May 26, 1964
The members of the Board of Directors of the Truckee Public Utility
District met in a regular meeting at the office of the District on
Main Street, at 7:00 P.M.
Upon roll call the following Directors were noted present: - --
Aweeka, Kaspian, Spillner, Firpo
Absent: McIver
Also present :1 Longo; w Midyett Guests: Harry Re is ing, Nora Woodbury
Tim Best, Manley Haltom,
Dr. King, Geo. Cattan
The minutes of May 12, 1964, regular -meeting, were read and- =
approved subject to the following corrections: Director Kaspiaa -
requested manager to have contractor look at spring and the board
did not wish to delay the development of Shepherders , but manager
was instructed to Pet bids for work.
Director McIver advised Director Kaspian 'he would have to -discuss _
with the attorney the possibility of making the Sanitary District
part of the Utility District:. s
The minutes of May 22, 1964 were read and approved.
The following statement of bank balances, bills paid and bills due
were presented to the board for approval.

in a position to make a statement. Director Kaspian stated if this
was true a private line would probably have to be built* Reising
stated he was not familiar with the lines,, but if there is a full
capacity, there are different ways of solving the problem. Director
Kaspian Mated P .G . & . E . has an agreement with Sierra Pacific to
supply power until 1972, and asked if District has to wait that long
to get power, Mr. Reising advised REA would help finance a portion
of tkanshnis s ion . Director Kaspian asked what Portion? Reising
replied a portion in relation to total load and servicesof the area.
Director Kaspian stated the Di.sttAct did not have too much land to
sell, not to much money and has been promised cheaper power, but
nothing has been done . Director-Kaspian asked why REA could ' not
help. Reising stated he was -her a to find out intentions of the
people. Dr . King entered discussion and asked how much REA was
f inanc ing on sub--stat ion . Manager advised 100% f i.nanc ing .
Discussion ensued i.nregards to, other communities such as Loyalton-,
Lake Tahoe, comipg into the District,, . Mr ., Reis ing stated the
District had enough here to request allocation of power . Manager
advised there was one factor overlooked and is the District is now
serving 20 RE Act beneficiaries - Donner Trail , Gateway, Olympic
Heights, Prosser Lake Heists -and the Airport, Manager stated
R.E. Act beneficiaries are growing faster then yoy realize.. --Director
Kaspian asked where the closest contact point was. Manager advised
Fol soon. Director Kaspian asked what it would cost. Mr. rattan
entered discuss ion and stated he would finance the line to Norden-.
Director Firpo asked Mr. Reising what would happen if the District didn't
get cheap power and fell behind in payments. Reising stated
other arrangements would be made. Director Firpo stated District wouR
be in poor shape in three years if we didn't get cheaper power . --
Reising felt the area will continue to grow therefore source of.
funds will grow. Director Firpo stated it will costa million
dollars for the water system. Mr. Reising said he couldn't see why
anyone would want to by the system if it was going to cost that
much'a A
Mr. Cattan advised Ray Mac Mill is doubling kilowatt demand and asked
why REA cannot finance. Manager stated Mr. Clapp, REA Administrator
took out Ray Mac and Burney Lumber Co. from original appl icat ion .
Mr. Reising said District could get loan for assistant improving.
Manager stated -he didn't want to come to directors and ask to
borrow $60, 000.00-. The cost at Ray Mac will be around $12, 000.00 and
the same for Burney Lumber,
Director Firpo mentioned commercial rates being higher than
Sierra Pacifies. Discussion ensued on rate comparison with
Sierra Pacif is .
Mr. Norm Woodbury entered disuussion and reported he talked with
Bill Keating before he left for Washington and the last thing
discussed was the thought to squeeze on one more item and that is to
get an agreement with P .G . & E . to enlarge wheeling power to t
Norden. '
Mr. Woodbury advised Bill Bennett knows of the District's problem
and is interested in this particular problem. Mr. Woodbury stated
his organization was "delighted to hear from TPUD and was delighted
to have been asked for assistance .

Mr. Woodbury stated if line didn't go through, have PUC question
the rate sierra Pac i f is is charging the District for ..such a short
Distance. Manager reported when he had met with Mr. Bennett a
while back he asked what the District wanted* Manager told. him
he wanted wheeling. Mr. Bennett advise resent our case to PUC
stressing the seriousness of the rates 0 respect to commerce and
business and point out that the -reduction would materially effect
•.-. growth and development,

Mr. NpvdburV_=felt Martin -McDonough was a very, skillful attorney in
matters such as this and was not sure of the amount -the district
would have to spend as there are stopping of f points along the
way andthe engineer would beable to determine the amount of
information needed. Woodbury advised if PUC ruled in favor of the
District and P . G . & E . appealed there decision, then PUC would
take over from there and there would be no added expense to the
District.
Director Kaspia . stated the members of the board were elected by
the people and they took an oath to do the best thing for the
people. He stated maybe selling is not the right thing to do, but
if second best, cant cut off nose to spite face. Mr. Reising
suggested the board wait this obit and not rush into selling.
Mr., Woodbury felt the board should hold off and stated there was
a time to make a % dec is ion and time not to and felt this was the
time not to.
Mr. Reising advised the board he had phone his office they would
talk to counsil and find out if there would be any further delay
in disbursement of funds to the District and would let him know.
The board thanked Mr . Reising and Mr . - Woodbury - for attending
the meeting and they departed at 9:20 P.M.
Managers Report.
Manager reported Ray Mac Mill is going to increase capacity 150OKW
and will require transformers and they have requested the district
to install at district's expense and they would forego the 23f/
discount. Discussion ensued and it was moved by Director Kaspian
and seconded by Director Firpo manager be instructed to write a
letter to Trowbridge Electric Co . , representing Ray Mac Mills
and advise the district's policy to industrial accounts and
policy could not be changed* So carried.
REA extended areas: Manager asked if the Board would consider
amorization at Prosser Heights. Discussion ensued and it was
moved by Director Kaspian and seconded by Director Firpo the matter
be tabled until the next regular meeting. So carried.
Manager showed the board a print of a 210 * 000 gallon tank which
was installed at Prosser Lake. Manager stated he could use this
spec for calling of bids.
Manager requested authorization to advertise for bids on gasoline
and oll.

manager advertise for gasoline and oil bids. So carried.
Manager reported seven springs were found at the sub -station . s i»te .
Action on Resolution of Acceptance -Grant Deed from Eve Popovich
was held of f until a later date .
Manager reported he was still trying to contact Mr . Woodward*
State Water Rights, in regards to the renewal of pet_ttign t at . .
Shepherders .
There being no further business to be brought before the board
the meeting was adjourned at 9 : 3 o P aMe
