All Board meetings are recorded on audio tapes which are preserved perpetually and made available for listening to any interested party upon their request. The special meeting of the Board of Directors of the Truckee Donner Public Utility District was called to order at 9:05 AM in the TDPUD Board room by Vice President Taylor. ROLL CALL: Directors Joe Aguera, Patricia Sutton, Tim Taylor and Bill Thomason were present. Director Ron Hemig was absent. EMPLOYEES PRESENT: Steve Murphy, Peter Holzmeister and Barbara Cahill CONSULTANTS PRESENT: None OTHERS PRESENT: Anne Grogan, James Mitchell, John Eaton, Sara Trebilcock, Sara Taddo, Jim Ryan, Gordon Richards, Lisa Doby, Joel Erickson and approximately twenty members of the public. PUBLIC INPUT There was no public input. ACTION ITEM CONSIDERATION OF A RESOLUTION ADOPTING THE DRAFT NEVADA COUNTY 2006 MULTI-JURISDICTION MULTI-HAZARD MITIGATION PROGRAM Director Thomason moved and Director Sutton seconded, a motion to approve a resolution adopting Nevada County 2006 Multi-Jurisdiction Multi-Hazard Mitigation Program ROLL CALL: Director Hemig, absent; All other Directors, aye. SO MOVED. The meeting adjourned at 9:12 AM and was reconvened at 9:20 AM on Bermgarten Road. WORKSHOP ITEM TOUR OF MCGLASHAN WATER SYSTEM PROPERTY — AT THIS POINT IN THE MEETING THE GROUP WILL LEAVE THE BOARD ROOM AND TRAVEL TO THE DISTRICT-OWNED PARCEL OF LAND KNOWN AS THE MCGLASHAN PROPERTY, WHERE A TOUR WILL BE CONDUCTED TO BECOME ACQUAINTED WITH THE PARCEL'S NATURAL FEATURES Sara Trebilcock of Village Nursery stated that this area has a complete and diverse assemblage of plants, wetlands, dry land vegetation and young to old cedars. Throughout the walking tour, Sara pointed out unique plant ecology and ecosystems. Gordon Richards had prepared the following notes on the McGlashan Spring history: • Geology o The Donner Ridge glacier moraine started on the southern slopes of Castle Peak and is the oldest and largest still visible. Newer ones are lower as the glacier cut deeper into the �. Donner Lake basin. o Soils are mixed volcanic and granite soils, common only in a few locations. o The spring taps into the boundary between the underlying basalt and the glacial debris on top. The water source is connected to the Tahoe Donner area. o Snow quantities decrease dramatically on the east side of the Sierra crest, and plant 1 Minutes: Aug 26, 2006 species are restricted to narrow ranges. This creates a unique east slope niche and microclimate at McGlashan Spring. • Washoe Culture o There is some evidence of Washoe Indian occupation. Basalt chips and broken tools have been located in the spring vicinity. o This would have been an ideal summer campsite for a small band. o They would have collected pine nuts, grasses, and hunted game animals • Logging and Charcoal Making o Land Owners: William Site 1 Charcoal pit is east of the spring and one of many located along the whole hillside. It is one of largest and best preserved charcoal pits on Donner Ridge. Chinese Laborers produced the charcoal, packed in burlap bags, and hauled to the railroad. The charcoal was used in eastern Nevada and Utah and Truckee in silver smelters during 1870s. o At site 2 and 3, large cedars were logged during the early 1870's. Sawmills were possibly at Donner Creek or near Northwoods and Chaminox. o A light under burn forest fire occurred around 1910 on most of the property • Land Owners o William Glidden claimed a portion of the land about 1875, patented it about 1880 and sold it to Mr. Sing by 1883. o Stewart Mckay owned the property from 1883 until his death in 1917. In 1912, a portion was sold by McKay's nephew James Frazier to Thomas Kelly o In the 1890s McGlashan Water Company bought a portion of property for water rights. • Water System o Three distinct springs are tapped in area. 0 1893, McGlashan Water System Co: pipes delivered, stock subscriptions, assessments levied, employed 150-200 men for a few days to lay water lines for fire hydrants, Articles of Incorporation, Board of Directors formed: Charles F McGlashan, Lenora G McGlashan, June L McGlashan, Nonette V McGlashan and Francis Finnegan, 300 shareholders and a $2 per month water rate 0 1903, the Water system restricts outside water use to leave water for fire protection, irrigators install meter, 200,000 gallon capacity--all from the springs 0 1910, new pipes to town installed 0 1945, McGlashan Water Company sold to TDPUD. ADJOURNMENT There being no further business before the Board, the meeting was adjourned at 12:20 PM.
