ihie ".1embers of the Board of Directors of the Truckee Public Utility
District met in a special meeting at the office of the District on Main
Street at 8 : 00 PM .
Upon roll call the following Directors were noted present:
Edmunds, King, Russell, Kielhofer
Also present: A. Cook, E. Holtz, Mrs. Edmunds, H. Harden, Cone Hunter,
Stewart A. Hamilton, L . Braasch , John Corbin,, Dick Joseph, E . J . Hintz,
C. J. McGuire, G. Pell, L. Ramirez, Mr. Bellah, Miss Wessels, Barake
Wright, John Engen, Tom Dolley, Bud Owens, Reg, Smart.
Mr. Stewart Hamilton, R.E.A. Field Representative appeared before the
Board to explain how money obtained from R.E.A, loan could be used.
Mr. Hamilton stated he would submit his report on the information he had
obtained from our records, and it would be studied in Washington for our
eligibility. He stated that R.E.A. loans can be made for new construction
but would not give an answer in regard to a loan for repair of present
facilities. He emphasized the fact that District must obtain new source
of power as the R.E.A. must have a guarantee that sufficient power will
be available. District must also show they will be able to repay loan,
Director Horman entered meeting,
Director Edmunds asked Mr. Hamilton the approximate time before loan would
be granted if District was eligible. Mr, Hamilton gave an approximate time of
of 3 to 4 months if there were no complications, Mr. Hamilton stated we
should hear whether or not we are eligible for a loan around the end of
June.
The question was brought up as to whether or not District could finance
projects and then be reimbursed by an R . E .A. loan. Mr, Hamilton stated he
did not know but would let Board know.
Mr, Hamilton also advised that the District should try to obtain power
from P .G . & E . or Central Valley power rather than Sierra Pacific power.
Chairman King stated that he had spoken to Mr. Bellah on the phone regard-
ing the water survey and had asked him to be present at this meeting-,
Discussion was held on whether or not District could do different phases
of the master plan with the ultimate goal being the entire master plan as
set forth by McGuire & Son. Also, the matter of financing each phase was
discussed.
A motion was made by Director Russell and seconded by Director Kielhofer
we authorize engineering of the development of McGlashan Springs and also
correct location of pipeline down Riverside Drive. Motion was carried
by following vote:
Ayes -- Edmunds, Horman, Kielhofer, Russell
Noes - King
Absent - None
The Board agreed McGuire & Son engineer the above -mentioned projects and
in the meantime draw up a contract for financing different phases of the
master water plan so Board can consider it and submit it to attorney for
a legal opinion,
Chairman King read a letter from Mr. Corbin of the Tahoe Truckee School
District dated June 6, 1960, regarding the irrigation of the high school
football field. Mr. Corbin advised Board they had been watering old
football field from domestic supply since high school was built.

Minutes June 6, 1960 Continued
Mr, Engen presented plans for an equipment house for golf course by
Sierra Construction Company, Donner Lake. The estimated cost of build-
ing was $ 3 , 850.00 . This building was of frame construction with metal
roof and cement slab floor. Board felt price was rather high and
discussion on whether or not to put up for bid. Also, matter of
location was discussed. Mr. Engen suggested building by present pump
house. Director Kielhofer, King, & Russell were to look into the
matter of a location of equipment house*
t A notice of timber sale used by the U. S . Forest Service was read by
Chairman King. The matter of -Mrs. Popovich' s option was discussed.
Her option is for 5 years and runs until 1962.
It was moved by Director Edmunds and seconded by Director Kielhofer
timber be put out for bid using Forest Service form as it would apply
to our timber. Motion carried.
Discussion was held on the selection of auditdrs to audit the books
for this fiscal year. Some dissatisfaction was expressed over
Straine & Sons to the fact it was felt they were not giving the type
of audit wanted. Director Edmunds expressed a desire that a budget
be set up for the com.i tg� fiscal year.
It was moved by Director Russell and seconded by Director Horma.n that
we retain Straine & Sons as auditors. Motion carried.
Director Russell brought up the matter of the manager being over all
employees and should have the authority to hire and fire all employees,
Mr, Edmunds quoted from the Act regarding appointed officers of the
District being responsible only to the Board. Board concluded
manager could hire or fire all employees but not the appointed officers
of the District.
Eve Hallett brought up the matter of her typewriter being used for
District use and again asked if the District wished to purchase the
typewriter for $60.00.
It was moved by Director Kielhofer and seconded by Director Russell
that the District purchase Eve Hallett*s typewriter for $60.00.
Motion carried.
There being no further business the meeting was adjourned.
