All Board meetings are recorded on audio tapes which are preserved perpetually and made available for listening to any interested party upon their request The regular meeting of the Board of Directors of the Truckee Donner Public Utility District was called to order at 7:03 PM in the TDPUD Board room by President Hemig. ROLL CALL: Directors Joe Aguera, Ron Hemig, Patricia Sutton, Tim Taylor and Bill Thomason were present. CONSIDERATION OF AUTHORIZING REPAIR OF A DAMAGED TRANSFORMER AT THE TAHOE DONNER ELECTRIC SUBSTATION. Action on this agenda item was postponed because required information was not available. How- ever, staff advised the board that a special meeting may be necessary to proceed in a timely manner. CONSIDERATION OF RESOLUTIONS AUTHORIZING NEVADA COUNTY TO COLLECT AS- SESSMENTS RELATED TO THE DONNER LAKE ASSESSMENT DISTRICT, THE GRAYS CROSSING COMMUNITY FACILITIES DISTRICT AND THE OLD GREENWOOD COMMU- NITY FACILITIES DISTRICTS 1 AND 2. Director Aguera moved and Director Taylor seconded, a motion to adopt resolutions requesting Nevada and Placer counties to collect the assessment for Donner Lake Assessment District No. 00-1 for the fiscal year 2005-2006. Director Thomason moved and Director Taylor seconded, a motion to authorize Contract Change Order #6 in the amount of a $84,507.36 payment to Jurin Construction, bringing the contact total to $1,798,838.29 for the Donner Lake Pipelines-2004 project; and adopt a resolution accepting the Donner Lake Pieplines-2004 project as complete and authorizing the filing of the Notice of Completion. WORKSHOP ITEMS DISCUSSION OF THE DRAFT WATER RATE STUDY Peter Holzmeister presentation included: • The origin of the issue: commercial and residential rate structures, conservation and state mandated metered billing • The study has been tricky: no residential meter readings, part-time water users, pump zones and new costs to implement metering • First principles: Fixed costs, pump zone costs and promote conservation 2 Minutes: July 20, 2005 • Study method: Identify and allocate system costs, identify water usage, develop water rate, revenue generation, • What does a potential residential rate look like? • Residential pump zone charge and conservation incentive rate • Sample residential bill calculations #1 and #2 • Commercial customer charge, pump zone and conservation incentive rates • Sample commercial bill calculation #1 and #2 • Next steps: Read residential meters for a year, test revenue generation, get public in- volvement and evaluation. DISCUSSION OF THE STATUS OF THE DONNER LAKE WATER SYSTEM FINANCING AND THE NEED TO RAISE ADDITIONAL FUNDS TO COMPLETE THE PROJECT. Peter Holzmeister gave a summary of the dollars spent to date, dollars needed to complete the job, assessment District revenues, sale of land proceeds and the resulting deficit. Staff will come back to the board with a variance analysis and a request to access a loan to cover the deficit. DISCUSSION OF FUTURE AGENDA ITEMS Peter Holzmeister provided the board with a handout which gave them an idea of projected meet- ing agenda items for the next six months. The board suggested an agenda summary of three months be placed on the TDPUD web site. Or place at the end of the current agenda what items may be listed in two weeks. �- DISCUSSION OF A DRAFT POLICY RELATED TO THE PLACEMENT OF ART WORK IN THE DISTRICT HEADQUARTERS BUILDING Alan Harry explained the process the staff had gone through to upgrade the image of the head- quarters building and bring in a Truckee theme. The board agreed paintings from local artists would offer a way to dress up the office. They decided there needs to be parameters and a set rotation of art work. Mr. Harry will come back to the board with an action item of a policy and artist forms. MONTHLY STAFF REPORTS There was no action taken. Hol meister, aeneral Manager MAIL TAX STATEMENTS TO: SAME AS ABOVE Legal References: CC-3093,CCP-2003(oath), 2015.5(unswom statement) Agenda Item # P/ Rw wM • Public Wility District Staff Report To: Board of Directors From: Stephen Hollabaugh Date: July 15, 2005 For the month of: July 2005 ASSISTANT GENERAL MANAGER, ELECTRIC UTILITY MANAGER POWER SUPPLY ENGINEER— Updated by Stephen Hollabaugh Tahoe Donner Outage. — We had an outage at Tahoe Donner Substation on July 7th. A squirrel caused the outage. Substantial damage was sustained to one of the substation single phase transformers. The load was transferred to Truckee Substation until a crane �-- could move the spare transformer into place. Load was restored to the Tahoe Donner Substation on July 9th. We will have to have the damaged transformer repaired. Electric operations have more detail on this outage below. Power Supply (future) — I have been looking into power supply for the 2008 and forward timeframe. Shortly after our June 15th board meeting, oil and natural gas prices increased substantially. This in turn increased power prices. The most recent pricing from Constellation was in the $66 range. I am also working closely with UAMPS to see if they are able to meet our needs for the future. If something looks promising I will bring it to the Board immediately as prices can change rather quickly. Power Supply (current) - For the small amount of energy that the District "calls" over our block amount, the District pays $4.50 per MWh over the daily index price (Palo Verde) per our existing contract with