 feet high and 300,000 gallons. Mr. Taylor will come back to
the board with the other information.

ACTION ITEMS
PRESENTATION OF THE AUDIT REPORT FOR THE FINANCIAL STATEMENTS OF THE
DISTRICT FOR 2004
Director Thomason moved and Director Taylor seconded, a motion to accept the draft audit report
of the financial statements of the District for 2004 by KPMG with the minor adjustments regarding
net assets under financial highlights and the PCB contingencies percent of original settlement.

CONSIDERATION OF ENTERING INTO A CONTRACT WITH THE UTAH ASSOCIATION OF
MUNICIPAL POWER SYSTEMS FOR DEVELOPMENT OF THE PROPOSED IPP-3 ELECTRIC
GENERATION PROJECT.
Director Taylor moved and Director Thomason seconded, a motion to approve the IPP Unit 3
Project Agreement between Utah Associated Municipal Power Systems and Truckee Donner PUD
that pertains to the Development Agreement and the amount of entitlement share of IPP3 that
Truckee Donner PUD is interested in (24,100kW)

CONSIDERATION OF A RESOLUTION ACCEPTING THE INSTALLATION OF SERVICES —

Director Taylor moved and Director Thomason seconded, a motion to adopt a resolution accepting
the Installation of Services for North Shore of Donner Lake-Contract A project as complete and au-
thorize the filing of the Notice of Completion.

CONSIDERATION OF A REPORT ON BIDS RECEIVED AND APPROVING A CONTRACT FOR

Pipelines-2005 project to Koch Excavating of Penn Valley, CA. in the amount of$344,569.98.

ing certain assessment for the Donner Lake Assessment District: Julie Chenu combined APN's

Subject: Monthly report
Vacation: During the past month I spent two week on vacation. It is good to be
back so I can stop spending money.
Personnel issues: I have also been spending time on personnel issues. As you
know the board approved the salary scale for a human resources manager and I
hired Nancy Waters, a current district employee to fill that position. Nancy has
been taking college courses in human resources on her own time and has
received a professional certificate from the University of Nevada in human
resources. She has performed some human resource related functions during
her employment at the District along with her accounting duties. Now she can
focus exclusively on human resources.
The vacancy that was created when Nancy Water left the accounting position
has been filled by Craig Beede, also a current District employee. He has been
working in accounting for several years, most recently in the work order
accounting area. This is a promotion for Craig. He is well qualified for the new
position.
Broadband: I have spent time working on Broadband. There is a closed session
item on this agenda and an accompanying staff report describing what I have
been doing in this regard.
Corporation yard: Planning for the new corporation yard is moving along
somewhat slowly. We take our tie to review alternatives because the overall
project has to potential to be quite expensive. This is not the sort of thing that
can be rushed. I am now reviewing the third iteration of a plan and it is now
ready for presentation to the board for your review and comments.
Water rate study: This is another project that moves slowly. I now have a third
iteration of this study. The spread sheets are complex, so I need to have them
simplified for use at a public meeting, and then this project is also ready for
presentation to the board for discussion.

ASSISTANT GENERAL MANAGER, ELECTRIC UTILITY MANAGER
POWER SUPPLY ENGINEER— Updated by Stephen Hollabaugh
Power Supply (future) — I have been looking into power supply for the 2008 and forward timeframe.
Constellation is interested in extending our contract. I have been working up some quantities that the
District would need in order that I could receive some indicative pricing on these products.
Constellation will start to give me some pricing for 2008 through 2011. The most recent pricing from
Constellation was in the $59 range. I am also working closely with UAMPS to see if they are able to
meet our needs for the future. If something looks promising I will bring it to the Board immediately as
prices can change rather quickly.
Power Supply (current) - For the small amount of energy that the District "calls" over our block
amount, the District pays $4.50 per MWh over the daily index price (Palo Verde) per our existing
contract with Constellation. NCPA has been able to buy from the market these small quantities (1 to 4
MWh per hour) at the daily index price thus saving the District $4.50 per MWh compared to the
Constellation contract. We are averaging a little over 30 MWh per day for during June saving about
$135 a day or just over$4,000 per month. This is not a lot of money but every little bit counts.
NCPA: On June 9th I attended the monthly Utility Directors meeting at the NCPA Roseville offices.
WAPA(Western Area Power Administration): The WAPA contract started in January 2005. Energy
deliveries should start later in the spring to NCPA on our behalf. This strategy could reduce the
transmission costs and save all the customers. The City of Fallon has assigned their WAPA base
resource to Truckee Donner Public Utility District on a share the savings basis. The District will use
this to have NCPA purchase on the Districts behalf additional energy the District may need. (see
Power Supply current above). I am also looking into what it will take to have value of the Stampede
Generation delivered to Truckee verses having the benefit go to Sierra Pacific.
ELECTRICAL ENGINEERING — Updated by Joe Horvath 6110105
1 have been working on and supervising the electrical designs for developments projects. I have also
been working on the electric SCADA system software to implement backup procedures. I have been
reviewing pole attachment applications from Cebridge for new power supply installations and fiber
overlashing. In addition, I have been preparing designs to extend three phase overhead circuits to the
Prosser Lakeview area and the Pannonio Ranchos areas.

