HomeMy WebLinkAbout1958-03-13 Min - BoardThe Manager brought to the attention of the Board the extreme urgency for an early decision in the disposition of the Donner Lake line, due to the overloading of the present 2400 Volt services from the Sierra Pacific Power Co. He explained that it would be necessary to install additional facilities and lines throughout the District this summer at considerable expense,unless the Donner Lake line was acquired at an early date. He submitted records to the members showing the growth of the District for the past ten years in both purchased energy and consumers use, and pointed out the urgency for some relief this year. The manager read a news item from the Sacramento Bee relative to the work undertaken in the city of Roseville recently to relieve a similar condition existing in the District. The Manager reported that Ken Wilson, a Power Engineer of the Carson City office of the Bureau of Reclamation had called at the office and discussed frith him the possibility of getting power from the Washoe Project when- completed. Chairman welch suggested that due to the length of time taken by people discussing various matters with the District, that an agenda be prepared for future meetings providing a definite time and programing the discussions under New Business, Director Kaspian suggested that the matter of monthly employees working over 40 hours per week be looked into and a decision as to possible overtime payment checked with the Department of Labor regulations. The Manager reported that Don Lawrie and Mr. Siler of the Highway Department had called at the office and Mr. Lawrie had explained there would be considerable red tape and possible delay in the final payment if the withdrawal was made. It was moved and carried that the request for withdrawal be withdrawn. Letters were read under date of Feb 24th and March llth between the District, Mr. Chamberlain and the Sierra Pacific Power Co. relative to an early decision by the Power Co. of the disposition of the Donner Lake line. The Manager reported that the inventory of poles on hand was low and asked for permission to advertise for bids for a carload of poles. Said bids to�be opened on April loth, A motion was made and carried authorizing the Manager to place bids for a carload of poles. A letter was read under date of March 6th from the District to Pa.11 H. Chamberlain asking for an opinion regarding work by monthly employees over a 40 hour week. The Manager reported that in the case of I 0 Gifford, that Mr. Paul H. Chamberlain in a telephone call had stated that he had asked Judge Wilson to set a date on his calendar for the trial. Some discussion took place relative to rates in the Donner Lake area and the possibility of getting a cheaper source of power. The Manager also reported that the Power -Rate Engineer of the Bureau of Reclamation at Carson City had tailed and discussed the District's requirements and the possibility of getting power from the washoe Project when completed. It was moved and carried that the Manager be authorized to go ahead with an application for water power at Prosser Creek as had previously been acted upon by the Board. Director Kaspian requested that the District get some cost data relative to a Diesel Power Plant and the Manager stated he would endeavor to get an engineer from one or more of the Diesel Engine companys to a meeting of the Board, The Manager presented a preliminary study of proposed reductions in the rates for lighting in the District which studies showed b: ,possible reduction of -- around 9%. He stated that further studies would be necessary to indicate the possible effect upon the gross income and these mould be made and presented to the. Board at their next meeting. The Manager brought up the question of bringing to a settlement the land sale to the Atkinson Bros. and the restrictions that might be incorporated in the deed,' The Manager was instructed to contact the Atkinson Bros. and draw up a deed as outlined. The reports of Auditor White for the month of February covering the Electric and Water Depts were presented to the Board members and after perusal of the same were ordered filed. Correspondence was read between Constance suer and the District relative to a complaint on a water shut off, due to work on the District's lines, and the water rates. Communications were ordered filed.