Constellation. NCPA has been able to buy from the market these small quantities (1 to 4 MWh per hour) at the daily index price thus saving the District $4.50 per MWh compared to the Constellation contract. We are averaging a little over 30 MWh per day for during June saving about $135 a day or just over $4,000 per month. This is not a lot of money but every little bit counts. NCPA: On July 7th I attended the monthly Utility Directors meeting at the NCPA Roseville offices. WAPA (Western Area Power Administration): The WAPA contract started in January 2005. Energy deliveries should start later in the spring to NCPA on our behalf. This strategy could reduce the transmission costs and save all the customers. The City of Fallon has Page 1 of 2 assigned their WAPA base resource to Truckee Donner Public Utility District on a share the savings basis. The District will use this to have NCPA purchase on the Districts behalf additional energy the District may need. (see Power Supply current above). I am also looking into what it will take to have value of the Stampede Generation delivered to Truckee verses having the benefit go to Sierra Pacific. ELECTRICAL ENGINEERING — Updated by Sanna Schlosser Joe has been working on and supervising the electrical designs for developments projects. The projects we currently have in design are Nicklaus Court (Old Greenwood), Mountain Home Center, Cebridge Connections new meter and Stone Ridge. We have a few in house projects which include the Donner Lake Dam Project, the Pannonio Ranchos three phase overhead rebuild project, which includes a three phase line extension in the Prosser Lakeview area. We have implemented backup procedures for our electric SCADA system. Joe has also been reviewing pole attachment applications from Cebridge for new power supply installations and fiber overlashing. Finally, as part of my ongoing training, I recently attended an Access Level 1 database training course in Reno. ELECTRIC OPERATIONS & CONSTRUCTION — Updated by Jim Wilson Electric Outages: For the month of June, there was only the one outage. The Truckee Substation tripped off line for about two hours when a faulty insulator inside the substation caused the station to trip off line. The insulator was replaced and power restored. So far for this month we have had a rash of outages beginning on Thursday the 7th with the Tahoe Donner Substation being taken out by a squirrel. This caused one transformer to fail and Tahoe Donner to loose power. Power was restored to all customers within 2 1/2 hours. The substation was not back on line until Saturday afternoon. Friday the 8th an overhead line that runs behind the fire station down to the Sierra Middle School failed and fell to the ground causing an outage to some commercial customers from Wild Cherries to Dairy Queen. On the night of Saturday the 9th overloading of a circuit in Tahoe Donner caused some customers on the north east side of Tahoe Donner to loose power. Work in Progress: Grey's Crossing phase one has been energized in preparation for new home construction. Power has been energized to the new airport hangers, and TMWA is replacing the dam and bridge at Donner State Park which made it necessary to temporarily run our power overhead. Vacant Positions: We have again advertised for journeyman linemen to replace the vacant position. The District received eight applications and only one showed up to test for the positions. The applicant tested well and was offered one of the positions. We will again advertise in an attempt to fill the remaining position. In the labor market, there is a shortage of qualified journeyman linemen and thus far have had very few applications. GEOGRAPHIC INFORMATION SYSTEMS - Updated by Ian Fitzgerald GIS Field Units are now deployed in the field. The new system gives the field crews redline, map navigation, and utility trace capabilities. Information now collected in the field systems will be automatically available to all users of the GIS whether on the design, outage, intranet or field applications. Steve and Ian will be at the annual ESRI UC conference in San Diego next week looking for the next software releases that will be able to help the PUD. Page 2 of 2 Agenda Item # TRUCKEE DONNER Public Utility District t Memorandum To: Board of Directors From: Kathy Neus, Support Services Manager Date: June 7, 2005 Monthly Activity Report The mechanical contractor who did the inspection of the building's heating and cooling will be repairing the hot water valves that are allowing hot water to pass by during outside air draw and some non-functioning actuators that need to be taken care of prior to any cooling system installation. The Electric and Water Superintendent and myself have been meeting with Ron Gaunt of Gaunt-Sommer Design on developing concepts for the new corporation yard; building layouts, type of buildings (staff, vehicles, warehouse and etc.), what buildings should be built in what Phase. The first edition will be ready to go to the board in August as a workshop item Johnson-Perkins and Associates Inc. of Lake Tahoe / Reno will be appraising the non- conforming parcel on Somerset in Glenshire, residential lot on Richards Blvd and the two parcels in the Hilltop area. The preliminary titles have been ordered for all and I anticipate the appraisals by the end of August. The Wellness Program has begun; there have been a couple of chair