the.office of the District on Main St., February 23rd at 8:00 P.M.
Directors present were: Chairman King, Edmunds, -McIver, Horman
Greenhouse. Also present: Manager Longo, Eve Hallett, Sec'y,
Mrs. C . Edmunds, Mr. Harry Stout, Mr, Nick Sassarini and Dr, Tapia.
Chairman King called the meeting to order and the Manager was
requested to specify the exact nature of the meeting.
Manager stated the meeting was. called to solve the financial
problems of the .District and to adopt a firm policy in matters re-
lating to the District.
An evaluation shows that service should be improved in both
the Electric and Water depts . To improve the electric system by
installing a sub -station and converting to 13,000 volt distribution
and . to improve the water dept in system integration, more stowage
capacity, main replacements, pumping, etc., will cost approximately
y $500,000.00. Since the proposed 504� per month water minimum increase
will not support the proposed program and the tax rate proposal has
been considered before and is apparently not acceptable some other
means of financing must be considered.
The Board studied ,Ordinances and Rules and Regulations in both
departments and the Manager was instructed to prepare the following
data in the Electric dept to be submitted for consideration at the
next meeting: i
1. If the Electric discount was disallowed what whould the
increase in revenue be? '
2. If the rate structure for Commercial customers were revised
eliminating First 18 Kw - - -$1.00
Next 82 KW. - - - .55
Next 150 KW - - - . 05
and making the first 250 KW C .054; leaving the balance of the rate
structure the same, what whould be the decrease in revenue?
3, In section 4 of Ordinance #5808 , service charges, how could
it be increased and justification made on any increases?
Water dept
Manager suggested that the water rates in Ordinance ##5601 be
revised. The minimum charges for 6,000 gallons be the same but
instead of . 4 , 000 gallons for 25� , increase it to 14,000 gallons for
254%., 30,000 for 204%. and all over 50,000 gallons at 15� . Also, in
the rules and regulations on meter installation charges where it
states minimum charge for installation $45.00, the service charge
will be equal to the cost of the meter plus installation and labor
charges from point of connection to the main to location of the
meter, The customer would have to pay a deposit in advance on an
estimated cost, the deposit to be not less than $100,000 and after
the meter is installed the cost will be computed and additional
billing or refund made to adjust the charge to exact cost.
It was moved by Director Edmunds that the Manager be instructed
to present for approval by the Board at the next meeting the pro-
jected figures conforming to the proposals made on Ordinance #5601,
Section 4, and bring in for consideration the changes in service
charges, seconded by Director Horman and carried.

Mro Sassarini asked if the line to his premises will be in-
stalled; this year*' Manager informed him this project if first on
the ;fist for this year, 11
In discussing the financial problem to be expected on the Golf
course, Director Edmund's stated he had been approached by a group
who wish to lease the Bolf course from the District for a period of
two years at $1.00 per .:year with an option to buy. Their proposal
is to pay all expenses, including electricity and water. Directors
present were in favor of entertaining such a proposal and Director
Edmunds is to submit the proposal at the next meeting. The Board
felt $150,000.00 for the Golf course would be an acceptable offer,
The Board felt that the 'Fire District should reach a conclusion
on the Agreement and their minimum charge on hydrants should be
raised,,
There being no further business the meeting adjourned at
9:45 P.M.
