In accordance with District Code Section 2.08.010, the TDPUD minutes are action only minutes.
All Board meetings are recorded on audio tapes which are preserved perpetually and made
available for listening to any interested party upon their request.
The regular meeting of the Board of Directors of the Truckee Donner Public Utility District was called to
order at 6:01 PM in the TDPUD Board room by President Hemig.
ROLL CALL: Directors Joe Aguera, Jeff Bender, Ron Hemig, and Pat Sutton were present. Director
John Hillstrom was absent.
EMPLOYEES PRESENT: Steven Poncelet, Stephen Hollabaugh, Bob Mescher, Rosana Matlock, Mark
Thomas, Mary Chapman, Neil Kaufman, Michael Holley and Barbara Cahill
CONSULTANTS PRESENT: Steve Gross
OTHERS PRESENT: Juanita Schneider and Paula Sutton
CHANGES TO THE AGENDA
There were no changes to the agenda.
PUBLIC INPUT
There was no public input.
DIRECTOR UPDATE
President Hemig wanted to recognize Juanita Schneider as the Grand Marshall of Truckee's Fourth of
July Parade this year.
PUBLIC HEARING
CEQA INITIAL STUDY AND MITIGATED NEGATIVE DECLARATION FOR THE ELECTRIC
SYSTEM MASTER PLAN
President Hemig called the Public Hearing to order at 6:03 PM. There was no public or written
comment. The hearing was closed at 6:06 PM.
ACTION ITEMS
APPROVE NCPA POWER MANAGEMENT AGREEMENT AMENDMENT NO. 2 This Amendment
between NCPA and TDPUD extends the term of the Power Management Agreement for
Scheduling services to June 30, 2010.
Director Aguera moved, and Director Bender seconded, that the Board approve and the President
sign Amendment No. 2 to the Power Management Agreement between NCPA and Truckee
Donner PUD.

CONSIDERATION OF THE FORMATION OF A NEW JPA AGREEMENT WITH DAMPS AND
LASSEN MUD This item involves the possible formation of a JPA, in cooperation with UAMPS
and Lassen MUD.
Director Aguera moved, and Director Bender seconded, that the Board:
• approve the resolution, authorizing and approving the District entering into a Joint Exercise
of Power Agreement to Establish the Municipal Utility Financing Authority, with amendments
to Sections 3 and 4 of the resolution to define the authorized signers
• authorize the Board President to approve and sign the Joint Exercise of Power Agreement
to Establish the Municipal Utility Financing Authority in substantially the same form pending
District Counsel review and approval, subject to District Counsel discovery about Lassen
MUD formation as a Municipal Utility and their ability to form a JPA with the TDPUD to buy
and sell natural gas.
ROLL CALL: Director Hillstrom, absent; Director Sutton, no (concerned about Board action without
Counsel having adequate time to review); All other Directors aye, by voice vote. SO MOVED
SET A PUBLIC HEARING DATE TO AMEND THE MISCELLANEOUS FEES SCHEDULE This
involves setting a date for a public hearing to consider amending the Miscellaneous Fees
Schedule.
Director Aguera moved, and Director Bender seconded, that the Board
• Direct staff to consolidate miscellaneous fees into the Miscellaneous Fees Schedule
• Direct staff all future amendments to the Miscellaneous Fees Schedule should be in the
form of an Ordinance
• Set August 5, 2009 as the public hearing date to accept input and comments from the public
regarding the Miscellaneous Fees Schedule ordinance

CONSIDERATION OF THE AWARD OF THE 2009-2010 WORKER'S COMPENSATION
INSURANCE RENEWAL Consideration of the Award of the 2009-2010 Worker's Compensation
Insurance Renewal
Director Sutton moved, and Director Aguera seconded, that the Board approve the placement of
the District's worker's compensation insurance for the 2009-2010 policy year with United States
Fire Insurance Company for an estimated amount of $192,574 with the understanding that this
amount will vary due to changes in actual payroll numbers.

WORKSHOPS
DISCUSSION OF CUSTOMER LEAK ABATEMENT/AWARENESS This involves information
about the outreach and assistance to customers with leaks on their side of the water meter.
Neil Kaufman gave a presentation:
• Background / History
o During winter and spring of 2008-2009, the District conducted a water meter pilot program
where about 440 meters were installed
0 298 of these meters were equipped with automated leak detection capabilities
o Constant leaks were identified on 45 of these meters. Notification letters were sent to these
customers
o Five of the customers that received a letter requested additional assistance from the District
• New Information
o Work will begin on July 20 for the change out of about 5,

o Customer-side water leaks are expected on about 15% of the installations
o A customer leak abatement/awareness program is needed to address this issue
o Staff has been working on a two part program
■ Part one involves education and awareness with a letter to notify the customer of the
leak. The letter will contain:
• Estimate of how many gallons per hour are leaking
• Step by step instructions of how to determine which part of the customer-owned
piping is leaking: internal house piping, irrigation piping, customer owned lateral
• Photographs of meter register showing what to look for on meter; statement remind-
ing customer that leaks on customer side of the meter are their responsibility
• Photographs denoting where District responsibility ends and customer responsibility
starts
■ Part two involves identifying additional resources that can be used by the property owner
• District will maintain a list of local plumbers with appropriate contractor's license &
insurance, and the capability to do leak detection
• District could possibly offer a rebate of $50 or $100 towards hiring of a plumber to
locate and repair leaks
• Fiscal Impact
o Funding for the outreach effort will come from the existing Water Department budget
o Funding for the leak detection rebate would come from the Conservation Department
There was no public comment.
Board discussion:
• I was in the pilot program and received a letter about my leak-the letter was well done
• It would be interesting to negotiate with plumbers to possibly agree on a site visit for a flat fee-
for instance $50 instead of$100. This could create an opportunity for future business.
• The letter is a good start-way to have additional follow-up after first contact
• When did the 45 letters go out?
• Good job
• Letter should also include finding the leak, tips and tricks

• Surprised the PUD was running sprinklers during the day recently-was that an error
Board discussion:
• What about the tree the employees planted in honor of an employee who died
• When is the bid going out to install the landscaping
• Will you stick to the plan as it is the best one for conservation
• Plant perennials so do not have to replace each year
• Is there something in the bid process that the installer needs to purchase plants locally due to
our elevation—success drops when purchased out of the area
• The dry stream beds are great
• There are a limited number of landscaping vendors in Truckee
• There are two green building programs where one can score and review how the landscape is
being applied
• The District could prove they can have a green and thoughtful garden
