Manager Edmunds read the preliminary report on a water —)rks to serve the Donner Lake area as received by mail under date of April 4thfrom the office of L. Cedric Macabee. After tYe report was read a general discussion took place relative to the needs of the various subdivisions around the lake and tti;e matter of financing the project units as outlined in the report. The Board expressed itself in favor of having units 1 and 2 affecting theest end of the lake should be financed in whole by the Donner Lake Co. Unit tt 3 could be financ- ed through the formation of an Assessment District. Per. Nisbet stated that he would endeavor to get Mr. Emmons, President of the Donner Lakeo'�to. up to a I�,ieeting at noon on April 12th, so that the -matter could be laid before the directors of that Company for con- sideration. The Board agreed to meet at that time. Further con- sideration of the matter was laid over.till this meeting. The minutes of the meeting of Mardh 28th were read and approved. Chamberlain, under date of March 31, stating that the levying of a tax on the newly annexed .Donner Lake area was not possible because such a provision had not been provided for in the Ordinance covering the Annexation Proceedings. Letter filed. A communication from Att. Chamberlain, under date of March 30, -was read with reference to the statement said to have been made by representative; of the Sierra Pacific Pw Co. that Purchase of electric service for the Inew unified high school would have to l e made from the largest Company in a position to serve them. He stated that he knew of no such pro- vision but would ma�,:e further investigation and report his findings to the District- letter filed. A communication was read from fir. M. Johnson, Manager of tre Peal Estate Dept of the Southern F'acific Co., asking for furth-r consideration by the Board of the offer of Mr. Sanders to sell �-!is water system to the District and stating that he believed that an offer of ��1000. for this distribution system and customers would be acceptable. A letter from the District u,�der date of March 1_8, to Mr. iVI7 L Jennings, Su.nt of th.e Southern Pacific Co. upon t.l-, e same matter wf -, erein. Manager Edmunds stated that the Eoard might consider a sum of $750. for this 102 F system was also read. The Board meml ers expressed tI- emselvea as opposed to paying an sum for the customers of this ct and SL pp P Y g Y �Y. the Manager was instructed to advise the Sothern Pacific Co. to this effect. Manager Edmunds reported that two of the District's customers, L J Baxter of Lake Ave., Gateway and F M Horne, former representativE of the Associated Oil Co. had paid their rills under protest and in accordance with the rules and regulations of the District witten notices had been mailed to each of them, notifying them that thte Board of Directors were meeting on Tuesday, April llth and would 'be pleased to investigate their protest. Neither of these parties appeared at this meeting, but Chairman Loynd stated that Mr. Baxter had called him on the phone and endeavored'to explain his protest to him, wherein he felt that a double mlinimum charge for water for the month of March was exhorbitant because of the fact that his apartment connected with his house meter had only been occupied one week during that month. While the rules and regulations of the District provide for a minimum phaYrgdefor a month or any fraction thereof, the Board members felt that there may be some extenuating circumstance under which Mr. Baxter may not have been fully acquainted in the matter and it was therefore moved and carried that an adjustment of $1.00 in his water bill for the month of March would r-e in order and that he be so ad- vised. In the matter of the protest of Mr. Horne, be not reing present, the matter was laid on the table. No further I-usiness a -fearing, hoard adjourned. Ex-Officio Secretary re i en r
