August 30, 2006
In accordance with District Code Section 2.08.010, the TDPUD minutes are action only
minutes All Board meetings are recorded on audio tapes which are preserved perpetually and
made available for listening to any interested party upon their request.
The special meeting of the Board of Directors of the Truckee Donner Public Utility District was called
to order at 7:01 PM in the TDPUD Board room by President Hemig.
ROLL CALL: Directors Ron Hemig, Patricia Sutton, Tim Taylor and Bill Thomason were present.
Director Joe Aguera was absent.
EMPLOYEES PRESENT: Bev Johnson, Jessica Wilson, Ian Fitzgerald, Paul Rose, Jim Wilson, Peter
Holzmeister, Ed Taylor, Steve Hollabaugh, Nancy Waters, Alan Harry, Craig Beede, Kathy Neus,
Lauren Schaake, Tami McCollum, Nancy Rablin, Karen Sattler, Pat McQuarry, Sara Owens, Mary
Chapman and Barbara Cahill
CONSULTANTS PRESENT: None
OTHERS PRESENT: Patrick Flora, Pat Davison, Pat Waite and Al Farrantine

WORKSHOP ITEM
PRESENTATION AND DISCUSSION OF THE EMPLOYEE COMPENSATION STUDY
Georg Krammer of Koff and Associates:
• Explained what the project team needed to complete the survey:
o Classifications to benchmark- look at job families
o Data besides the salary-for example sick leave, cash out, retirement, insurance
o Comparative agencies- criteria included size, employees, type of service, geographics,
cost of living issue
• Stated our benefit package is comparable to the outside world.
• Recommendation'
is to create a more structured salary schedule to make it easier to
administer and place classifications within the same job family.
• Use a compensation philosophy to make decisions
o Market median
o What are other agencies doing?
o Are other agencies looking at higher percentiles?
o With all the data, an agency can address and align classifications
Public comment:
• Pat Waite of IBEW thanked Koff & Associates for being so cooperative during this process
• Bev Johnson asked how Koff determined the wage spread from a beginner position to a
supervisor and Mr. Krammer said a 10-15% spread is used. She asked Koff how positions
were matched and Mr. Krammer said they look at job descriptions, not just job titles.

Board questions and answers by Mr. Krammer included:
• When an agency did not respond, did this throw off the survey?
o A number of agencies are chosen so if there is no response, there is still adequate
information.
• Automobile allocation
o Could be an allowance
o Track personal use only
o Commuting mileage should be considered
• Was District organization chart checked for job families?
o Out of 59 classifications, 33 jobs were selected to survey.
• What staff was involved in the District survey committee?
o Peter Holzmeister, Nancy Waters, Mary Chapman, Tami McCollum, Mike Connell,
Steve Hollabaugh, and Ed Taylor. Pat Waite represented the IBEW union.
• What factors influenced the survey result?
o Number of employees a person supervises
o Salary not the only factor
o Look at job title, description, salary explanation
o Certifications required
o Final report will detail how comparisons were developed
• Where is the District in this process?
o District, staff, union or board can raise concerns as to matches for job, benefits, etc
o Period of re-analysis to review information
o Talk about data
o How to proceed with information on the District's part
o Part two of the draft report is findings, recommendations
• Why did Koff suggest going into closed session with the Board?
o When the board discusses compensation, this can often be part of employee
negotiations.
o The board can talk about how to use the information and apply the strategies
• The original reason for the study was to determine how to retain lineman and see if the District
was meeting the market. There was no stress from employee unrest to do the study.
o Mr. Holzmeister responded that CATT has suggested the survey- conduct a study
similar to what the Town of Truckee had done. At the time, the District was in the
middle of a new MOU. This survey was to act as a guide, a frame of reference and a
tool for the upcoming MOU.
Mr. Holzmeister stated that Koff and Associates has satisfied their contract with the compensation
survey draft. The Board can now use the data to place positions within a salary scale and implement
it. President Hemig felt the Board needs one more session to discuss and talk about the information
before any decision making.
ADJOURNMENT
There being no further business before the Board, the meeting was adjourned at 9:15 PM.