ELECTRIC OPERATIONS & CONSTRUCTION— Updated by Jim Wilson
Electric Outages: For the month of May, there was only the one outage that I mentioned in the
previous report which was: On the 6th of May the Martis Substation tripped off line when a raccoon
climbed atop of one of the substation transformers.
On May 2"d we received a call from a SBC tech that claimed he had voltage on the ground sheath of
the telephone service drop to the Sheriff's department. When the district electrician arrived he
witnessed the voltage and current on the telephone line, however the voltage disappeared and we
have not been able to locate the source.
Work in Progress: The maintenance crew has been installing poles needed for new construction; as well
they have been replacing overhead transformers that have been identified as being overloaded. The
construction crew is still working on Gray's Crossing phase 1, installing transformers, switches, and making
up vaults. Installation of new services are picking up some, however weather is keeping the pace
somewhat slower than normal. The electricians have been busy on water department projects and laying
out the conduit and transformer switch installation for the back up power supply for the District office
building.
Vacant Positions: We advertised for two journeyman linemen to replace the two vacant positions. The
District received eight applications and only one showed up to test for the positions. The applicant tested
well and was offered one of the positions. We will again advertise in an attempt to fill the remaining
position. In today's labor market,there is a shortage of qualified journeyman linemen.
GEOGRAPHIC INFORMATION SYSTEMS - Updated by Ian Fitzgerald
Board Room Maps
The Electrical System Map is completed and mounted in the Board Room. Dennis did a great job
building the frame and mounting. The map and mounting are made so newer updated versions easily
be switched out. The Water System Map is still in production, there is about 15% left of the system to
covert before a water map will be available. Look for it this summer.
Integration Progress :Automated Meter Reading
In the continuing effort to share Districts asset and customer information to as many district personal
as possible between the NISC CIS and ABS systems, the GIS Design and OMS systems, and any
other external software, automated meter reading becomes the latest application to be fully integrated
with both the NISC CIS and GIS mapping applications. Through the District's new wireless network,
meter readers retrieve route data from the CIS, and meter locations from the GIS without removing
any hardware from the meter-reading vehicle. When a route is completed, the read file is uploaded to
the District network for loading into the CIS database. Initial feedback has been extremely positive
with meter readers now able to see accurate locations of all the district's electric meters on a dynamic
in-vehicle navigation system, precisely showing them what meters have or have not been read.
Electric Designs/Financial Accounting
We are progressing with the automated integration between the GIS Design System and NISC ABS
System. The technology chosen has been Multispeak2, developed by the NRECA. Ian Fitzgerald
just returned from San Antonio in which he was certified as a Multispeak2 Integrator. This integration
should be completed over the next 2 months, allowing for quicker and more accurate closing of work
orders in the future.
Continued International Recognition for the District's GIS Initiative
This last month saw the district's GIS awarded with two more distinguished international honors. The
first is from the research arm of NRECA (CRN). The inaugural innovators award was presented for
the first time to the District for the development and implementation of a new field redlining software,
which will be rolled out later this month. The second honor has the district being published in the
prestigious ESRI Map Book for the third year in a row. Other than the USGS, no other company has
been published for three consecutive years. The maps to be published are the compilation of our
Electric Design map production series.

