The Board of Directors of the District met in a regular meeting
at the office of the District on July 25 at StOO pe M.
Directors present were: Chairman Xingp-lormanr McIver* Greenhouse -
and Eduunds,
Guests: Mrs.. C. Edmunds, Mr & Mrs Eugene Welch, Doyle McGwinn,,
Harry Stout, Orf DeLuca and Garry Lewis,
Manager Longo read the ..minutes of the regular meeting on July ll,,
the Directors did not approve of the way the minutes were being done.
They suggested that the official minutes be typed with carbons for the
Directors eliminating discrepencies as noted in these minutes. Dis-
crepencies noted were: there were no bills listed in the minutes for
the Directors but they were listed in the official book, payroll listed
in Directors as balance 236o97i official book 234.77 and ommitted
a and set aside $2,500-00due on note and $750.00 due on interest",.in the
Directors minutesO Director McIver moved - that with the above corrections
the minutes be approved as read* seconded by Director Horman and carried.
Director Edmunds recorded as not voting.
Manager Longo read the minutes of the Special meeting on July 18th.
The proceedure and legality of this meeting was questioned. First,,
there was no certification from the clerk ,that the notices of .a Special
meeting were posted, second, No official action is to be given any other
matters brought up at a Special meeting, they are to be discussed only
and official action should be -held over to.the next regular meeting.
Director 'McIver moved that the minutes of the Special meeting with the
corrections -be accepted, seconded by Director Korman and carried.
Director Edmunds voted no-,
-Bank balances - Bank of California... Manager was requested to
check on authorization for payment of loan in January and report at
next meeting. I
Notion was made by Director Horman, seconded by Director McIver
that we transfer $1290.00 - from Electric fund to Water fund to cover the
pa!1roll for July, -carried unanimously,,
Manager reported that collections on delinquent accounts has
shown considerable improvement.
Director Edmunds moved that the tape for uncollected accounts
be presented to the Board the first meeting of each month, seconded by
Director McIver and carried unanimously.
Gerry. Lewis .*. Manager presented the Board with the time agreement show-
ing the expiration date as July lst. Mr. Lewis informed the Board that
the installation of the water pipe is to start August 1, Theeroadsare
95% completed but they can do no more work on the road until the pipe
lines are completed which will be about 30 days, and then he has a con-
tract with Harker Brosoto install the electric lines which will take
about a week, He also stated he had had no deed from the State for the
property purchased until July 24,, 61 which has also held up the 'work.
The Board asked if he would set a definite date as to when utilities,,
including well would be turned over to the District, Mr. Lewis estimated
60 days.
Director Edmunds made amotion,, seconded by Director Horman that
mr, Lewis be granted a 60 day extension,, to Sept 30th,.and a letter to
that effect be written by the Manager to Mr. Lewis citing" we trust
that that will be all the extenwion that will be necessary,, carried un-
animously.
Director Edmunds moved that the Manager direct a letter to Mr Lewis
stating the District is prepared to give service upon the completion -of
facilities, seconded by Director Greenhouse and carried unamiously.
Golf Course- Pro DeLuca informed the Board that business was very
slow due mostly to the short-cut to the Lake being closed. He suggested

That the Board consider a special green fees Punch card. The cards
would be numbered from 1 - 100 thereby making then readily' accountable . :777
Each card would provide for _ 20 daily green fees for $40.00 cash,. The
card would bear the name of the purchaser and would not be transferable
but any golfers accompanying the purchaser could have a green fee punched
out of the card* Limited to the remainder of this season only and to
be used as a promotional effort to attract more golfers to the Truckee
Shadow Valley Golf Course and to be sold to anyone.
Director ..Norman moved that the above plan be adopted, seconded by
Director Htunds and carried unanimously.
Manager read letter dated July 22 from Cham►erlain and with the
letter was a memorandem agreement prepared by chamberlain governing
liability etc. between the District and Pro DeLuca. A copy of the
agreement was presented to Pro for perusal and.. the Board deferred action
to next meeting.
Deferred bills; sierra Pacific Power Co. deferred to next meet-
ing .
Recreation Dept. Director McIver moved that
we pay Builders Service. Center $497.17 and-,$200.00 toward the bills
incurred on the official opening, seconded by Director Horman and Carried.
A bill was presented from Truckee Merchants . Parking lot for
$15.00 . Director Greenhouse . moved that payment of -this bill be tabled,
seconded by Director Edmunds. on the vote - Ayes : Greenhouse , Edunds
Noes: Horman King, McIver Defeated.
. Director Borman moved that the bill for $15.00 be ppid, seconded
by Director McIver . on the vote -- Ayes: Horan, King # McIver,
No:.. Greenhouse, Edmunds* carried. R
Manager reported he had discussed with Mr . Tom Dolley as Manager
of the Chamber of - Commerce, the hiring of,a part time -clerk with the
Chamber assisting on the salary. No action,
Bank of California Loans Motion was made at the previous
meeting authorizing ing payment of $ 3 , 2-5 O . A4 -- actual aoaa due is
$30750.00 on principal and $649*78 on interest, totaling $ 4,399.16.
Director Bdmosnds moved that . the previous motion be ed to pay
$4 , 399 ,16 , seconded by Director McIver and carried unaniously .

as it comes up for renewal, seconded by Director Greenhouse and
carried unan i ously .

power and voltage at Burney Lumber Coo

copy of letter he had sent to Mr, Bill Bennett, Chief Counsel of
the Public Utilties Commission.
The Board requested that a copy of all correspondence ad-
dressed- to sierra Pacif is Power co or pertaining to them be sent
to the Public Utilities Commission.
Tahoe Truckee Airport District - Dated July 15, 1961 re-
questing power and water service about October 1 at the new site.

Manager was instructed to prepare estimate as soon as possible.
Manager presented a Financial statement from the Shasta Dam Utility
District. Filed
Financial Committee: No report as yet, definite report next meeting.
Olympic Heights* service laterals
Manager reported that it will be necessary to install 3 laterals
now to preclude having to tear up the road after it has been surfaced
by the County. Estimated cost for 150 feet of trench at $3.00 per
foot plus digging, rocking blasting, oiling plus 8 yards of sand
will cost approximately $600.00* Director Norman made a motion
authorizing the installation of the three laterals,, Manager to ob-
tain the lowest bid, seconded by Director Edmunds and carried.
Unfinished business:
Gateway playgrounds Secretary will submit a lettero
Armstrong Sub. Material is here but due to unforseen circum-
stances have not been able to complete the job.
Voltage at Burney - Situation *nsufferable, Manager instructed
to write to Mr, Frank Gaiennie with a copy to Public Utilities Cmsn,.
Hearing at Public Utilities Commission. Try to have an in-
formal meeting with Po U. C. and Sierra Pacific - Power Co.
Hal Welch . St Louis Cafe - will be served with papers by
Chamberlain this week .
Southern Pacific Co - No word
South Side Well - level about 173 feet, pumping 205 gallons
per minute.
Recommendations: For the. future - l6ok into possibility of
building up storage and reservoir capacity*
There being no further business the meeting was adjourned at
