Public input: • What is the cost of the hardware? • Is there going to be a base rate for water usage? • Do you know now if there will be a difference in cost between permanent and non permanent residents? • 1 already pay for a water assessment and a monthly water bill that both total $1,178 per year. The $5 per month will add on even more money. • As years go by, when do the meters go in and function? Would rates go up again? • Cannot understand why seniors do not get a rate break- there are a lot of unhappy seniors • Want an explanation how to fix the increase of rates • 1 had water from a spring- why did the PUD have to take the spring water away and make Donner Tract go on the water system • Glenshire Water Company only charged $24 per month- now I pay $58.68 plus $10.75- why weren't meters included in the $10.75. • What is the timeline on meter installation? • With the state of the economy and so many foreclosures, this new charge adds insult to injury. • Truckee River Watershed is in support of water conservation programs- water meters will help with conservation and the surcharge is needed to fund this project. • Thought already paid for water meters- where is the credit from that and why not used. • Research states that 90% of a water bill is fixed expenses to cover the infrastructure and delivery and only 10% is water use; in other towns, people conserve for a couple months and do not see their bill change, so they use more water; the percent of the bill driven by water conservation is a small part. 2 Minutes: Dec. 3, 2008 CONSENT CALENDAR Director Sutton asked consent items 7, Circuit Switcher Bid and 8, Control Enclosure Bid be moved to action items. EXTEND THE CONTRACT FOR COLDWELL BANKER This item involves the continuation of an existing contract for real estate sales and marketing for APNs 49- 011-29 & 49-011-31. PURCHASE ADDITIONAL LED HOLIDAY LIGHTS This item involves the additional purchase of LED Holiday Lights. Director Thomason moved, and Director Hemig seconded, that the Board approve the consent calendar. ROLL CALL: All Directors aye, by voice vote. SO MOVED ACTION ITEMS AWARD THE CIRCUIT SWITCHER BID FOR TAHOE DONNER SUBSTATION This item involves the material purchase for Tahoe Donner Substation project scheduled for 2009. Director Thomason moved, and Director Aguera seconded, that the Board find the bid from WESCO non-responsive to District contract and award the bid for one Circuit Switcher as- sembly to Areva in the amount of $31,825, not including taxes. ROLL CALL: All Directors aye, by voice vote. SO MOVED BID AWARD FOR CONTROL ENCLOSURE FOR TAHOE DONNER SUBSTATION This item involves the materials purchase for Tahoe Donner Substation project scheduled for 2009. Director Aguera moved, and Director Thomason seconded, that the Board find the bid for one Control Enclosure assembly to Electrical Power Products in the amount of $162,254, not including taxes. ROLL CALL: All Directors aye, by voice vote. SO MOVED ADOPTION OF AN ORDINANCE FOR THE WATER METER SURCHARGE This item will involves the adoption of a water meter surcharge to fund the installation of water meters as mandated by California's AB 2572. Public input: • Isn't there a less expensive meter alternative? • If there is electric drive by already, why can't the water be hooked up to the same radio? • How big is the meter? • There have been many presentations over the last year and if people attended, they would be educated. The Board has spent hours on this. Director Hemig moved, and Director Thomason seconded, that the Board adopt an ordi- nance, establishing a $5.00 monthly surcharge for all treated water accounts, effective January 2, 2009 through December 31, 2013. ROLL CALL: All Directors aye, by voice vote. SO MOVED 3 Minutes: Dec. 3, 2008 ADOPTING A RESOLUTION TO COMMEND JOE STRAUB AT RETIREMENT This item involves the recognition of Joe Straub's retirement. The Board by affirmation adopted the resolution commending Joe Straub for his 39 years of dedicated service to the Truckee Donner Public Utility District.