massages and a back strengthening class. There will be more chair massages, a nutrition class, and hearing and vision tests will occur in November. The Health Fair will be planned at the end of the year to occur in February of 2006. The schedule is affected by weather, PUD staff work loads and such. CLS Investments, the company purchasing the four parcels on South River St. requested and have been granted an extension to the close of escrow. The close of escrow is now scheduled for July 21, 2005. Three quotes for Crack Filling, Asphalt Sealing, Curb Repair and Striping were received and evaluated. The contract will be awarded and the work should be completed in August. When a projectlactivity is completed it is reported,then deleted from this report. Strategic Planning/District $Savings Broadband Key Accounts- Staff has entered in all 930 Broadband pre-Construction form applications received. Alan is now handling broadband customer contacts. State Energy Funding Assistance/SBSX- TDPUD has received a total of $140,000 in SBSX grant monies from the California Energy Commission. Staff is currently using some of the monies to purchase and install compact fluorescent lighting and low-flow showerheads in the Senior's apartments and pipe insulation on their water heaters. Staff will be completing the installation of these measures this Summer. Conservation/DSM/Economic Development/Public Benefits Landscape Water Conservation Workshop Series 2005- Staff is working with Trout Creek Landscaping(June 8) and the Villager Nursery(August 13) again this Summer to offer landscape water conservation workshops to the public. The June 8 Trout Creek landscape workshop held at Tahoe Berry went well, but had limited attendance of 5. Tahoe Berry generously donated the BBO for the event. Million Solar Rooftops- TDPUD may be partnering with other Northern CA public utilities in promoting the use of solar energy, primarily solar PV. This partnership upon approval will bring funding to TDPUD and no-cost consulting services to help organize activities. Our involvement in this may not change what we are currently doing since we are now active with our existing PB programs. UNR has also asked TDPUD to be a partner with them on various energy and green building activities. UNR Green Building Conference- Staff has been meeting for the last several months organizing a green building conference titled "Smart and Sustainable Living Exposition" to be held at UNR October 1, 2005. The Truckee Community is being invited to this event . through a TDPUD bill stuffer. Plans are coming along well. A vendor package has been •Page 1 developed and is being distributed. Flyers are being handed out to advertise event. The marketing plan for this event is currently being formulated and will be carried out beginning in late-July. The last meeting was June 17 at UNR. Energy Smart Home Tour- This year's tour is scheduled for October 22, 23 and will include both Truckee as well as Lake Tahoe. This will be a big event building upon last year's very successful event where the tour grew from about 50 people per year to over 75. The green building movement is growing which is creating more interest in the tour. Every year Staff works with Mayumi of Moonshine Ink to update the Green Building Resource Guide. The information is very helpful to our customers who want to learn more about GB measures. Electric Vehicle Charging Station- TDPUD staff was approached a few months ago regarding TDPUD's possible interest in working with the Electric Auto Association on finding a site in Truckee to locate an electric vehicle charging station. The EAA group has received grant funding to locate and install several electric vehicle charging stations in California along the 180 and around Lake Tahoe. Major shopping areas were pursued, but not available due to limited parking. The project is proposed to be primarily funded by the EAA and the Placer County AQMD. The project will be located by the Historical Society's cabintoffice and will be installed and operating by this Fall, 2005. The permit's are currently being pulled for this project. Development Assistance- Staff has been talking to several developers over their possible interest in incorporating green building measures in their subdivisions. So far I have talked to the developers of WinterCreek, Hilltop and the DMB Highlands Group. The Forest Service and Town are planning a large project in 2007-8. 1 am also beginning to talk to the Recreation & Parks Department about their plans for a new Community Center. I have also been talking to the Park Service about their plans to build a new Museum building closer to Donner Lake. Staff has been asked to help plan the green building elements of the new Sierra College campus planned for Truckee in 2008. The Sierra College Board approved making the campus a LEED Silver green building rated building. Staff has also been asked to sit in on green building design meetings for the new Forest Service LEED Silver building planned for Truckee in 2007. Affordable Housing- I have offered to work with WHATT in Truckee to make their projects more affordable through energy and water management strategies. I have attended some affordable housing conferences and meetings including one with a green building emphasis. Public Benefits Program- TDPUD staff prepared a Public Benefit's report for TDPUD PB programs from 1998 through 