Monthly Activity Report
The mechanical contractor that did the inspection of the building's heating and cooling
system is also looking into the different possibilities of cooling the building. We have had
very preliminary discussions on what are the different cooling systems available and the
pros and cons of each. Preliminary repairs will begin shortly. There are hot water valves
that is allowing hot water to pass by during outside air draw and some non-functioning
actuators that need to be taken care of prior to any cooling system installation.
The Electric and Water Superintendent and myself have been meeting with Ron Gaunt
of Gaunt-Sommer Design on developing concepts for the new corporation yard; building
layouts, type of buildings (staff, vehicles, warehouse and etc.), what buildings should be
built in what Phase. As time moves on the three of us continue to fine tune building
uses, locations and such.
Letters were mailed on April 141h to eight appraisers asking for copies of certifications,
references, fee schedule, and turn around times; only two appraisers have responded. I
plan on sending out a contract by the beginning of next week; hopefully shortly after the
appraiser can begin appraising some of the non-conforming parcels.
I have been meeting with Tahoe Forest Hospital Health Promotions on planning this
year's wellness program. The program is based on the findings during the Health Fair
and some programs that are required by NRECA the District's health care provider. As
of the first of June there is a tentative schedule. The schedule is affected by weather,
work loads and such.
CLS Investments, the company buying the parcels on South River St. have almost
completed the Phase I Environmental Review and soil samples. If all goes according to
plan and weather permitting the property should close on June 30th if not sooner; CLS
Investments have asked that escrow instructions be sent.
have begun to quotes on crack sealing, curb repair, asphalt sealing and stripping for
the District complex. I have contacted eight different companies; so far I have received
one quote and hope to have at least one more by the end of the week and one the
m following week.

Monthly Activity Report

The distribution crew has repaired another 10 mainline and service line leaks. That leaves
us 24 more leaks on the list to be repaired, which is 1 less than last month. Crew time was
also spent time hooking up 46 open trenches (new meter sets). And with the construction
season in full swing, about 5 to 6 hours per day has been spent on marking out USA tickets.
Distribution crew has also worked on some special projects such as an inter tie line on
Brockway Rd from the 14" water line to the 8" water line. This inter tie will help change the
Airport pressure zone over to a higher pressure zone which will increase fire flow in the
Airport pressure zone. In April, we had 10 people who took the State Distribution test and 9
passed.
The Operations Crew continues to work on the Airport Booster Station upgrades. All the new
booster pumps and new motors should be installed in the next week. They also continue to
work on wiring the control valves at the Northside pump station. This work should be
completed in the next week. Also in May the Operations Crew pulled pumps at Ski Lodge
and Ski Run Booster Stations for repair.
Water Quality has been working on the backflow program. He has been out doing Cross
Connection Control Surveys of the different business in the District. He also started
spending time on inspection work since the construction season is on top of us. Water
Quality flushed the water lines in Sierra Meadows area the third week of May. This will help
to get ready for the Airport pressure change over.

highlights the activities that have occurred during the reporting month. When a project/activity is
completed it is reported,then deleted from this report.
Strategic Planning/District $Savings
Broadband Key Accounts- Staff has entered in all 930 Broadband pre-Construction form applications
received. Alan is now handling broadband customer contacts.
State Energy Funding Assistance/SB5X- TDPUD has received a total of $140,000 in SB5X grant
monies from the California Energy Commission. Staff is currently using some of the monies to purchase
and install compact fluorescent lighting and low-flow showerheads in the Senior's apartments and pipe
insulation on their water heaters. Staff will be completing the installation of these measures this
Summer.
Conservation/DSM/Economic Development/Public Benefits
Landscape Water Conservation Workshop Series 2005- Staff has discussed with Trout Creek
Landscaping(June 8) and the Villager Nursery(August 13) to schedule landscape water
conservation workshops for this Summer. The Rock Garden is no longer involved in selling
plants and irrigation systems. A bill stuffier was distributed beginning mid-May advertising the
workshops and also includes a notice about the District's Tree Trimming activities for this
Summer. We are also planning to run some water conservation messages over the area's radio
stations.
Landscape Water Conservation Program- Staff hands out water conservation measures to TDPUD
customers Spring-Fall. The water conservation measures were handed out at all 3 Landscape Water
Conservation Workshops, the Truckee Home and Building Show and the Energy-Smart Home Tour in
2004. Water conservation measures were handed out at this year's Truckee Home & Building
Show. Many more packets will be handed out in 2005.
Million Solar Rooftops- TDPUD may be partnering with other Northern CA public utilities in

