August 10, 2007
In accordance with District Code Section 2.08.010, the TDPUD minutes are action only
minutes. All Board meetings are recorded on audio tapes which are preserved perpetually and
made available for listening to any interested party upon their request.
The regular meeting of the Board of Directors of the Truckee Donner Public Utility District was called
to order at 3:03 PM in the TDPUD Board room by President Taylor.
ROLL CALL: Directors Joe Aguera, Ron Hemig, Patricia Sutton, Tim Taylor and Bill Thomason were
present.

CONSULTANTS PRESENT: Steve Gross

PURSUANT TO SECTION 54957 OF THE GOVERNMENT CODE, PERSONNEL MATTER, CON-
SIDER APPOINTMENT OF INTERIM GENERAL MANAGER.
PURSUANT TO SECTION 54957.6 OF THE GOVERNMENT CODE, PERSONNEL MATTER, CON-
SIDER TERMS OF EMPLOYMENT INTERIM GENERAL MANAGER.
RETURN TO OPEN SESSION

DISCUSSION AND POSSIBLE ACTION ON APPOINTMENT OF INTERIM GENERAL MANAGER.
Director Taylor moved and Director Thomason seconded, a motion to complete the review, remove
the condition on the Interim General Manager offer and authorize the President of the Board to submit
the offer to John L. Ulrich. ROLL CALL: All Directors, aye. SO MOVED.
ADJOURNMENT
There being no further business before the Board, the meeting was adjourned at 4:17 PM.

the Board would like to discuss this, then let's call a special meeting to do so. Keeping in mind the requirements of the

Ron and Pat,
I haven't had a chance to follow the new hiring for an interim GM, so I decided to do some of my own
research. Was his tumultuous time in Palo Alto that turned into a what seems to be a forced resignation
discussed? Just curious.
;teve Gross mentioned there would be a background check to come. Just want to make sure everyone is aware
of his controversial past.

Turnover at City Hall, school district: Palo Alto bid adieu to some of its more controversial leaders, starting
with Utilities Director John Ulrich on Jan. 3.
His retirement followed an embarrassing probe into wrongdoing by employees in his department. Although
Ulrich was never officially tied to the scandal, lax management was fingered as an underlying problem. Ulrich
was one of the city's highest-paid employees, earning more than $180,000 annually.
Ulrich's exit was followed by Palo Alto library director Paula Simpson, who departed in July after less than two
years on the job. Simpson's tenure was a tumultuous one after she angered residents with the suggestion of
closing down library branches to better focus resources.
