HomeMy WebLinkAbout1962-08-28 Min - BoardMinutes of the Regular Meeting 'of the Board of Directors of the Truckee Public Utilty District held at the office of the District, Main St., Truckee Directors present at roll call: Edmunds, Horman, McIver,, Aweeka. Absent: Greenhouse, Staff present: Manager Longo, Eve Hallett. Also present: Mr. H. Stout, Mr, P,VanVleit, Mr,R,C.Martin. Manager reported in the absence of a permanent Chairman the Board an .Acting Chairman 4, Moved by Director Horman,, seconded by Director McIver and carried Director Edmunds be Acting Chairman. I Acting Chairman Edmunds called the meeting to order at 8:00 P.M. and introduced the new director, Mr. Edward N. Aweeka,, Manager advised Board that Truckee Tahoe Agency had been notified to bond Director Aweeka and. a signed oath of office was on file for the new. director, I Acting Chairman Edmunds asked audience if anyone had any business to dispose of before going on with the Agenda. Mr. Harry Stout, representing Bear River Lumber Co. appeared before -the Board .and asked -if .the ..Board had come to a decision re- garditig-timber sale* He stated that at the last�meeting he had been told he would be notified within 10 days of the Boards decision and 14 days hadelapsed and District was still holding their check for $7,000,00, He also questioned the authority of the Board to specify 'Supplemental conditions restricting timber sale and asked that the stipulation be read from previous minutes stating qualifica- tions f,6r bid. Manager read minutes of June 26th relative to bid,, Mr. Stout statedIrPorest Practice act was - not understood it should not have been spec if ied in bid. Chairman Edmunds explained that in the B ' oards opinion the Forest Practice Act does not give sufficent protection and -Board has right to reject or refuse or change to protect District property. Director McIver stated he would consider selling timber only if slash were piled and burned and area -cleaned up* Mr. Stout stated he would go by Forest Practice act and no more as specified -in min- utes, Moved by Director McIver$, seconded by Director Horman and carried that the bid from Bear River Lumber Co. be rejected'* Man- ager left meeting to return Mr. Stout the check and bid. Manager reported he and Attorney McDonough had met with . Bureau of Reclamation on August 21. No wheeling agreement had been reached between Bureau and Pacific Gas and Electric . Copies of all correspondence relative to Bureau request for allocation sent to Congressman Moss to be used -in public sub -committee hearings,, Attorney McDonough and Bureau will attempt to - obtain a yes or no answer from ..Pacific Gas. and Electric. Bureau - also reported fluctuating dischare from Stampede will not' permit firm development of hydro powedr at Boca.. R. E . A. representatives Reis ing and Hauch and Mr. Hoge are in ' Truckee developing final presentation of District..loan application.. Consider` ation should be given to loan in next 60 days,. Substation: Mac. D. L. Campbell advised and will consider sale of land to District for substation location withinnext couple of weeks, Manager asked if Board would consider development of H.H.F.A. planning at this time. Gillett -Harris had ind, sated willingness to make study and prepare master plan accepting payment at time loan is granted District by H.H.F.A. Director McIver movedthat Gillett -Harris be retained to draw up engineering report and master plan in accordance with terms �. of letter dated May 29, 1962 and necessary documents for H.H.F.A. loan be prepared for presentation and all payments to Gillett Harris will be made from loan from H.H.F.A. and subsequent use of engineering data does not necessitate -the District retaining. them on the detailed engineering, seconded by Director Horman and ' carried . Manager stated Edwin N. Ness, Attorney with Sturgis, DenDulk, Douglass and Anderson. of Oakland proposed an agreement be developed between County of Nevada and District for utility installation at Prosser Lake Heights. Since performance bond will be placed with District the. suggested agreement will not be necessary. Manager read letter dated August 10 from Attorney Berliner concerning rental payment on Golf course, Director McIver moved Manager instruct District Attorney Berliner to demand payment at this time, seconded by Director Horman and carried . Manager agAin reminded Board of Special meeting to be held September 10 at 8:30 P.M. for bid opening on freeway water main crossing and urged Directors to attend, Hilltop Lodge -- No answer from Mr. Herzog. Moved by Director McIver Manager instruct District Attorney Berliner to take immediate steps to collect the amount due, seconded by Director Aweeka and carried. Fred Morris - no report R.
