The members of the Board of Directors of the Truckee Public Utility
District met in a regular meeting at the office of the District on
Main Street at 7:30 P. M.
Meeting was called -to order by Chairman Aweeka. Present at roll call
were the following - Directors-. Aweeka, Firpo, Rose, Doyle, Waters,
-Other employees present: Longo, Best, Eattan, Snyder, M. Haltom,
Tramley,- Britt and -Do Vieu. rwuests: Ross Pearce, Cal -Western Ins,
Coo representative-* Brian Walters, Walters Engineering Coo, Reno;
Karl Kuttel, Charles Spillner, and N. F. Dolley.
Minutes of the regular meeting of April 19, 1966 approved as read.
Minutes of the special meeting of April 27, 1966 approved as read.
Minutes of the special meeting of May 2. 1966 approved as read,
Wage Agreement Proposals: Directors and employees present held an
informal discussion on the tentative wage agreement for 1966 as
revised by Directors at the Special Board Meeting of May 2nd, 1966.
In addition to those proposals previously agreed upon, employees
asked for double time pay for emergency call outs on Sundays and
holidays. After further questioning by the Directors, matter was
tabled for decision at executive session following meeting. All
decisions to be retroactive to April lst.
Grouo Insurance Proposal: Mr. Ross Pearce, representing Cal -
Western Insurance Company's Reno offices outlinedg discussed,, and
MO- answered questions on a group insurance plan which his company
wishes to sell to the District and its employees in place of the
plan presently being carried.
DEVELOPMENT OF SHEEPHERDER SPRINGS: Brian Walters, hydraulic
engineer from Walters Engineering firm, Reno# Nevada, appeared
before the Board to further expand on his proposals for develdp-
ment of Sheepherder Springs this summer. He had been to the
Springs area* determined that its elevation was approximately
6500 feet, and that the tank site above Ponderosa Palisades was
approximately 6271_feet. Present estimates should include plans
for some auxiliary pumping into tank because of the friction loss
in the extended pipe line. Development from engineering stand-
point is feasible and costs are estimated at approximately $1000000.00.
His firm is anxious to do the engineering phase of the development,
Directors held matter over for further study and investigation
before making any formal decisions or commitments.

Sylvania Lease Property - Brockway Shortcut:- Blank signed release
has been received from Sylvania for transfer to Manley Haltom em-
ployee of District. Mr. Haltom has agreed to remove the wooden
structure, -store the metal roofing and clean and burn all debris

Attorney Chamberlain Report: Regarding liability of individual
Directors in event of suit, Attorney advises by telephone that the
question is very complicated and should have extensive research done
on it Manager was directed to get a written statement regarding
liability so that our Directors may be adequately protected against
suit*
Manager reported that Attorney Chamberlain, District Attorney Berliner
and Nevada County Sheriff Brown are working together on investigation
by the bonding companies of losses now settled. Any further action is
in their hands,
Attorney Martin McDonough Report: Attorney is presently withholding
filing of the amended _ complaint at the request of Federal Power
Commission Counsel, Drexel Journey, in order to confer again with
Sierra Pacific Power Company representatives,
Director Doyle requested information on date of annexation hearing
for No F . Dolley. . Presently believed that move for incorporation will
not proceed if District expands out of Nevada County. Hearing on
annexation will be at the regular meeting of the Board on May 17th -
but a previously scheduled meeting on incorporation will be held on
May 9th - any decisions will be made at these respective meetings.
California R.E. : Conference will be held on May 7th in San Francisco
at the Del Webb Town House. Manager plans to attend and invited
Directors to accompany him.
Manager's Report:
1. Jack Wolert's suit for $200.00 in Truckee Small Claims Court
has been heard. Claim was for loss of television set when snow and
wind tore wires off his electric service and caused an excessive
surge of electric power into his electrical appliances. Court rendered
a decision against the District and awarded $75.00 to Mr. Wolert.
All information has been forwarded to our insurance carrier who had
previously refused to pay the loss,
2. District has engaged Tholl Fence Company to place a seven
foot cyclone fence around the power bank at Douglas Lumber Company.
39 Southern Pacific Company have advised that they will raise
the height of their lines to give us clearance for our new lines to
Douglas Lumber Company .
4. High School water pumping system has been completed and should
take care of all irrigation problems for the school district,

Engineer Cat, tan presented further information on Sheepherder,
Spr and on the basis of his information Directors authorized
Managew to go ahead with a preliminary survey at the Springs to
determine exact elevations .
Ad i ournment : Director Doyle moved that meeting ,be adjourned to
executive session to consider wage agreement proposals - to be
reconvened into regular session for consideration of Resolution
#6606, Wage Agreement, adoption as soon as decision is reached.
Second by Director/, U& adjournment of public session at 10:15 P.M.
Reconvened into regular session at 10:40 P.M. to act on Resolution
# 666606 adopting the 1966 Wage Agreement as agreed upon at the
Special Meeting of May 2nd. Double time pay for emergency . call, out
was defeated for this year and will not bb included in the agreement.