2004 for NCPA in preparation for a report CMUA is presenting to the legislature. The purpose of the CMUA report is to show the legislature that CA's public utilities have been aggressively implementing their PB programs as compared to the picture the IOU's are painting about the publics. TDPUD is funding a program to place weatherstripping on all of the 120 doors in the 60 Senior Center housing units. The work will be done by this Summer. TDPUD Staff has processed about 440 Conservation Cash Rebate program applications to date. New Truckee Middle School- TTUSD Staff will plan for the use of the new GSHP system to also provide the new Alder Creek Middle School's hot water needs. The new ACMS is currently the best non-residential example of green building in the Truckee area. Sue Mock at ACMS has received the funding for a grant for a 1 kW Solar PV demonstration project to be located at ACMS. TDPUD assisted in providing information for this grant and will provide help throughout the process including helping educate the students about the system once it is installed. Schools Energy & Water Conservation Education Program- This program is designed to teach both energy and water conservation to 6th grade children and includes energy and water 0 Page 2 conservation measures the kids can install in their parent's homes. Sue Mock is responsible for teaching this program for the School District. Staff gave a presentation June 15. Ground Source Heat Pump Program- Staff is currently looking into new ideas on how to educate and promote this technology to our customers. Staff has been contacted by several developers, architects and building engineers, etc. due to their interest in possibly pursuing GSHPs for projects they will be building. Staff will be talking to Town staff about their new Corporation Yard and using the GSHP technology and other green building measures. Staff has conducted a preliminary analysis of using the GSHP for heating and cooling the TDPUD building. More in-depth analysis is needed, but the preliminary analysis numbers look pretty good. Staff is currently working with Meline Engineering to do some preliminary engineering analysis. Fuel Cells- Steve H. and Staff attended a fuel cell presentation given at TDPUD June 15. Delmar Networks offered a turn-key 5 Kw fuel cell for $15,000 to demonstrate fuel cell use in Truckee. Staff is currently looking at the value of such a project and whether we have now or in the future an appropriate site and application for this demonstration. Energy Surveys/High Bill Assistance- Staff completed 1 commercial and 3 residential energy- use analyses and/or energy survey(s)this month. Staff also responded on-site to 2 residential "high" bill complaint(s). There are currently several customers Staff is working with to help them understand and control their energy costs.Staff fields many questions by phone. Communications/Public Relations/Education Newsletter- Staff with the assistance of Gilwee PR completed the current newsletter which went out in March and early April. The articles in the newsletter included: TDPUD water system, customer service programs,energy and water conservation, green building activities,the Truckee biomass project and a welcome to the two new Board members. Cable TV-Staff met with Cable TV marketing representative Peg Friesen to discuss TDPUD advertising on cable TV once again. Staff also interviewed June 21 about energy and water efficiency and green building in Truckee at a Sierra Lifestyles recording.The interview is currently being seen on cable TV. Community Event Marketing- Local organizations have been in contact with TDPUD staff regarding helping them publicize their 2005 activities. Bill stuffers already distributed this year include: Earth Day, Truckee Home and Building Show, Truckee Day, July 4 Party at Donner Lake and the Carnival fundraiser. Upcoming community bill stuffers planned for 2005 include: Nevada County Fair, Lake Tahoe Summer Music Festival, SBIC Green Building Seminar, Truckee Renaissance Fair,the Smart and Sustainable Living EXPO at UNR,Truckee River Day and the Green Building Tour held every October in Truckee/Tahoe. Power Content Label- State law requires that all California public and private utilities supply their customers with a Power Content Label quarterly. The last PCL was mailed out in March, 2005. The next PCL will be mailed out 03, 2005. Water Bottle- The new TDPUD water bottle is getting a lot of attention. There have been requests for bottles to take to meetings and other events Staff has 2,000 TDPUD water bottles along with 2,000 labels to be applied to any water bottles being filled with pure, clean Truckee water. The Alder Creek Middle School used TDPUD water bottles for their 8tn grade graduation. If you know of any groups or organizations that could benefit from the use of TDPUD water bottles please let staff know. 0 Page 3 Truckee Home & Building Show- Staff worked once again to help the Home Show staff organize another great event. Staff gave a green building presentation May 28, 3-5 p.m. at the Show to about 25 in attendance. The theme again for the Show this year was green building. Staff is planning to meet with Pam Neff, Home Show organizer, July 14 to discuss bringing in more green building type businesses into the event. Community/Statewide Involvement Town of Truckee Green Building Committee- Staff was appointed