HomeMy WebLinkAbout1952-12-30 Min - Board(,,f) , ; s At, 44 V 4 0 R N Little, Chairman of the Board of Fire Commissioners, stated that this joeeting had been called at the request of the Commission- ers to consider the question of the responsibility of snow removal from around the fire hydrants of*: th e District, It was stated that in the past the volunteer 'fire department had taken care of the snow removal under the direction of the Fire Commission. Due to a lack of funds the Fire Commission, have re- quested Manager Edmunds of the Utility -District for assistance in removing the snow due to th p last storm and this had b-een done with' the help of two jail prisoners furnished by Constabl ' Dolley; under the direction of Steve Kolos of the Utility District. A general discussion took place relative to the various respon- sibilities of both -'the District and the (bmmissiorl in, the repair, replacing and original installation of hydrants. Manager Edmunds pointed out that he felt tt ha.the Ut3 lit y _ District should not be held responsible for snow removal, inasmuch as' it would divide responsibility in case of 'a fire,which might cause the District to become involved in some legal liabilities due to the District being a revenue, producing agency, A copy of a proposed form of agreement between the District and the Commission relative to their respective responsibilities, as drawn up by Manager Edmunds some years back was read and a copy given to the Commission for their further consideration. The meeting adjourned with the understanding that the Commission would assume responsibility for snow removal around the hydrants. No further business, appearing, meeting .ad joiurned. zctg-Secretary qtha� rman Truckee, California - December 30, 1952 The members of the Board of Directors of the Truckee Public Utility District met in regular meeting at the office of the District on Main St., at 2 :30 p m. , E L Loynd, president, presiding. Upon roll call the following directors were noted present: C R Heller H T Langille E L Loynd G. E. Lewis appeared before the Board and explained that he was having trouble in raisingthe necessary finances to complete the down - payment for the Meadow Lake land west of the High School, after some considerable discussion it was moved and carried that an exten- sion of time until January 13th would be given lair. Lewis in which to arrange to raise the balance of $14,000.00 as the down payment. Mr. Lewis proposed,and it was agreed that in consideration for the Board extending the time to January 13 ,1953 , that if a negotiated deal with the Highway Department over the land which they are pro- posing to condem should result in a sum over $12,000.00 that he would pay any and all costs entailed by the District in transferr- ing this property to him. Such expenses to include the cost of survey, title search, revenue stamps, and legal expenses. The Board instructed the Manager to write Attorney T L Chamberlain and notify him of the action taken by the Board, and the consideration proposed by Mr. Lewis. Manager Edmunds reported on his trip to Reno to attend a meeting of the Army Engineers on Control of the Flood waters of the Truckee River and read a statement dated December 22, which he had submitted at this meeting, outlining the position of the District. The Manager reported on the recovery of the District's Dodge power wagon which was stolen on December 2 and was found in Reno by the police. The following was missing from the truck- 2 flashlights, 1 pair of leather gloves and 1 Coffing hoist. A letter under date of December 25 was read from J E Joerger, enclos- ing a check for $100. covering payment for pasture around the south Truckee springs for the year 1953. The Manager reported that Mr. Joerger had been paying an additional$60. on or about July 1, which had brought the rental for this pasture:.- f or� .,each of the past two years - to $1600 A statement was submitted to the Board members dated December 8th ,1952 from James Jay warnke showing that he had obtained 614 Xmas trees from off the land of the District, as ner agreement dated October 27, 1952 and had paid the District a total of 459.50 for the same. Manager Edmunds submitted a total of six accounts which he reported uncollectable, to the amount of $22.34 for electricity and $9.43 for water or a total of $31.77, and asked for permission to have the same wiitt en off our accounts* It was moved and carried that the amounts stated be written off as uncollectable, from our bills receivable. 222 Director Heller stated that Geo. Kaspian had spoken to him regarding an outstanding balance due to him from an advance made for electric service at the Truckee Mill. Manager Edmunds stated that there was an amount due Mr. Kaspian of some $236.00 payment of which had been held up pending the submission of a bill to Mr. Kaspian for work done by the District at the Mill, and that he would endeavor to have th is bill made out as soon as possible. Director Langille reported that he was making a trip to Mexico and that he would be absent for the next 3 or 4 meetings. No further business appearing, Board adjourne . Upon roll call the following directors were noted present: C R Heller E L Loynd H T Langille (absent -out of town) Also present was G E Lewis who advised the Board that he had made � no progress in obtaining the necessary funds to finance the down payment on the property west of the High School. A letter was read under date of Dec 31 from Manager Edmunds to Ittorn ey T L Chamberlain in which was outlined the understanding arrived at between the District and Mr. Lewis at the meeting on December 30. Also a communication from Mr. Chamberlain to the District, dated January 5th , acknowledging the previous letter , and a further communication from Mr. Chamberlain addressed to G Lewis and the District, out- lining further steps that he had taken relative to the State t s con- demnation proceedings on a portion of this land. After some -further discussion, it was agreed that the matter would be laid over to the B oa rd t s next meeting and Mr. Lewis stated that should the District obtain any other offtr to buy this property, that if he could not at thht time make the necessary financial arrangements according to his original offer, that he felt the District should feel free to accept another offer. The minutes of the meeting of December 30th were read and approved. W. Barrett, publisher of the Sierra Sun then entered the meeting.
