} Manager Longo suggested previous information regarding specifications
be examined for possible applications. Requested cooperation of Board.
Question of Golf Course Clubhouse location brought up by Director
Kielhofer, Director Edmunds proposed the Use Permit application for the
land for the Clubhouse be attended to immediately. Director Kielhofer
appointed to prepare the application and file it with the proper party.
Proposal seconded by Director Russell and carried unanimously.
Diatetor Edmunds moved that the General Manager and the Natrict Treasurer
be authorized to sign checks issued in the name of the District. Seconded
by Director Russell and carried unanimously.
Board determined an additional lineman is to be employed as needed to
serve the best interests of the District.
Director Edmunds brought to the attention of the Board and acknowledged
the presence of Dr. and Mrs. Tapia and extended an invitation to them to
attend future meetings at their convienence.
There being no further business, the meeting was adjonsidd at 11:15 PM.

The Board of Directors of the Truckee Public Utility District met in a
regular meeting at the office of the District on Main Street at 8:00 PM.
The following Directors were noted present at roll call; Chairman King,
Director Edmunds, Director Kielhofer, and Di redtar Homan.
Manager Francis Longo was present and assumed his duties as Clerk of the
Board.
Guests present were; Mrs. Edmunds, King Crosno, Tom Dolley, Harry Stout,
Ed Holtz, Dr. Tapia, and E. J. Hintz.
Director Edmunds moved the minutes of February 28, 1961 be read aloud.
Seconded and carried unanimously. Manager Longo, as Clerk, read aloud
the minutes. Director Edmunds moved the minuues be adopted as read,
seconded by Director Homman, approved as read.
Bills for the Boards approval were presented. The George S. Erskine bill
for services was questioned and Director Edmunds moved the Erskine bill
be referred to Manager Longo for investigation. Seconded by Directat
Kielhofer and carried unanimously.
Bill of Maydwell & Hartzell was discussed. Manager Longo infoamed the
of his personal discussion with the representative from Maydwell & Hartzell
and Manager Longo informed the Board he felt the District had no use for
the cross arms. The Board referred to the Minutes of February 71, 1961,
stating the order had been refused.
Director Edmunds moved the March 142 1961 bills be paid with the exception
of the February Sierra Pacific Power billing and George Erskine. Director
Horman seconded and the motion carried unanimously.
Director Russell arrived for the meeting.
King Crosno confronted the Board with the proposed plans, revised, for
Olympic Heights. The plans were presented for the Boards adoption.
Chairman King referred the plans to Manager Longo for study and his re@ -
commendations. Manager Longo to send recommendations to Preston Wright
after study completed. Mr. Crosno approved the suggestion with the stipia-
u 1 at ion, that before a final decision is made, Manager Longo will contact
Preston Wright in regards to his recommendations.

Mr. Stout presented his complaint about not being supplied with electric
power. Director Edmunds moved this complaint be feferred to Manager Longo
for investigation. Seconded by Director Russell and carried unanimously,
The Deed to the G. E, Lewis property was presented, The attached filing
Instructions to G. E. Lewis was read aloud by Chairman King, Referred to
Manager Longo to write Inter -County Title Company for filing and re-
cording data,
Director Kielhofer gave some explanation of the probl6m and the previous
agreement with Mr. Harry Stout,
Tom Dolley presented his complaint. Leaving the electricity on as requested
and being billed for the same at minimun is agreeable, but, being billed
for minimun water service also,'with no request for water service, the
cause for the complaint. Di rector . Russell mentioned there have been too
many complaints about water bills. Director Edmunds clarified water
billing for cases such as Tan Dodley:s, and that Disrtict policy would
charge full. minimum, Dr. Tapia inserted a complaint in the same vein.
Director Edmunds moved this matter be referred to Manager Longo for con-
sideration and any determination shall be presented to the Board for
approval and rec(xim endat ions. Seconded by Director Kielhofer, and carried
unanimously,

Board requested Manager Longo to re-dfa€t the Ordinance, and
specific salary range for all appointees of the Board.,
Land sale proposal, with map, of State owned land, was presented to the
Board for consideration. Referred to manager Longo to secure further
information'.
Golf Course - Director Russell informed the Board of the Golf Meet in
Reno and of authorizing Orf DeLucca to present four (4) days green fees,
.�'h adG��� to Trucke Golf Course, to be given as a door prize. Authority of Orf De
uaCle ucca as �bi�gerngof the Golf Course discussed. Director Edmunds moved that
Director Russell be appointed General Manager of the Golf Course with the
authority to designate Orf DeLucca as much authority as manager as Director
Russell deemed neccessary for the proper and profitable operation of the
Golf Course. Seconded by Director Kielhofer. Director Russell declined the
appointment, Director Kielhofer moved Director Russell be appointed as
Liason between the Golf Course Management and the Board of Directors.
Seconded by Director Horman, carried by majority vote, Director Edmunds cast
the dissenting vote. '
Director Kielhofer roved that Pro Orf DeLucca be empowered to hire and fire
the crew neccessary to properly maintain the Golf Course.
Director Edmunds suggested the Board instruct °4 Attorney to draw up an
Ordinance stating the District is engaged in the recreation activity and
develppement. At present the District is operating under a resolution only.
Manager Longo isntructed to correspond with Attorney Chamberlain regarding
previous instructions to draw a legal Ordinance to this effect,
Director Russell to draw up a siehedule of the duties and the authority of
the positon of Liason to be presented at the next meeting.
Directoe Russell proposed Orf DeLucca be authorized to start operations as
Golf Course Manager, as soon as weather permits,' with authority to hire and
fire. That he have the revenue from merchandise sales in the pro shop, the
revenue from, the driving range, rental of golf clubs, rental of golf club
storage, rental of hand golf carts. Seconded by Director Kielhofer and
carried unanimously,
Manager Longo read correspondence from Johnson & Mapes Const. Companr.141th
regards to building a club house and leasing it to the District with a
purchase clause in the contract. Director Edmunds moved this be referred
to Director Russell for further correspondence. Corredpondence from Johnson
and Mapes tabled.
Manager Longo read a letter thanking purchasers of seasonal membership cards
to the Golf Course. Approved by the Board for further use,
Bill for membership dues to Truckee Donner Chamber of Commerce approved
for payment.

South Side Well correspondence read by Manager Longo. Telephone conversation
row' with Meyer repeated to Board. Costs to complete obligations stated as

received over the phone, not In writing. Manager Longo advised to contact
other drilling companies for grouting of South Side Well.
Director Edmunds questioned what steps had been taken on the Use Permit.
Advised all in order. Director Edmunds questioned the position of the
District in compliance with contract with Sierra Pacific Power Company,
questioned the deposit of G. E, Lewis' $15,000.00, was informed the money
had been deposited, questioned the time on the time deposit, Informed the
time was for ninety (90) days.
Correspondence on Van Sickle claim read. Attorney Chamberlain sent copy
of protest filed with State Water Rights Board.
Manager Longo to follow through on the Highway crossing with water line
with the state engineer.
Discussed connecting water line to Olympic Heights, Easement from O. Sanders
needed. Manager Longo informed Board of attempt to secure easement but of
temporkiry failure, Director Edmunds suggested Manager Longo contact 0.
Sanders and request he stop in the District Office on his next trip to
the Truckee area to discuss easement with Manager Longo.
