HomeMy WebLinkAbout1960-05-17 Min - Boardn-I Truckee , Cal ifornia *ay 17, 1960 The members of the Board of Directors of the Truckee Public Utility District met in a special meeting at the office of the District on Main Street at 8: 00 PM . Upon roll call the following Directors were noted present: Edmunds, King, Horman, Kielhofer Also present: Robert Hall, Wesley Fair, Fred Jensen, Robert McKinn©n, J. E. Harris, August Sassarini, Mrs, Edmunds, R. L. Walker, V. W. McLane, A. Be Cook, H. We Stout, Nick Sassarini, Robert Hackett, Nick Comola. A reviewal was made of the water survey report made by T . H. McGuire & Son, Consulting Engineers. All recommendations were gone over and estimated cost was discussed. Discussion was held on the adoption of the proposed plan; how to f inance and what phase` of plan should be done immediately. After discussion the most important changes at the present time it was decided the present pumping plant locjk near the river should be moved and placed a j acent to Brockway Road at South Side Springs Development and the South Side Springs be developed as proposed. It was moved by Director Edmunds and seconded by Director Kielhofer work be started immediately on the following: Phase A - Item 1 - "We recommend that the present pumping plant referred to on our maps as source No. 2 be relocated and revised. This pumping plant should be placed adjacent to Brockway Road at South Side Springs development and reconstructed as a new pumping plant to integrate into the master water plan. " Phase A - Item 8 `: would recommend South Side Springs be developed as proposed on our sketch MAp No. 3, necessitating some 1,000 line Ft., approximately, of broken joint tile and rock -drain ditch developing the water from six springs scattered along the above -mentioned water= shed. This watershed area should be cleaned of all surfact debris and should be tightly fenced. The actual area of this watershed to be determined in the field at a later date . " Estimed cost Item 1 $4,000.00 Estimated cost Item 8 2,200.00 Total Estimated Cost $6,200.00. Discussion was held on the passing of a bond issue to cover the pro- posed water plan which was estimated to cost $126 , 06 0.00 . Discussion was held whether engineer should be advised to draw up ma-cm-i-wr n7 an for water systems - no decision was reached. The Board was advised by Richard Walker, Area Sanitarian, the McGlashan Springs will have to be cleaned and new piping installed. No decision was made. Nick Sassarini advised the Board the service line which served his place of residence was much too small and asked the Board to replace same, E . J . Hintz was advised to get estimate on replacing of service line and installation of necessary main. Correspondence was read under date of May 12, 1960, from Bank of California advising a note in the amount of $ 25 , 000.00 for a six months term had been granted to the Truckee Public Utility District. Minutes May 17, 1960 Continued 251 Deed for G . E . Lewis was reviewed and changes were read aloud. Mr. Lewis was given a copy of the deed to review. It was moved by Director Edmunds and seconded by Director Kielhofer the deed for G . E . Lewis be layed over until next meeting so Mr. Lewis will have a chance to review same, Motion carried. A request was received from Pacific Telephone & Telegraph Company for a right away to cross District property with their lines, It was brought to the Board*s attention the land in question was being sold to G . E . Lewis and he should be contacted for the necessary right away. Director Russell entered the meeting, Correspondence was read under date of May 16, 1960, from Preston L. Wright, advising the contract had been let for water main from the cemetary in Truckee to the Olympic Heights Subdivision, and for the distribution lines in a portion of the subdivision with completion date not -.later than July 1, 1960. Discussion was held on hiring an inspector at time pipe is being layed and the installation of ties at that time. No action was taken. It was decided the District would hold up their portion of line until develop= ment is started. It was advised the contractor be notified to notify District when the laying of pipe is started, An estimate for the construction of a secondary line to the Truckee City Dump was presented to the Board and Harry Stout for approval. Correspondence was read under date of May 10, 1960, from the Rural Electrification Administration relative to the District obtaining an R.E.A, loan for improvements and expansion of its electric system. The letter advised Mr. Stewart A. Hamilton, R.E.A. Field Representative would contact the District and discuss the eligibility requirements for an R.E.A. loan under the R.E.A. Act and feasibility requirements after the revie3al of Mr . Hamilton's report the District will be advised further. A request was received from Bruce N. Grow for water service to be located east of Truckee beyond the Olympic Heights Subdivision. It was the feeling of the Board that at the present time it would not be feasible to serve Mr. Grow, Director Russell will contact Mr, Grow on same, Some discussion was held on the water installation at Armstrong S ubd iv i s ion . Some discussion was held on the possibility of a private water company forming on the other side of Olympic Heights, Chairman King advised Pike Boehm had been obtained to cruise timber on District land and would report at next meeting. He advised the District had thirty days to fix the above systems. Chairman King advised the Board he had talked with Hal Welch, relative to his old bill for the St. Louis Cafe. Mr, Welch advised he would pay $100.00 each week toward his old bill and keep his current bills paid in full. It was moved by Director Russell and seconded by Director Edmunds if payment is not received by May 23, 1960, electricity is to be dis- connected without further notice. Payment to be current bill plus $100.00 to be applied to arrears. It was so carried, 2452 Minutes May 17, 1960 Continued The Board is to be notified if the above agreement is not carried out. It was brought to the Board' s attention a check had been mailed to the State Division of Highways to cover a 10•A discount on their electric bill which they say they neglected to take. The District's records show the discount was given even though the State paid bill in full not taking the discount. There was some question as to where the discount money went. Director Edmunds advised the Board he had been unable to contact the people at the Gateway- Cafe to discuss their statement of bill being too high. Robert Hackett advised the Board his low voltage had been corrected and thanked the Board for their cooperation on same. There being no further business the meeting was adjourned. It was moved by Director Edmunds and Seconded by Director Kiehofer that the minutes of the regular meeting of May 10, 1960, and the special meeting of May 17, 1960, be accepted. It was moved by Director Russell and seconded by Director Kielhofer that the bills as of May 31, 1960, be paid.