promoting the use of solar energy, primarily solar PV. This partnership upon approval will bring
-_ funding to TDPUD and no-cost consulting services to help organize activities. Our involvement
in this may not change what we are currently doing since we are now active with our existing
PB programs. UNR has also asked TDPUD to be a partner with them on various energy and
green building activities.
UNR Green Building Conference- Staff has been meeting for the last several months organizing a
green building conference titled "Smart and Sustainable Living Exposition" to be held at UNR
October 1, 2005. The Truckee Community is being invited to this event through a TDPUD bill
stuffier. Plans are coming along well. A vendor package has been developed and is being
distributed. Flyers are being handed out to advertise event.
Energy Smart Home Tour- This year's tour is scheduled for October 22, 23 and will include both
Truckee as well as Lake Tahoe. This will be a big event building upon last year's very successful
event where the tour grew from about 50 people per year to over 75. The green building movement is
growing which is creating more interest in the tour. Every year Staff works with Mayumi of
Moonshine Ink to update the Green Building Resource Guide. The information is very helpful to our
customers who want to learn more about GB measures.
Electric Vehicle Charging Station- TDPUD staff was approached a few months ago regarding TDPUD's
possible interest in working with the Electric Auto Association on finding a site in Truckee to locate an electric
vehicle charging station. The EAA group has received grant funding to locate and install several electric
vehicle charging stations in California along the 180 and around Lake Tahoe. Major shopping areas were
pursued, but not available due to limited parking. The project is proposed to be primarily funded by the EAA
and the Placer County AQMD. The project will be located by the Historical Society's cabin/office and
will be installed and operating by the end of June,2005.
Development Assistance- Staff has been talking to several developers over their possible interest in
incorporating green building measures in their subdivisions. So far I have talked to the developers of
WinterCreek, Hilltop and the DMB Highlands Group. The Forest Service and Town are planning a large
project in 2007-8. 1 am also beginning to talk to the Recreation & Parks Department about their plans for a
new Community Center. I have also been talking to the Park Service about their plans to build a new
Museum building closer to Donner Lake. Staff has been asked to help plan the green building elements
of the new Sierra College campus planned for Truckee in 2008. The Sierra College Board approved
making the campus a LEED Silver green building rated building. Staff has also been asked to sit in
on green building design meetings for the new Forest Service LEED Silver building planned for
Truckee in 2007.
Affordable Housing- I have offered to work with WHATT in Truckee to make their projects more affordable
through energy and water management strategies. I have attended some affordable housing conferences
and meetings including one with a green building emphasis.
Public Benefits Program-TDPUD staff prepared a Public Benefit's report for TDPUD PB programs from 1998
through 2004 for NCPA in preparation for a report CMUA is presenting to the legislature. The purpose of the
CMUA report is to show the legislature that CA's public utilities have been aggressively implementing their
PB programs as compared to the picture the IOU's are painting about the publics. TDPUD is funding a
program to place weather-stripping on all of the 120 doors in the 60 Senior Center housing units. The
work will be done by this Summer. TDPUD Staff has processed about 440 Conservation Cash Rebate
program applications to date.
New Truckee Middle School- TTUSD Staff will plan for the use of the new GSHP system to also provide

