August 27,1963
The members of the Board of Directors of the Truckee Public Utility
District met in a regular meeting at the office of the District on
Main Street, at 7 : 00 P.M*
Upon roll call the following Directors were noted present.
Aweeka, McIver, Kaspian, Spillner
Absent: Greenhouse
Also ' present r F . Longo, M. Midyett Guests: Paul VanVl iet, Dr, Tapia.
The minutes of August 13, 1963 were read. Director Kaspian mentioned
the property "knawn as "Land at Y" was not mentioned as property owned
by the District, with the mentioned correction the minutes were
approved as read.
The following statements of bank balances, bills paid and due were
presented to the board for approval.

the electric bills paid and bills for boards approval be paid as
listed. It was so carried.

the July Sierra Pacific be paid as soon as adaquate funds hadbeen -
obtained from collections.

At this time Director Kaspian requested the members of the Board
to consider only having two men
on the Water payroll starting

projects , , to build up a reserve
_in the Water department, Director
McIver stated he was quite concerned about the line in the alley.
Discussion ensued and Director Kaspian stated he would like to see
the alley project postponed.

Continued
Manager advised there was no way to prodict wheather or not the pipe
line through alley would burst. He stated he felt this an extremely
important project. Since the Board curtailed installation of larger main
to connect Olympic Heights this year manager felt he would not be
responsible for enabil ity to provide water in event of fire,
It was the agreement of the Board instead of paying overtime in the
water department the men be given a day off to compensate for overtime.
,...., Manager advised he, would advise water crew and have them appear before
the board.
Manager advised the Board he had a meeting with Mr. McDonough in
Sacramento on August 14, 1963 and on the way bakk stopped at the
Bank of California in Auburn in regards to Beavers note for $35, 000.00,
Mr: Haydon advised he would take notes for collection and loan the
District $35, 000.00 at 4/. The Beavers note will bear 6/ interest thereby
leaving a 2/ margin for the District.
,The Board of Directors were advised the Street Lights had been cut
50% & manager had received no complaints as . yet.
Dr, Tapia representing the Recreation District appeared before the
Board in regards to land deeded by Eve Popovich to the District
for recreation purposes only. Dr. Tapia advised the land would be
used for a childrens playground with slides, swings, etc. The Board
adtised Dr, Tapia they would give it further consideration if he would
supply them with a draft of plans, the amount of money to be spent
on playground, etc. Tapia advised Board he would do this and the
reason the plans had not been drawn up as yet was the Recreation District
did not know if they would beable to purchase the land from the District.
Director Spinner advised Tapia to report to his Board that he received
a favorable response from the District. Dr. Tapia thanked the Board
and left the meeting at 8:10 P.M.
Manager reported there was a scarce of water at Donner Memorial Park
and Mr. Stowe wanted to know if District would sell them water and
what would the rate be* Discussion ensued and it was the agreement
of the Board that if the Division of Beaches and Parks would put in
the pump and house at their own expense and bought power from the
District they could lhave water free for a period of three years.
Manager, advised he had heard nothing further on "Search for Tanks"
Regarding the Straine & Son proposal, manager advised Mr . Tilson
would charge $100 , 00 a month for a statement and to help the bookkeeper
with any problems she might have in closing ou the books or any other
problems that may arise. Director Kaspian felt a report every three
months would be sufficient. Manager stated he would write to Mr.Tilson
and advise.
Easements and Survey: Manager advised he would have to made application
,..... for easement from the Division of Highways, Sierra Pacific and
Orland Sanders. Director Kaspian suggested Manager contact Jack E .
Larson, Sacramento in regards to the survey between Prosser Lake
Heights and Truckee and to get a quotation.
Manager read letter from McQuire & Son dated August 21, 1963submitting
a figure in the amount of $487.00 for survey with profile, This did
not include cross section of freeway.

Manager reported on the Insurance Survey made by Carveth Insurance
Agency in Auburn. Discussion ensued and Director Kaspian suggested
manager contact another agent. Manager advised he h-ad contacted
three agencies without success and Carveth had been recommended
by Mr. Tilfson . The Board requested manager to invite Mr. Carveth
to appear before the Board at the next regular meeting .
Correspondence: Manager read letter from Martin McDonough to
Joseph Kaplan, dated August 16, 1963 concerning PUC's jurisdiction over publicly owned electric or water systems in California.
There being no further business to be brought before the the
Board the meeting was adjourned at 8:50 P.M. 1
