A communication was -read under date of Dec 16th from T L Chamberlain, relative
to the application of the Donner Lake Utility Co. Communication filed.
The manager reported that the matter of the architects contract for a new county -
district building and the outline of a proposed lease -purchase agreement had been
referred to Paul H. Chamberlain under date of Dec 9th and that on Dec 17th, Mr.
T L and P H Chamberlain had phoned and discussed the matter and advised that he
would write his opinion in detail -at a later date. No communication had been re-
ceived at this time.
The manager reported that the awards for Christmas decorations had been sent out
as per previous action of the Board and on approval of the judges and read the
letter of transmittal under date of Dec 27th, which had been sent out with each
certificate,
Communication was read under date of Dec 12th from the Tahoe Forest Hospital thanking
the District for their assistance in decorating the outdoor Christmas tree. Communication
ordered filed.
The manager read off a list of uncollectable bills amounting to 153.51 Electric
and $28.91 Water, which after some discussion it was moved and carried that these
amounts be written off as uncollectable.
Director Welch brought up the matter of the Christmas strings of lights across the -now"
highway and the confusion and delay occasioned by other agencies participating 1
in placing these -lights and it was moved and carried that hereafter the District
would apply for the permit and place these lights each year as early as the high-
way Dept would permit.
Manager Edmunds reported that he had consulted with Dr. L D Nelson during the recent
storms relative to the safety of the water system and had also had telephone conver-
sation with State Board of Health officials in Sacramento. Dr. Nelson had also had
samples anQysed by the Hospital temfilciaan and had found the water in a satisfactory
condition. The manager reported however, that with the approval of Dr. Nelson and
the State Board of Health he haA been placing a small quantity of HTH in the reservoirs
periodically and will continue to do so while the water showed signs of discoloration.
At this point director Neugebauer entered the meeting.
A discussion: was held on the proposed rules and regulations and raises in water
rates. The manager submitted a new section relative to new subdivisions to be
added to the rules and regulations, also a comparative study of the present and
proposed rates covering the months of August andNovember 1955, which indicated
with a 10% discount an estimated additional annual revenue of approximately
$2000.00. After some discussion relative to the merits of the 10% dideount on
water and the need for more revenue, it was moved and carried that no discount
should be allowed on the water bills. With this correction it was moved and
carried that the rules and regulations of the new proposed rates be adopted and
that a copy of the same be forwarded to Attorney -Chamberlain for final approval
in the form of an ordinance.
The report of auditor 1&dte for the month of November for the Electric and Water
Systems was submitted to the Board members, and after perusal of the same was
ordered filed.
No further business appearing, Board adjourned.
