Directors present: Horman, Greenhouse,, McIver. Absent: Edmunds. Staff present: r Manager Longo, Eve Hallett., Als.o- present: Mrs. C. Edmunds, Mr. Martin McDonough, Attorney for the District, Respresentatives of George S.*,Erskine Engineers, Mro..Henry .Hoge, Mr. William Sherman... Representatives of Sierra Pacific Power Co: President Fred L. Fletcher, Vice President Merle Atchison,, Mr. Frank Gaiennie, Mr. Frank Giovannoni,, Mr. Fred Talley. .Manager requested in thq absence of a permanent Chairman an Acting Chairman be appointed. Moved by Director Greenhouse, seconded by Director McIver and carried Director Horman be Acting Chairman . Acting chairman Horman called the meeting to order at 8 : 3 0 P. M. and Manager stated the purpose of the meeting was to resolve the matter of whether or not Sierra Pacific would deliver service at 60,000 volts to the District and if so at what delivery point and if they would meter. at the high voltage side. President Fletcher stated Sierra Pacific would furnish 60 KV to the District and put in complete new substation in an area . . between -.Gateway and twwn with distribution circuits, 4 in number, at 4160, -exchange traftsformers with mills and thus providing a single metering point, Mr. Atchison stated 4160 would be adequate except for the present location of substation which would present difficulty in efficiently serving the mills, They would exchange transformer banks with the mills thus enabling the District to serve the mills at 4160 thru the single metering ppint., Manager asked if the District were to put in a substation would Sierra Pacific serve this at 60,000 volts, metering on high side, President Fletcher said they .would and that at any one of serveral points they could give this service, Manager stated much had been said about voltage but what about KW capacity and further queried if Sierra Pacific would assure -5j,,000 KW capacity., President Fletcher stated consideration would be given, Mr,, Hoge asked what line protection Sierra Pacific would require between an District substation and Sierra Pacific line, Atchison replied a fused disconnect an air break switch and meter- ing devices are all that would be required. Mr. Gaiennie stated it might not be feasible to tap the Squaw Valley, Tahoe City line because back feeding may not be feasible but they would investigate. President Fletcher stated the District should tell -Sierra Pacific what they want and they would arrange to do it* Manager asked if Sierra Pacific would commit themselves to supply the District at 60,000 volts* a capacity of 5,000 KW thru a single point of delivery and if so would they allow the .Dist rict a discount for delivery at the high voltage on its present rate* r a 0 Minutes, Special meeting, August 7. cont, President Fletcher stated it seemed unreasonable that a dis- count is not provided for on the rate and some Adjustment,should be made. However,, this must be brought before the Public Utilities Commission and an ammendment made to provide for discount, Manager asked Mr., Hoge what normal discount was allowed in ratte similar to District purchase rate from Sierra Pacific, Mr. Hoge stated a,5% discount was normally given, Mr. Atchison stated that only this District is presently given a 214,0/. discount on its rate for high power f actor. Manager asked Mr. Atchison if Sierra Pacific,, in granting the discount for delivery at high voltage, would deny the discount for power factor, Mr. Atchison replied this was not their intent, Manager stated he felt that time would be needed by the District to effect these considered changes in delivery, voltage, etc. - Manager asked Attorney McDonough if he felt that the points brought up were covering the situation adequately,. Attorney McDonough stated that so far it sounds as if it will work outO Manager asked Mr. Hoge if he could think of any problem that might present further obstacles,, Mr. Hoge replied it sounds feasibile and Sierra Pacific has been very open, president Fletcher .stated Sierra Pacific would serve the District thru a -single point of delivery providing 4 KV distrib- ution circuits but they would not commit themselves to. serve the District ,at 13 KV but it might have merit,, they would study it, He also stated the next step in negotiation would be for the Dis- trict to present the engineering study for their consideration and after reaching an agreement Attorney McDonough should provide 'the necessary contract. He warned that more time would be required for the District to install substation facilities for delivery at 60 KV than if the District were to accept their offer of 4 KV. Manager said that he and Mr. Hoge would consult with Sierra Pacific in finalizing the plans for delivery at 60 KV,, and .while District demand does not approach 5,000 KW future requirements must be anticipated. 'President Fletcher stated there had been a change in management and he was now President and General Manager and it was his desire to cooperate with the District. Mr. Atchison .stated he felt that the 4160 feeders should be given first consideration and two metering points could be., arranged *- President Fletcher stated an additional metering point would be agreeable for the present and up to 5 years time allowed for a conversion program* The District must make immediate plans and Sierra Pacific would give - it first priority.