the new Alder Creek Middle School's hot water needs. The new ACMS is currently the best non-
residential example of green building in the Truckee area. Sue Mock at ACMS has written a grant for
a 1 kW Solar PV demonstration project to be located at ACMS. TDPUD assisted in providing
information for this grant and will provide help throughout the process including helping
educate the students about the system once it is installed.
Schools Energy & Water Conservation Education Program- This program is designed to teach both
energy and water conservation education to 6`h grade children and includes energy and water
conservation measures the kids can install in their parent's homes. Sue Mock is responsible for
teaching this program for the School District. Staff has been asked to give the next set of two
presentations June 15 and 20.
Ground Source Heat Pump Program- Staff is currently looking into new ideas on how to educate and
promote this technology to our customers. Staff has been contacted by several developers, architects
and building engineers, etc. due to their interest in possibly pursuing GSHPs for projects they will be
building. Staff will be talking to Town staff about their new Corporation Yard and using the GSHP
technology and other green building measures. Staff has conducted a preliminary analysis of using
the GSHP for heating and cooling the TDPUD building. More in-depth analysis is needed, but the
preliminary analysis numbers look pretty good.
Energy Surveys/High Bill Assistance- Staff completed 1 commercial and 3 residential energy-use
analyses and/or energy survey(s)this month. Staff also responded on-site to 2 residential "high" bill
complaint(s). There are currently several customers Staff is working with to help them understand
and control their energy costs. Staff fields many questions by phone.
Comm unications/Public Relations/Education
Newsletter- Staff with the assistance of Gilwee PR completed the current newsletter which is going out in
March and early April. The articles in the newsletter include:TDPUD water system, customer service
programs,energy and water conservation, green building activities,the Truckee biomass project
and a welcome to the two new Board members.
Community Event Marketing- Local organizations have been in contact with TDPUD staff regarding helping
them publicize their 2005 activities. Bill stuffers already distributed this year include: Earth Day,
Truckee Home and Building Show, Truckee Day, July 4 Party at Donner Lake and the Carnival
fundraiser. Upcoming community bill stuffers planned for 2005 include: Nevada County Fair, Lake
Tahoe Summer Music Festival, SBIC Green Building Workshop, Truckee Renaissance Fair, the
Smart and Sustainable Living EXPO at UNR, Truckee River Day and the Energy-Smart Home Tour in
TruckeelTahoe.
Power Content Label- State law requires that all California public and private utilities supply their
customers with a Power Content Label quarterly. The current PCL is being mailed out in March and
April, 2005. The next PCL will be mailed out 03, 2005.
Water Bottle- The new TDPUD water bottle is getting a lot of attention. There have been requests for
bottles to take to meetings and other events Staff has 2,000 TDPUD water bottles along with 2,000
labels to be applied to any water bottles being filled with pure, clean Truckee water. The Alder Creek
Middle School Staff have requested TDPUD water bottles for their 81h grade graduation. If you
know of any groups or organizations that could benefit from the use of TDPUD water bottles
please let staff know.

Truckee Home & Building Show- Staff worked once again to help the Home Show staff organize
another great event. Staff gave a green building presentation May 28, 3-5 p.m. at the Show to about
25 in attendance. The theme again for the Show this year was green building. Staff submitted a
TDPUD article and ad and was on the radio.
Community/Statewide Involvement
Town of Truckee Green Building Committee- Staff was appointed to the Town of Truckee Green
Building Committee. Our last meeting was May 2. The Committee just completed a green
building educational brochure for the community titled Truckee Build It Green. The brochure will
be ready for community-wide dissemination in June. The Committee is currently working on
several new projects including looking at voluntary guidelines and more educational activities
and information for consumers and local building professionals.
Sierra Green Building Association- Staff participates in the Sierra Green Building Association in
Truckee. The group educates and assists building professionals in their pursuit of building energy-
efficient and human and environmentally-sensitive buildings in the region. "Green" buildings have many
benefits to the building community and the building owners and their tenants including: Lower operating
and maintenance costs, higher lease rates due to tenant preference, higher employee retention, lower
employee absenteeism, higher employee performance, etc. Many of the employee benefits are
attributable to the building's "human preference" design and concern over health and safety issues(i.e.
indoor environmental air quality). Many local building professionals are actively pursuing green
building design. SiGBA is currently organizing a series of seminars and other events to assist
consumers and building professionals including: Emerging Technologies May 2, SBIC Green
Building Workshop August 23 and a Green Building Conference October 1 at UNR. The Sigba
Executive Committee meets monthly. The last meeting was May 17.
California Municipal Utilities Association Energy Services, Marketing and Legislative Committees-
There is a lot of new legislation related to the Renewable Energy.
NCPA Public Benefits Committee- Staff joined the newly formed NCPA public benefits committee to
work with other NCPA member utilities to optimize benefits through collaboration. Staff participated in
a Measurement & Verification meeting conference call April 21. The group is put out an RFP to
solicit bids from consultants to create a database of PB measures and their kW and kWh
benefit. The RFP went out and Committee members met at NCPA May 19 to review the
proposals.
CA Regional Water Authority- Staff attended a RWA Water Conservation Committee meeting April
12 at the City of Roseville offices. The committee is made up of water representatives of most of
the water agencies in No. CA. The group works together to optimize collaborative program
benefits. Staff will be giving a Green Building presentation to this group with a focus on water
efficiency technologies and measures August 9.
Public Renewable Partnership(PRP)- Western Area Power Administration Staff formed a group called
the Public Renewable Partnership made up of about 15-20 publically-owned electric utilities throughout
the State. PRP applied and received $6,000,000 in grant funding from the California Energy
Commission. The grant money includes funding an assessment of whether a biomass plant could be
built in the Tahoe-Truckee area that could provide a reliable supply of economical electric generation
for any interested utility. Staff is currently working with McNeil Technologies to evaluate the cost and
requirements of installing a 15 KW Biomax biomass distributed generation plant at Regional Park. The
CEC is very excited about the project and will provide what ever funding is necessary to have a

