Upon roll call the following directors were noted present: Hal Welch Jack Neugebauer C R Heller Also present were Supt. Ray Barth and A B Cook. B. Cook asked for permission to address the Board of Directors without interruption. Mr. Cook expressed dissatisfaction with the installation of a sprinkling system in the lawns at the Tahoe Forest Hospital by the Utility District. He objected to the District buying the material and furnishing the labor to install this system, claiming that this work should be done by private contractors. Mr. Cook also claimed that the District should install street lights along Main St. at the Districtts.expense. He also expressed his objections to the District giving land owned by the District, away or setting any types of conditions or restrictions in any land that it disposed of. He contended that District lands should be put up for public auction to the, highest bidder without any strings attached and that the. purchaser should have the right to do as he pleased with such lands. Mr. Cook also asked questions relative to Cr a number of the items on the last Auditors Annual Report. He also questioned the policies of the District and stated that it appeared the District was making 100% profit on its operations and stated that the Directors were dicatorial in their manner of handling the District t s affairs. The Directors and Manager Edmunds endeavored to explain the operations of the District and the manner in which they did business and disposed of the Districts surplus lands. Mr. Cook explained that he intended to keep a closer watch on the Districts operations hereafter. A letter was read under date of August 23rd from Mr. C D Sharp of the Vacation Land Homes, Inc. of Redwood City, offering a bid on the 30 acres of land in the rear of the California Inspection Station, which had been advertised for sale in the Sierra Sun, during the past two weeks. Mr. Sharp entered the meeting at this point and explained his desire to build homes in the Truckee area and the reason he had submitted a bid. He explained that he was not aware of the conditions and restrictions proposed by the District. A copy of these restrict— ions was handed to Mr. Sharp and after perusal of the same he explained that such an undertaking on this land was more than he and his associates had planned and asked that his bid be withdrawn. Manager Edmunds explained to Mr. Sharp that he would be pleased, later in the day to show him some . additional land that the District owned, that might be suitable to his needs, also such other land in this vicinity as were privately owned, but might answer his purpose. Mr. Sharp set the time of 3:00 p m for a meeting with Manager Edmunds to go over the matter. There being no further bids for the 30 acres advertised, it was moved and carried that Manager Edmunds be authorized to undertake to dispose of this land by private negotiation to the best interests of the District. Mrs. Don Pickard entered the meeting and asked the Board of Directors for consider— ation of the disposal of Lot #52 in the Meadow Lake Park tract. This lot was under agreement . of sale to W. Clayton of Reno, Nev. who had been informed that the lot was to be repossessed by the District on account of non—compliance with the terms and co ndit ions of the disposal of the s acne . It was moved and carried that if and when this lot came into the possession of the Utility District, that Mr. and Firs. Don Pickard would be given first choice to - purchase the' same. Mrs. Pickard thanked the Directors and left the meeting. Due to the circumstances surrounding this piece of property, Manager Edmunds was instructed to get advice from Mr. Chamberlain, relative to the same. The question of the disposal of 8 acres of District land along the Brockway Road which had been advertised for sale during the past 2 weeks as a site for a traitor court, was then c dnsidered. There being no bids for this property, it was moved and carried that the sale of the same be withdrauntil some future date. A letter was read under date of August 6th from the Truckee Sanitary District, relative to their water needs for fire projection in the dump area. Also a copy of a letter under date of Aug 23, to the Truckee Sanitary District from Manager Edmunds, explaining the possible development of a pressure system in that area and how the dump might be served therefrom. A letter was read under date of Aug 29 from Paul H. Chamberlain, relative to the Sierra Pacific Power Cots line serving Donner Lake. The letter was placed on file. Manager Edmunds and Supt. Barth explained to the Directors the progress made on the new well, drilled south of Donner Creek near Highway 89 and the cost of the same, They also explained that it was hoped that the District could have another well drilled west of the school on the property sold to G E Lewis before the well drilling rig got. out of this area. The Manager explained that he had made an estimate of the cost of installing both flsent and mercury arc street lights along the main street. He - quoted some of the figures arrived at. The matter was laid over for fut er consideration Zanager Edmu#ds reported that foreman Patterson and two lineman had quit during the past week to take jobs with a high lane construction crew working in this area.
