Mr. Rose explained he did a published tarri not propose the District do as Sierra Pacific but was using this as an example* Mr Rose read paragraph . from his letter which stated as follows utilities in this area do not make similar 1; (e) other ut i charges* For example: Sierra Pacific Power Company in the Reno -Sparks area will make a free line ex- tension up to 60 feet and no hookup charge for an individual; and for subdivisions the initial cost of line extens ions , distribution system and service connections born by the developer is rebated by the Power Company at the rate of $ 285.00 or more for every us er who connects over the succeeding 10 years with .. maximum rebate being limited to the total cost of the line extens ion and distribution costs* There is no hookup or source charge. The Brockway Water Company which serves in excess of twice as many customers as the TPUD rebates the cost of line ex- tensnns as users connect and no hookup or source charge . " Mr. Rose stated he was proposing that the District follow a policy re directl in line with what other companies are doing. Chairman mo Y Aweeka stated the District could not apply the same method as other companies because when they supply water they know that the develop- ment will be completed in a year or two. This cannot be done in this area as it takes • years to develop. Mr. Rose stated this was his point. He could not see creating source and storage ten or twenty years in • was not going to be used* Chairman Aweeka advised advance if It g overload ` resent users, but any the District has enough water to Supply"present on the er if the District commit he system would put it in j eapordy. Zeph requested that the problem be evaluated and asked four a reasonabb resolution. Manager read Resolution #66170 4 Mr. H ulgate made comments inregards to the resolution and stated it did not provide for subdividers providing their own supply. Chairman Aweeka stated the resolution should not apply if subdividers have their own supply. Mr. Houlgate felt the resolution should be erased and amended. Manager requested that --.he be given time to make a study to see if their should be revisions. Zeph requested con- firmation on his letter to the Board, dated November 16, 1966 which reads as follows`: "This letter- confirms our discussion at your board meeting November 15, 1966 as follows: 1. In reference to Resolution No. 6617, it was not and is not the intent of the Truckee Public Utility District to make a water source charge of subdivision developers -who provide an adequate water system including storage facilities that meet TPUD specifications. h 2. Truckee -Tahoe Lake Estates may utilize the present TPUD connected source without a source charge with the express understanding that Truckee -Tahoe Lake Estates will provide an adequate source system prior -to the development of 300 additional lots or prior to the Prosser Lake Heights well being used at 5 0% of its capacity, 'whichever occurs first. 5 Thank you for the courtesy of your time -and for the reasonable attitude yo- m. have shown on this important matter. YPlease acknowledge our understanding. Very truly yours, v Zeph D. Rose, President " n i Discussion ensued concerning sub -dividers developing wells and the t cost to the District to maintain them. Manager was instructed to send letter of confirmation as requested in Mr. Rose's letter of November 16, 1966* Raymond Vail, Engineer requested permission to ask questions concern- ing the discussion between Zeph Rose and the Board. Mr. Vail asked what the $100.00 water connection fee covered. Manager advised this provided for a water meter and two values, plus labor. Mr. Vail understands this fee is to tie-in to the present system and does nothing to improve the system. Mr. Vail asked if a developer puts in his own well he would not be subject to the assessment* Chairman Aweeka stated the District discourages developers putting in wells. Mr. Rose started developing his well in 1965 before the resolution was adopted' and in this case only the Board would make an acception. Mr. Vail wanted to know if a developer does provide storage facilities is he going to receive a credit for this and also will he get credit. if he provides a source. * 3 E :ET REs VZ) by the Bow of DirectOXS of TrUCkOe Public UtilitY iSr iCt t that that Certain Grant DeOd fron CwS* BegWero and Ervlaa M& terse his wife# dated August 4, 1964 convey right and title to a parcel lam in the County of blevadas state of California* descrIbed as: Cxmmejng a-t the Nortmest corner of Lot 24 as shy on the plat of "Panderosa Palisades, Unit Nom 111 recoreded in the office of said recorder in Book 2 of Maps, at Page 24, said NortbWest being the Northerly lie of said 200,000 acre tract; there, along said Northerly line, South 820 3113 0" West 34 7 ,ooo feet and south 710 0601 o " west 47.00 feet to the true point of beginning of the parcel of land to be herein des= * thenceiv from said point of beg inning , continuing along said Northerly 11 . south. 710' 10" hest 382,o87 feet; theee leaves said Northerly line, south 9007' 101, East 309.92 feet i thence.