successful small-scale biomass demonstration project with TDPUD and the Recreation & Parks District.
The interest in this project is taking a life of its own. New parties interested are the Tahoe-Donner
Homeowners Assoc. with their need to dispose of large quantities of forest biomass and the Truckee
Fire Protection District who cleans the Truckee streets up after storms and also helps landowners
dispose of their biomass "wastes". Staff worked with the Truckee Donner Recreation & Parks District
and McNeil Technologies on a $30,000 grant from the Forest Service which was funded. McNeil and
TDPUD staff have applied for another $50,000 in grant funding from the Forest Service for a chipper
and screener to ensure good quality biomass chips for the unit. We have succeeded in obtaining a
permit from the Town to build this project. Staff met with a few of the CEC staff April 14 to give
them an update. Staff had a pre-construction meeting at Regional Park for the biomass project
April 28. We will be building the biomass building in May and have the unit up and running by
Summer 2005. Staff has asked Pettit Gilwee Public Relations to write a press release on the start
up of the project. Staff attended a Sierra Economic Development District meeting in Auburn to
talk to them about energy project grant funding, Truckee's biomass pilot project and green
building as an economic development tool. Staff will be giving a presentation on Green Building
and Economic Development June 1 at Truckee Town Hall to the SEDD Board.
Association for Efficient Environmental Energy Systems- Staff participated in quarterly meetings of the
AEEES, formerly the Geothermal Energy Association. This California Collaborative was formed to
oversee the development and promotion of the GSHP industry in California. The group has
accomplished a lot over the last several years and is considering phasing out due to the lack of
available grant funding for which GSHP's are now being considered an established technology
in California not needing additional funding.
Green Residential Environmental Action Team- Staff participates in the CA Integrated Waste
Management Board's Green Residential Environmental Action Team. The CIWMB supports green
building activities statewide.
BIG PAC- I met with a newly formed group of public agency councils(PAC) September 15 in Sonoma at
Sonoma State who are discussing ways to work together in their 20 plus local governments on green
building issues and promotion. The next meeting is planned for June in the Bay area.
Utility Energy Forum Planning Committee-The May 4-6 UEF Conference was very successful.
US Green Building Association- TDPUD is a member of the USGBC. Staff attends the USGBC Annual
conference at least every other year. Staff interacts with the San Fran USGBC Chapter as San
Francisco activities certainly affect Truckee as many of Truckee's second homeowners are from the
Bay area as well as those shopping for real estate in Truckee.

