A Regular meeting of the Board of Directors was convened at the
office of the District on Main St, February 28th at 8:00 P.M.
Directors present: Chairman King, Edmunds, McIver, Horman and,
Greenhouse. Also present, Manager Longo, Eve Hallett, Sec'y, Mrs C.Edmunds.
Chairman King being late it was moved by Director McIver that
Director Edmunds act as Temporary Chairman, seconded by Director Horman
and carried, 11 ,--,
Acting Chairman Edmunds called the meeting to order and Manager
read the minutes of the Regular meeting February 13th. Noting no errors
or corrections the minutes were approved as read,
Manager read the minutes of the Special meeting February 23rd, Dir-
ector McIver moved the quote of $1500000.00 for the Golf course be
stricken from the minutes and advised -t-he rate structure was incomplete,
With these corrections it was moved they be approved, seconded by Dir-
ector Horman and carried.

Minutes February 28, cont.
It was moved by Director McIver that the bills and salaries listed
as paid in the Electric dept be approved and approved the payment of
bills listed, seconded by Director Greenhouse and carried.
It was moved by Director McIver that the salaries paid in the water
dept be approved, seconded by Director Horman and carried.
Hilltop Lodge: Manager reported he had directed al letter to
District Attorney Berliner, dated Feb 20, enclosing a copy of the Deed
and restriction on Hilltop and stating what in his opinion was the viol-
ation. News of this ' letter had reached Mr. E . Stark, Manager of Hilltop.
Mr. Stark had been in the off ice and informed Manager they were not in
violation and he personally would pay $50.00 or $100,00 per week on
the $1, OOU . 00 delinquent account beginning the first of March. As
Y Mr. Stark was not present the Board directed the Manager to Have Mr, Stark
submit his proposal in writing. I
Chairman King arrived at 8: 50 and took the chair.
Manager was also instructed to draw up an agreement, for payment
to be approved by the Board and signed by Mr. Stark.
Manager submitted the projected proposal for rate changes in the
water-dept and stated that in 1959 the water billing on consumption
over 600000 gallons had already been increased to 154� , therefore, there
would be no increase there*
Director Edmunds suggested that the Board adopt a policy toward
our customers by notifying them now that we are going to improve water
r service and shall install meters wnever possible and a charge for the
meter will be made* Also, after any changes in the Ordinances or Rules
and Regulations corrections should be posted over sections or para-
graphs changed*
Director Edmunds also suggested the following changes in the water
billing:
No meter - flat rate - minilaum charge same - -$ 4.50
4000 gaillons or under - minimum charge - - 4.50
0 -gallons - - - - - - - - - - - -- . 254r" per thousand
Next 40,000 gallons - - - - - - - - - - - - - .2046. per thousand
All over 60,000 gallons - - - - - - - - - - -- .15�
Manager was instructed to project the proposal made by Director
Edmunds and submit the report at the next meeting.
Manager presented a proposal to ammend water Rules and Regulations,
Rule #7 , Section A- 2 , paragraph 6 , page 6, as follows:
" Charges for new services are payable in advance and shall be as
�."'
follows: The cost of meter and enclosure plus labor, material, excav-
ation and all other charges including overhead, from the point of main
connection to the point of meter location. A deposit based on estim-
ated cost of service connection installation shall be made at time of
application for service. Deposit shall be not less than $100.00. Upon
completion of installation, a statement of actual cost will be prepared
and presented to the applicant with additional billing or refund. Only
duly authorized employees or agents of the District will be permitted
to install a service connection to the customers premises."

Manager read letter dated February 23rd from Texaco Co. requesting
payment of $171.68 . `
It was moved by Director McIver that a check for $158.00 (money
received from Mr. Bell) be sent to Texaco and letter enclosed informing
them this was all the District had received and the balance should
be collected from Mr. Bell, seconded by Director Greenhouse and carried.
There being no further business, meeting adjourned 10:40 P.M.