to the Town of Truckee Green Building Committee. Our last meeting was May 2. The Committee is currently working on several new projects including organizing a meeting to include all the Special Districts and other organizations and agencies to discuss how green building may affect and improve their operations and the community. The group is also looking at voluntary guidelines and more educational activities and information for consumers and local building professionals. Sierra Green Building Association- Staff participates in the Sierra Green Building Association in Truckee. The group educates and assists building professionals in their pursuit of building energy-efficient and human and environmentally-sensitive buildings in the region. "Green" buildings have many benefits to the building community and the building owners and their tenants including: Lower operating and maintenance costs, higher lease rates due to tenant preference, higher employee retention, lower employee absenteeism, higher employee performance, etc. Many of the employee benefits are attributable to the building's "human preference" design and concern over health and safety issues(i.e. indoor environmental air quality). Many local building professionals are actively pursuing green building design. SiGBA is currently organizing a series of seminars and other events to assist consumers and building professionals including: SBIC Green Building Workshop August 23 and a Green Building Conference October 1 at UNR. The Sigba Executive Committee meets monthly. The last meeting was June 21. Green Building & Economic Development- Staff gave a presentation on Green Building and Economic Development June 1 at Truckee Town Hall to the Sierra Economic Development District Board. California Municipal Utilities Association Energy Services, Marketing and Legislative Committees- There is a lot of new legislation related to the Renewable Energy. NCPA Public Benefits Committee- Staff joined the newly formed NCPA public benefits committee to work with other NCPA member utilities to optimize benefits through collaboration. The group is put out an RFP to solicit bids from consultants to create a database of PB measures and their kW and kWh benefit. Bidders were interviewed in June and the contract is being awarded to KEMA Consulting. The project will be complete by this Fall. CA Regional Water Authority- Staff began attending RWA Water Conservation Committee meetings in April, 2005. The committee is made up of water representatives of most of the water agencies in No. CA. The group works together to optimize collaborative program benefits. Staff will be giving a Green Building presentation to this group with a focus on water efficiency technologies and measures August 9. Staff attended the July 12 meeting in Sacramento. Public Renewable Partnership(PRP)- Western Area Power Administration Staff formed a group called the Public Renewable Partnership made up of about 15-20 publically-owned electric •Page 4 utilities throughout the State. PRP applied and received $6,000,000 in grant funding from the California Energy Commission. The grant money includes funding an assessment of whether a biomass plant could be built in the Tahoe-Truckee area that could provide a reliable supply of economical electric generation for any interested utility. The grant money also includes setting up a small-scale biomass demonstration project. The 15 Kw Biomass Pilot project site and building work is currently underway. The building is expected to be completed by August and the unit is expected to arrive in Truckee mid-August. The plant should be up and operating in September. A draft report on the feasibility of the larger scale biomass project in Truckee is ready for Staff review. Association for Efficient Environmental Energy Systems- Staff participated in quarterly meetings of the AEEES, formerly the Geothermal Energy Association. This California Collaborative was formed to oversee the development and promotion of the GSHP industry in California. The group has accomplished a lot over the last several years and is considering phasing out due to the lack of available grant funding for which GSHP's are now being considered an established technology in California not needing additional funding. Green Residential Environmental Action Team- Staff participates in the CA Integrated Waste Management Board's Green Residential Environmental Action Team. The CIWMB supports green building activities statewide. There is a meeting planned for July 21 at the CIWMB to review a draft of the proposed statewide green building guidelines. BIG PAC- I met with a newly formed group of public agency councils(PAC) September 15 in Sonoma at Sonoma State who are discussing ways to work together in their 20 plus local governments on green building issues and promotion. The next meeting is planned for September in the Bay area. Utility Energy Forum Planning Committee-The May 4-6 UEF Conference was very successful. Planning meetings are currently taking place to plan the 2006 UEF. US Green Building Association- TDPUD is a member of the USGBC. Staff attends the USGBC Annual conference at least every other year. Staff interacts with the San Fran USGBC Chapter as San Francisco activities certainly affect Truckee as many of Truckee's second homeowners are from the Bay area as well as those shopping for real estate in Truckee. 0 Page 5
