August 6, 2007
In accordance with District Code Section 2.08.010, the TDPUD minutes are action only
minutes. All Board meetings are recorded on audio tapes which are preserved perpetually
and made available for listening to any interested party upon their request.
The regular meeting of the Board of Directors of the Truckee Donner Public Utility District was
called to order at 3:33 PM in the TDPUD conference room by President Taylor.
ROLL CALL: Directors Joe Aguera, Ron Hemig, Patricia Sutton, Tim Taylor and Bill Thomason
were present.
EMPLOYEES PRESENT: Ed Taylor, Nancy Waters, Steve Hollabaugh and Barbara Cahill
CONSULTANTS PRESENT: Steve Gross
OTHERS PRESENT: Frank and Juanita Schneider, Andrew Cristancho, Buzz Johnson, Carol
Pauli, Beth Ingalls and 5 other members of the public.

There was no public input.

PURSUANT TO SECTION 54957.6 OF THE GOVERNMENT CODE, PERSONNEL MATTERS:
CONSIDER APPOINTMENT OF INTERIM GENERAL MANAGER AND TERMS OF
EMPLOYMENT.

ACTION ITEM
DISCUSSION AND POSSIBLE APPROVAL OF THE TERMS OF EMPLOYMENT AND
COMPENSATION FOR THE INTERIM GENERAL MANAGER.
Director Hemig moved and Director Aguera seconded, a motion to draft an offer letter with the
terms and conditions to John L. Ulrich for the position of Interim General Manager (a temporary
employee), conditional upon receipt of and acceptance of a background investigation.
ROLL CALL: All Directors, aye. SO MOVED.
DISCUSSION AND POSSIBLE APPROVAL OF A TEMPORARY EMERGENCY WATER
SUPPLY FOR SEVERAL RESIDENTS ALONG PROSSER DAM ROAD.
Director Hemig recused himself as he has clients in the Prosser Dam Road area.

Ed Taylor, PUD Water Utility Manager:
• How can the District help regarding wells that have dried up- how can we get service there
• Long Term solution, will take time- new wells or service to area
• Assess routes, needs and how to handle residents without water now- emergency- could
have temporary above ground service in 1-5 days
• Understand 4 wells are dry: one re-drilled, one in process, one pulled a permit and one- no
action yet.
• Several wells are depleted- but usable
• District needs to list changes on what to do
• Identify several other wells that are at risk
• Above ground service would be good through October, 2-3 homes would cost $4-5,000,
bigger line for 8-9 homes would be $12-15,000
• There are two routes that come in from the back to distribute emergency service. If there is
a larger problem, then a line must come down Prosser Dam Road
Public comment:
• Residents of Prosser Dam Road want better notification
Board discussion:
• What happens after October
• How safe is temporary line?
• Provide staff leeway if people are out of water
n �. • PUD wants to help out- the big picture/area geology won't happen overnight.
• Does the Board want staff to call all Prosser Dan residents
• Give staff direction to deal with up to a certain dollar amount
• Carson Pump needs to evaluate information
• The District needs to bring in a new hydrologist
• Would it be ok to use the Prosser Lakeview tank
• Consider agreements
Director Sutton moved and Director Aguera seconded, a motion to authorize the Water Department
to take action on a temporary/emergency water supply for the residents of Prosser Dam Road
area; authorize the Water Department to expend up to $15,000 for temporary water measures; and
have some type of agreement with any property owner who requires a temporary service.
ROLL CALL: Director Hemig, recused; All other Directors, aye. SO MOVED.