Subject: Construction of a Sanitary Sewer Pipeline on District Owned Property
(APN 19-420-38)
This memorandum is intended to inform the Board of Directors of upcoming construction that
will be performed on a parcel of land owned by the District. The parcel in question is APN 19-
420-38, which is located just east of Bridge Street and north of Interstate 80.
During the summer of 2004, the District constructed the Northside Transmission Pipeline
project. The routing of this pipeline is shown on Figure 1. As shown on this figure, the pipeline
crosses a small rectangular parcel of land owned by the Truckee Sanitary District (TSD).
During the design phase of the project, the District held discussions with TSD in order to acquire
an easement for the water pipeline. TSD agreed to grant the water pipe easement to the
District in exchange for an easement to construct a sewer pipeline across the adjacent property
owned by the District. TSD also agreed to stub out a sewer lateral at a location designated by
the District to provide service for the District's planned corporation yard. Both agencies agreed
to grant the easements at no cost to the other parry.
The planned routing of the sewer pipeline is along the southerly edge of the property as shown
on Figure 2. There are currently numerous utilities in this area including
1) A high pressure 8-inch natural gas pipeline
2) A natural gas pressure regulating station
3) A 24-inch water pipeline
4) An underground telephone conduit duct bank
In addition, there is an easement for construction of a recreational trail along this area. East-
West Partners should undertake construction of this trail in the next few years. Considering the
existence of numerous utilities and the future recreational trail, construction of a sewer pipeline
in this area would not impact the District's use of the property.
This arrangement with TSD provides two benefits to the District.
1) The District acquired an easement for the Northside Transmission Pipeline at no
financial cost and with impact to the District's existing property.
2) The cost to provide sewer service to the District's new corporation yard will be
significantly reduced, since there will be an available sewer lateral on-site and the
District will not have to construct an additional 500 feet of sewer pipe to connect to
the existing sewer main in Bridge Street.

Please note that the District will still have to pay the appropriate sewer connection fees at the
time that the corporation yard is constructed.
Construction of the sewer pipeline will likely begin within the next few weeks. The pipeline will
be constructed by Summit Construction as part of the Pioneer Commerce Center Phase 3
project. Upon completion of construction, the sewer pipeline will be dedicated to TSD. I am
working with Acumen Engineering (design engineer for the sewer pipe) to locate the best
location and depth for sewer lateral stub.
Upon completion of the construction, an easement document will be prepared by granting the
easement to TSD and I will present it to the Board for formal approval.

WHEREAS, Hard Line Excavating, Inc, was selected by the District to perform the work; and

copy of which is attached hereto.
3. That 35 days following the filing of the Notice of Completion, the monies retained from the contractor
payments be released to the contractor if no claims have been made to the District by material suppliers or
laborers.

WHEREAS, the Board of Administration of the California Public Employees' Retirement
System (CaIPERS)at the April 1996 meeting approved a pre-tax payroll deduction plan for
service credit purchases under Internal Revenue Code (IRC) section 414(h)(2); and
WHEREAS, the Truckee Donner Public Utility District has the authority to implement the
provisions of(I RC) section 414(h)(2)and has determined that even though implementation
is not required by law, the tax benefit offered by this section should be provided to those
employees who are members of CaIPERS; and
WHEREAS, the Truckee Donner Public Utility District elects to participate in the pre-tax
payroll deduction plan for all employees in the following CaIPERS coverage group: 70001.
NOW, THEREFORE, BE IT RESOLVED:
I. That the Truckee Donner Public Utility District will implement the provision of
(IRC) section 414(h)(2) by making employee contributions for service credit
purchases pursuant to the California State Government Code on behalf of its
employees who are members of CaIPERS and who have made a binding
irrevocable election to participate in the pre-tax payroll deduction plan.
Employee contributions" shall mean those contributions reported to CaIPERS
which are deducted from the salary of employees and are credited to individual
employee accounts for service credit purchases, thereby resulting in tax deferral
of employee contributions.
II. That the contributions made by the Truckee Donner Public Utility District to
CaIPERS, although designated as employee contributions, are being paid by the
Truckee Donner Public Utility District in lieu of contributions by the employees
who are members of CaIPERS.
III. That the employees shall not have the option of choosing to receive that
contributed amounts directly instead of having them paid by the Truckee Donner
Public Utility District to CaIPERS.
IV. That the Truckee Donner Public Utility District shall pay to CaIPERS the
contributions designated as employee contributions from the same source of
funds as used in paying salary, thereby resulting in tax deferral of employee
contributions.

V. That the effective date for commencement of the pre-tax payroll deduction plan
cannot be any earlier than July 1, 1996, or the date of the completed resolution
is received and approved in CalPERS, whichever is later.

participated in and adhere to requirements and restrictions of the pre-tax payroll
deduction plan by reporting pre-tax payroll deductions when authorized by
CalPERS for those employees of the above stated Coverage Group(s)who have
elected to participate in this plan.
