TOPOL: Mr. Topol phoned Director Firpo advising he would not beable to attend the meeting, but wanted to know why peek is so high., Manager explained Tdpol's current bill and demand charge. Manager advised Topol was going to put in a demand meter and a kilowatt meter of his own in order to determine the accuracy of the readings . Manager re- ported Topol-advised he is not using any more power than he has in the past and feels his operation is not capable of using so much power . Director Doyle stated after checking Mr. Topols bills for the last year they show a gradual increase - to date and having been to the mill has noticed considerable increase in operation. Director Firpo felt if the District was not making money on the account the District better -give it to Sierra Pacific. Manager stressed the importance of keeping - the account and urged the board to hang on. WATER: Mr. Arnold Prucka appeared before the board and manager advised the District is purchasing a 420,000 gallon storage tank from surplus and will be constructed sometime next year. Mr. Prucka felt quite happy in the progress the District was making in their water system and stated this was getting to be the best mountain system. Mr. Prucka-stated his concern at this time was the Gateway ' system. Mr. Prucka stated he - couldn't .give any suggestions - on the problem, but thought the District should start thinking about going underground or tie into the town system. McGlashons springs discussed and Karl Kuttel advised if the spring was dug out he could double the flow. Mr. Prucka stated con- ditions are ciritidal and --suggested diverting McGlashons Springs, drill by Lewis Well or put a line to Gateway. Director Fink - asked Nhow far to tie in with Gateway- system. Manager estimated 4, 000 feet of pipe line. Manager advised if emergency arose he was sure the Distract would beable to get water from Donner Lake. Manager asked Mr. Prucka if he could get together with him- and --Mr .Karoly to go over the problem. Mr. Prucka advised he would let manager know when and felt it would be sometime after the 23rd of November. The Board thanked Mr. Prucka for attending the meeting and he left at 8:40 P.M. 240 Minutes November 10 ', 1964 Continued Director Doyle stated he - thought itwas agreed, after looking over McGlashons spring to hir Karl to clean it out. Karl stated he could get the spring cleared up if there was a break in the weather. Karl advised he did not want to go into the spring until August or September. Manager estimated the cost to develope the spring only at $8,000.00. Manager figured the clearing would_ =run around $20000.00. Karl advised the work would be done by backhoe and hand as it would-be too dangerous using heavy equipment . The Board authorized manager to hire Karl Kuttel to clean out brush and slash at Mcdlashons Spring. } .-.. Manager reported Mr., Warnke had a buyer for the pine and fir and asked if he should advertise for bids. Director Doyle asked if there was a reason for selling the timber. Director Pink felt the springs would be runined. Karl Kuttel advised the timber was not ripe and would be another twenty years before the pixie turned yellow. The - board advised manager they did not wish to sell the timber at this time and instructed him to iso advise Mr . Warnke . CONVE RS ION : Manager advised fourteen cfossarms were up on the Olympic Heights line with just a few left to finish* Manager requested board give con- sideration for author iz at ion to change cross arms and conduc fors from the Texaco Service Station to the Hall Residence. Manager reported there were about 31 spans to be converted and the District could go up to $ 3 , 000.00 before calling for bids. After due consideration manager was given author iz at ion to make conversion' up tQ $ 3 , 000.00 . Manager reported he had not received formal quotation on truck as yet, Board suggest6d , manager try r.B. Hart also George Brothers in Grass Valley, Director Doyle reported fire hydrants are in good operating condition. Soma Sierra: Manager reported Attorney Wetherall has letter from Soma Sierra re -ma questing twelve month extension of note and he will prepare draft. Manager reported ordinance 64-03 amending rate schedule had been advertised and posted in accordance with laws governing public notices and that no complaints had been received therefore ordinance was ` - adopted. ` Director Firpo asked if any of the Directors had attended the meeting on pros and cons for Incorporation. Director Doyle reported he had attended the meeting and felt incorporation depends on the U1; i.l ity District. Discussion ensued concerning the affect incorporation would have on the District. Manager read letter from Armstrong Ruial Enterprises, Inc. dated November 5, 1964. Letter proposed meeting with -SMUD and Surprise Valley Electrification Corp*' -at which time a .representative would be sent. - Discussion ensued in regards to starting action for PUC hearing. Manager reported on_ _ meeting of November 4 th with Sierra Pacific Power Coo Manager reported Mr. Atkinson advised contract would be for 2]s% discount upon entergizing of sub station and 2h% after completed.