WHEREAS: The District is engaged in rendering Public Utility
Services to the Public and the Employees, Management
and Directors, recognize that there is an obligation
on each for the continuous rendition and availability
for such services; and,
WHEREAS: The welfare of the Public depends upon the loyal and
efficient work and service of all employed or associated
with the District in any capacity; and, individually
and collectively all are expected to use their influence
and best efforts to protect the properties of the
District and it " s service to the Public and to cooperate
in promoting and advancing the welfare of the District
and in preserving the continuity of it's services to
the Public at all times;
NOW, THEREFORE BE IT RESOLVED, that for the purposes of promoting
harmony and efficiency among the employees of the Dis-
trict, the Board of Directors propose, agree and herein
set forth the following:
COND IT IONS OF EMPLOYMENT
(Effective April 1, 1966)
(a) Employees shall be classified as either regular
or casual (temporary).
(b) A regular employee is one who has completed six
months of continuous service with the District
(c) A casual (temporary) employee is one hired for
occasional or seasonal work or for a limited time.
(d) New employees hired for a regular classification
shall be placed upon a six months probationary
period, at the end of which time, if (s )he has
demonstrated his ability and qualifications there-
fore, (s)he shall be given a definite classification
as hereinafter set forth,
WORKING HOURS
(a) The established work week for all herein classified
employees is from Saturday midnight to Saturday
midn light,
(b) The normal work week shall be five days of eight
hours each; and shall begin Monday and run through
Friday.,
( c ) The hours of work shall be from 8:00 A.M. to 12 : 00
noon, and from 1:00 P.M. to 5:00 P.M.
STANDBY
For one man (alternated) in Electric Department over
weekend (60hours) - 4 hours regular pay, plus call out
time,
OVEN IME
(a) An employee having to work through a lunch period
shall be paid overtime,
(b) An employee required to perform work before 8:00 A.M.
or after 5:00 P.M. on any regular work day shall be
paid overtime,
(c) An employee required to perform work on a recognized
holiday or after 5:00 P.M. Friday and before 8:00
A .M. Monday shall be paid overtime,
(d) Overtime shall be computed to the nearest quarter
hour.
(e) Any employee called outside of regular work hours
shall be allowed not less than two hours pay at
the overtime rate.
(f) Overtime compensation shall mean a rate of pay
equivalent to one and one-half (1�) times the
Standard rate of pay.
HOL IDAXS
The following are the recognized paid Holidays allowed
by the District.
New Years Day -- January 1st
Washington's Birthday -- February 22nd
Memorial Day -- May 3 0th
Independence Day -- July 4th
Labor Day -- First Monday in September
Veteran's Day --- November llth
Thanksgiving Day --- Fourth Thursday in November
Christmas Day -- December 25th

HOLIDAYS - ( Cont inued )
When any of the allowed holidays fall on a Saturday,
the paid holiday will be observed on Friday preceding.
If a holiday falls on a Sunday, the following Monday
will be observed.
TRANSPORTATION
(a) At the discretion of the District, transportation
shall be furnished all employees in the performance
of their duties,
(b) Any employee asked to use his own personal means
of transportation for District business shall be
reimbursed at the rate of 124� per mile, or $1.00
per day as the District may elect.
INCLEMENT WEATHER
Employees who shall report for work on regular work days
and who are unable to perform such work because of in-
clement weather or similar causes, shall be paid for a
minimum of four hours. However, they may be held pending
emergency calls, or for instructions or miscellaneous
work in the warehouse or other sheltered locations.
LEAVE OF ABSENCE
(a) Leave of absence shall be granted to regular employees
for urgent substantial personal, reasons, providing
that adequate arrangements can be made to take care
of the employee's duties without undue interference
with the normal routine of work. Leave will not be
granted if the purpose for which it is requested may
lead to the employees resignation.
(b) An employees status as a regular employee shall, not
be impaired by a leave of absence,
(c) An employee may be paid his regular salary if leave
of absence is occasioned by a call for Jury Service,
or while in Civil Defense Duty, or in connection
with National Guard Duty,
VACATION
(a) An employee who has worked as a regular employee
for the District for a period of twelve consecutive
months shall be entitled to five work days with full
pay,

