Truckee, California
April 11, 1961
The Board of Directors of the Truckee Pub 1 i c Utility District met in a reg-
ular meeting at the Office of the District on Main Street at 8:00 PM.
The following Directors were present at roll call.* Chairman King, Director
Edmunds, and Diredtor Russell. Directors Ki elhof er and Horman were absent.
Guests present were: Mrs. Edmunds, Eve Hallett, and Dr. Tapia.
The minutes of March 28, 1961 were read aloud by Manager Longo..Director
Edmunds moved for the adoption of the minutes of March 28, 1961. Second by
Director Russell and the minutes adopted as read.
The minutes of the special meeting of April 4, 1961 were read aloud by
Manager Longo. Director Russell moved the minutes of April 4, 1961 be
adopted as read, second by Director Edmunds and the minutes were adopted.
Bills for the Boards Approval presented: Meyer Drilling Co. bill discussed,
and Manager Longo informed the Board of the current status. Director Edmunds
moved the Meyer Drilling Co. bill be held from payment pending advise from
Paul H. Chamberlain.
Director Edmunds moved that $1000.00 be paid to Nevada Tank & Casing and a
note included stating the District appreciated the patience shown by
Nevada Tank & Casing and the balance of the bill will be paid very shortly.
Second by Director Russell and the motion carried unanimously.
Director Edmunds suggested the Bonding rates be investigated and referred
this matter to Manager Longo for action.
Director Russell moved that the Bills for the Boards Approval be paid,
excluding Meyer Drilling Co. and the amount of $1000.00 to Nevada Tank and
Casing. Second by Diredtor Edmunds and the motion carried.
Olympic Heights - Specifications sent to Preston Wright. Manager Longo is
awaiting word from Preston Wright inregards to the specifications and Mr.
Wrights intended action in furthering the develppment of Olympic Heights,
Water Projects - Manager Longo informed the Board of break in the main
at Rear Fain Street, Manager Longo stated the situation that exists on
West Riverside Street and possible solution to this problem; also that
the Rear Main Street line is in nearly critical condition but should only
be patched for the time being. Manager Longo to report more fully at next
meeting.
Sierra Pacific Power Co. - Manager Longo reported no word has been received
as to proposed meeting date with Directors from Sierra Pacific Power Co.
Director Edmunds suggested Manager Longo contact Mr. B. E. Lowe, of Sierra
Pacific Power Co., in reference to setting a meeting date. Director Edmunds
suggested the Board set a definite policy, in regards to power request,
before the meeting takes place. Director Edmunds proposed that in negotiations
with Sierra Pacific Power Co. the District insist,and hold fast, that
Sierra Pacific Power Co. furnish the Truckee Public Utility District with
no less than 15,000 volts of power. Prpposal seconded by Director Russell,
and carried with Chairman King dissenting.
Ordinance # 6102 - Ordinance to include Recreational activities and facilities
in the functions of the Truckee Public Utility District, as prepared by
Director Edmunds and Manager Longo, read in brief by Manager Longo, pointing
out the use of Code Sections other than those used by Paul H. Chamberlain.
Director Edmunds moved the Ordinance be tabled and Director Russell objected.
Director Russell moved the adoption of Ordinance # 6102, as prepared by Paul
H. Chamberlain, with the following corrections: Paragraph IV - year to be
1960 to 1961 instead of 1961 to 1962, and the limit of expenditures to be
$7000.00 instead of $20009009 Seconded by Maicbm King and the vote is
recorded as follows: Ayes - Director Russell and Chairman King.
Noes - Director Edmunds.
Absent - Directors Kielhofer and Horman.

Ordinance # 6103 - Ordinance fixing Salaries of Directors and Officers
other than Directors and defining the duties of Treasurer read by Manager
Longo, Director Edmunds moved that Ordinance # 6103 be referred to Paul H.
Chamberlain for legal approval and drafting. Second by Director Russell and

Labor Union - Manager Longo informed the Board of a request for the District
to purchase advertising space, in the Hall of the Local Labor Union, at the
rate of $49.50 per year. Director Edmunds questioned the legal right of the
District to contribute.�.o
Cottage Grove Subdivision - A request for a letter stating- the District
would serve this subdivision with water and electricity was presented to
Manager Longo by Luthena Brumfield. Manager,Longo instructed to write a
letter stating service is available and will be provided upon receipt of
a letter from subdivider stating the Truckee Public Utility District will
have the exclusive right of furnishing such services, for a period of 25
years. Director Russell roved that Manager Longo be instructed to dispatch
the above letter to Luthena Brumfield, Cottage Grove Subdivider, seconded
by Director Edmunds and carried unanimously.
Club House Insurance - Blanket coverage of the Club House for the amount of
$10,000.00 will cost $40.00 annually. Director Russell moved the Club House
be covered by this blanket policy, for the amount of $109,000.00, seconded
by Director Edmunds and the motion carried.

Highway Dept. Land Sale - Manager Longo presented tothe Board a map from
the Highway Dept. indicating a sttip of land to be solid. The Board will not
take action on a bid at this time. Manager Longo instructed to confer with
Mr. Sarni regarding an access road into the District's property in this
area.

PROVIDING FOR ACQUISITION AND OPERATION OF CERTAIN
RECREATIONAL FACILITIES AND EXPENDITURES THEREON
MR AS Section 16463 of the Public Utilities Code of the State of
California, provides Ong other things, for the acquisition,
construction, ownership, completion use and operation by a
public utility district of certain recreational buildings,
facilities and activities Merin referred to, the same being
designated as public utilities or public utility works of
said district, and
WHERZ4AS said Truckee Public Utility District has acquired and
intends to own, use and operate as public utility works and
facilities of the District, the following recreational fac-
ilities and activities, and to provide for expenditures of
District revenue thereon.
NOW THEREFORE, BE 1T ENACTED BY THE BOARD OF DIRRECTARS OF TR CKEE
PUBLIC UTILITY DISTRICT, an follows:
1, That pursuant to Section 1"63 of the California Public
Utilities Code, the following works, buildings, and recreational
facilities and activities, are hereby established as public
utility works and activities of said District; to wit: (a)
combination ice skating pond and water storage reservoir y
(b) a nine -hole golf course, including facilities and equipment
and services for cam, maintenance and operation thereof.
That said recreational works, facilities and activities
being public utility works and facilities of said District,
shall be operated for and In the best interests of the public
and the inhabitants of said District and in accordance with
appropriate rules and regulations adopted therefore from time
to time by said Board of Directors.
2v That pursuant to section 1"43 of the California Public
Utilities Code, expenditurts for the acquisition, construction
use and operation of said recreational works,, facilities and
activities have been and will be nade out of the re anus of
-the District.
3.' That Section 16077 of the california Public Utility erode
provides that expenditures for District purposes* if the same

expenditures made for acqaisition , construction and completion
of said recreational workst buildings and f4cilities referred
to above is the amount of $101,113.20, which said expenditures
are hereby authorized smA confirmed.
4. T. in the event the revenues of the District are SUf-
fit.jent, it is estimated that additional capital "penditure
during the fiscal year 1960 - 1961,, on recreational works,
facilities and activities, to Witt constmetion of equipment,
shelter storage facilities will be Mde but will nOt
exceed in total the sum of $7,000,00.
