21 Truckee, California April 6, 1965 The members of the Board of Directors of the Truckee Public Utility District met in a regular meeting at the office of the District on Main Street, at 7:30 P.M. Upon roll call the following Directors were noted present: Aweeka, Firpo, Rose, Fink, Doyle, Absent: None Also present: Longo, Cattan, Best, Midyett, Snyder, Bouillez Guests: Joe Britt, Manley Haltom, Dave Vieu The minutes of the regular meeting of March 16, 1965 were read and approved. The minutes of the special meeting of March 23, 1965 were read and approved. Sierra Machinery Co. Inc. Taylor -Jett Sacramento Inc. Truckee --Tahoe Lumber Co, Union oil Company of Calif . F. Longo - March Expense Water Dept, Continued 258.38 8.35 9.99 146.95 1.92 16.59 28.73 $1,035.19 1 0 365.45 $13,804.24 Following explanatory questions on some of the items presented, it was moved by Director Rose and seconded by Director Fink that the bills presented for the Board's approval by the Water Dept, be paid as listed. So carried . Manager Longo reported that only the two incumbent Directors , Firpo and Fink, had filed nominating petitions for existing vacancies on the Board.by midnight of the closing date of April 2nd, 1965. Since no public petition has yet been received requesting that the election be held, it appears that it will not be necessary to go ahead with the one scheduled for May 4th, 1965. Pursuant to Section 16171 of the Public Utilities Code, if no public petition is received by the closing date of April 16, 1965, the Nevada County Board of Super- visors will be asked to appoint Directors Firpo and Fink to fill the vacancies, at their next regular meeting. Further action on the employees request for an increase in the present wage scale was held over for further discussion at the Executive Board meeting later in the evening, Employees were advised by 010ft, Chairman Aweeka that they would be informed of the Board's decisions by the Manager, and that any action would be retroactive. It becoming necessary to appoint a new Treasurer for the District to replace Marilyn Midyett, resigned, Mr. Longo proposed that the Board consider Mrs, Allene Bouillez, Billing Clerk for the District, It was moved by Director Firpo and seconded by Director Fink that Mrs, Bouillez be appointed to the position. So carried. The Board took under consideration the request of Mr. C.S. (Butch) Beavers for release of one acre of land under his agreement with the District, for the construction of a model home. The land in question, located in Section 14, is a portion approximately 195' X 290' , lying just east of his subdivision road on the south side of the Brockway Shortcut. Having ascertained from the reading of our agreement with Mr. and Mrs, Beavers that such release was in bader, it was moved by -Director Fink and seconded by Director Rose that the release be authorized. Motion carried. Manager requested authorization by the Board to call for bids on transformers for the conversion. Chairman Aweeka advised that no motion was necessary, and Mr. Longo was authorized to proceed with the bids with the Board's approval. Manager requested permission to purchase one additional Oil Circuit Recloser to complete the six needed by the District, Five such Re - closers were purchased in 1959 but can be converted to our present needs. Approximate cost will be in the neighborhood of $3000,00, Following discussion, Chairman Aweeka advised Mr, Longo that the Board authorized him to go ahead with the purchase of the needed oil Circuit Recloser. MV Minutes April 61 1965 Continued Manager requested vote on Resolution #6507, granting authority to the President and Secretary of the Board to sign a promissory note and purchase order on the purchase of a backhoe, to be financed by the Bank of America at 4/ simple interest. It was moved by Director Rose and Seconded by Director Doyle that such authority be granted. Passed and adopted by the following roll call vote: Ayes; Aweeka, Firpo, Rose, Fink, Doyle Noes: None. All directors present. MANAGERS REPORT Electric Department Manager reported that the Sierra Pacific's rate reduction proposal does not present a true picture on rate reduction for the District. Following consultation with Attorney McDonough and Mr. Richard Wood of the R . E .A . , it was decided to file a partial objection to the rate reduction as shown. Attorney McDonough is to handle this matter. Water Department Manager reported that McGlashan Springs will soon be dry enough to resume work there, He asked the Board's pleasure re having Karl Kuttel complete work there, Following discussion, Board members requested that Mr. Kuttel attend the next meeting if possible, with estimates on the work remaining to be done and the costs of such work. Director Doyle asked for a report on the fire protection situation at Topal ' s Mill. Manager Longo advised that the District had received only one quotation on pipe. He further reported that Truckee Public Utility District will not call for b ids . Mr. Topal will engage Karl Kuttel to handle, and will call for his wwn bids. The feeling of the Directors was that any agreement on the arrangements should be in written form. --, MR. CATTAN'S REPORT George Cattan , Supervising Construction Engineer for the District, presented a written and verbal report on building the , Substation, and the REA loan, He advised that the District employees had done an excellent job of construction, and that the District had saved $25,000,00 by doing the work ourselves. Discussion followed on various phases of construction, estimated costs and expenditures to date, and the possibility of asking permission to transfer REA funds to areas where needed most, Both Mr, Cattan and Mr, Longo have in- vestigated this possibility, and have discussed it with Mr. Wood of REA. They were instructed by the Board to prepare formal Change Of Purpose Requests to the REA as soon as possible. MISCELLANEOUS Manager Longo advised the members of the Board that he had been able to sell some scrap copper that the District could no longer use, for the sum of $600.00, and that he had the money in office possession. Since an employees' benefit account was not feasible at this time, he wished to purchase an Olivetti Printing` Calculator for the office for approximately this amount. The Board decided that the money should be deposited in the Electric account as Income. They then agreed that the purchase of the needed office equipment was feasible, and it was moved by Director Rose and seconded by Director Fink that the Manager be authorizdd to purchase an Olivetti Printing Calculator,.