VACATIONS (Continued )
(b) An employee who has worked as a regular employee
for the District for a period of twenty-four or
more consecutive months shall be entitled to ten
work days with full pay,
(c) An employee who has completed ten years of con-
tinuous service with the District shall be entitled
to fifteen work days with full pay.
(d) All vacations shall be taken on consecutive days
unless otherwise mutually agreed upon between the
District and the employee. Vacation periods may
be split only once if not taken on consecutive
days,
(e) Any employee who shall leave the District before
taking his regular scheduled vacation, shall be
entitled to receive full pay for the days covered
by his vacation period.
(f) Vacations may be scheduled at any time from the
first of the year to the end of the year by mutual
agreement of District and employee.
(g) Before April lst of each year, there will be a sign-
up in each department so that employees may designate
their choice of vacation periods. The District
shall prepare and post the annual vacation schedule
on the basis of such sign-up, effecting, ,"%whtrever
possible, the selections of the employees in the
order of their seniority classification. Vacation
lists shall be posted on or before April 15th of
each year.,
SAFETY
(a) Safety belts for the electric department shall be
furnished at the expense of the District. Every
effort should be made by the employee to maintain
them in good condition because his safety may de-
pend on his equipment.
(b) Safety meeting shall be allowed during the course of
the regular working hours, to be scheduled at a time
agreeable to the Superintendent and Manager, approxi-
mately four hours per month,
(c) The District shall make reasonable provisions for the
safety of employees in the performance of their work.
Employees shall jointly cooperate in promoting the
responsibility of the individual employee with regards
to the prevention of accidents,,

(d) The Superontendent shall establish a safety inspection
committee to function in the prevention of accidents
by ascertaining unsafe working conditions and at least
every six months recommend any measures to be taken
for correction thereof, in writing to the Mana fer .
(e) The District reserves the right to draft reasonable
safety rules for employees and to insist on the
observance of such rules o
UNION ACTIVITY
The District will not discriminate against an employee because of
his membership in a Union, and employees are expected not to
discriminate against any employee because of his non -affiliation
with a Union.
SICK LEAVE
(a) Employees, after one year of continuous service, shall
be entitled to f ive days of sick leave with pay.
(b) Employees, after two years of continuous service, shall
be entitled to ten days sick leave with pay.
(c) After three years of continual employment, an employee
shall be entitled to accrue sick leave up to a maximum
of thirty days. The District may require satisfactory
evidence of an employee's sickness or disability which
shall 'be either certified by a doctor ' s verification or
or other substantial proof. It it is found that the
employee is taking advantage of sick leave provisions,
said employee shall forfeit all sick leave accumulated
up to date.
(d) Nothing in the foregoing articles shall be interpreted
to entitle the employee to sick leave while on vacation,
temporarily laid off by the District, upon severance of
employment, or while receiving industrial compensation.
FUNERALS
Two days paid time off for attending funerals of immediate
family members only
EXPENSES
(a) If District requires an employee to perform work for
one and one-half hours or more beyond regular work
hours* it shall provide him with a meal approximately
one and one-half hours after regular quitting time,
and with meals at intervals thereafter of approximately
four hours, but not more than five hours, for as long
as he continues such work,

EXPENSES (Continued)
(a) Continued: The cost of any such meal and the time
necessary to consume same shall be a District ex-
pense. The time taken to consume these meals up
to one-half hour (�) shall be considered work time,
(b) If an employee, who is entitled to meals at District
expense, does not accept any such meal, the District
nevertheless shall allow him time with pay equivalent
to the t ime usually taken to eat a meal , namely, one-
half hour,
GRIEVANCE PROCEDURE
(a) As the initial step in the adjustment of a grievance,
the employee shall discuss same with the Superinten-
dent in Charge. If the grievance is not settled in
this manner the employee shall request and be granted
a hearing with the manager o Should the grievance
still not be settled to the satisfaction of the em-
ployee, he shall request and be granted a hearing
before the regular meeting of the Board of Directors.
Their finding shall be final and binding,
(b) No deduction in time shall be made of any employee
in presenting and, discussing his grievance before
the parties above mentioned,
ADDITIONAL WORK COND IT IONS
The District reserves the right to temporarily work any classified
electric employee on work in connection with it's water system,
or any classified water employee on temporary work on the electric
system, without changing the rate of pay or classification of such
employee.
The District is to be the judge as to the competency and fitness
of prospective employees and of the satisfactory performances of
work by any employee . All persons making application shall have
equal employment opportunity without regard to race, color, creed
or national origin,
Any employee is privileged to present in writing any suggestions,
additions, or changes to the above "Conditions of Employment" for
the consideration of the Board of Directors, on or before April
le 1967 .
