WHEREAS, Southern Pacific Company has provided an agreement
to set poles on each end of the freight house in
Truckeee, California, to support service leads .from
secondary lines across the road, without monetary
consideration,
NOW THEREFORE BE IT RESOLVED, that the Truckee Public Utility
District Board of Directors does hereby accept this
Agreement, number L-Truckee (4340) and that the
Chairman and Clerk of the Board are herewith authorized
to sign the agreement on behalf of the District

The members of the Board of Directors of the Truckee Public Utility
District met in a regular meeting at the office of the District on
Main Street at 7:30 P.M.

Upon roll call the following directors were noted present:
Aweeka, Firpo, Rose* Director Waters arrived at 7 :45 Director Doyle
arrived at 9:00 P.M.
Guests: Raymond Vail, John Houlgate l Zeph Roses Chuck Lomax, Karl
Kuttel.
District Employees present: Longo,-Midyett l Cattan

Minutes of December 6, 1966 were read and approved subject to the
following correction: Page 195 - Manager reported the valuation
on the facilities at Donner Lake }totaled -$188,000,00.

Agreement to set a pole at each end of the Freight House in Truckee

Moved by Director Firpo, seconded by, Director Rose, the bills paid -
and the bills for Boards approval be paid as listed. So carriedo

Rose what he based his beliefs on. Mr. Rose advised he stated this in
his letter* Chairman Aweeka referred to a paragraph in Mr. Rose's

There is
no hookup or source charge. The Brockway Water
Company which serves in excess of twice as many
customers as the TPUD rebates the cost of line ex-

Mr. Rose stated
he was proposing that the District follow a policy
re directl in line with what other companies are doing.

companies because when they supply water they know that the develop-
ment will be completed in a year or two. This cannot be done in this
area as it takes

Mr. H ulgate made comments inregards to the resolution and stated
it did not provide for subdividers providing their own supply.
Chairman Aweeka stated the resolution should not apply if subdividers
have their own supply. Mr. Houlgate felt the resolution should be
erased and amended. Manager requested that --.he be given time to make
a study to see if their should be revisions. Zeph requested con-
firmation on his letter to the Board, dated November 16, 1966 which
reads as follows`:
"This letter- confirms our discussion at your board meeting
November 15, 1966 as follows:
1. In reference to Resolution No. 6617, it was not and is not
the intent of the Truckee Public Utility District to make a
water source charge of subdivision developers -who provide an
adequate water system including storage facilities that meet
TPUD specifications. h
2. Truckee -Tahoe Lake Estates may utilize the present TPUD
connected source without a source charge with the express
understanding that Truckee -Tahoe Lake Estates will provide an
adequate source system prior -to the development of 300
additional lots or prior to the Prosser Lake Heights well being
used at 5 0% of its capacity, 'whichever occurs first.

Discussion ensued concerning sub -dividers developing wells and the t
cost to the District to maintain them.
Manager was instructed to send letter of confirmation as requested
in Mr. Rose's letter of November 16, 1966*
Raymond Vail, Engineer requested permission to ask questions concern-
ing the discussion between Zeph Rose and the Board. Mr. Vail asked
what the $100.00 water connection fee covered. Manager advised this
provided for a water meter and two values, plus labor. Mr. Vail
understands this fee is to tie-in to the present system and does
nothing to improve the system. Mr. Vail asked if a developer puts
in his own well he would not be subject to the assessment* Chairman
Aweeka stated the District discourages developers putting in wells.
Mr. Rose started developing his well in 1965 before the resolution
was adopted' and in this case only the Board would make an acception.
Mr. Vail wanted to know if a developer does provide storage facilities
is he going to receive a credit for this and also will he get credit.

BE IT RESOLVED by the Board of Directors of Truckee Public Utility
District, that that certain Grant Deed from C.S. Beavers
and Ervina M. Beavers, his wife, dated August 4, 1964
conveying right and title to a parcel cl land in the County
of Nevada, State of California, described as:
Commencing at the Northwest corner of Lot 24 as shown on the
plat of "Ponderosa Palisades, Unit No. 1" recoreded in the
office of said recorder in Book 2 of Maps, at Page 24, said
Northwest corner being the Northerly line of said 200.00
acre tract; thence, along said Northerly line, South 820
4313011 West 347.00 feet and south 710 06' 10" West 47.00
feet to the true point of beginning of the parcel of land to
be herein described; thence, from said point of beginning,
continuing along said Northerly line, South 71006' 10" Nest
382.87 feet; thence, leaving said Northerly line, South

Director Firpo asked in developing subdivisions is there much
difference in roads, pipe lines, etc. Some pay $1000per acre others
pay $ 3 , 000 per acre and the lots all sell for about the same*
Mr. VAU stated develpment costs vary. There was a 25/ difference
between Ponderosa Palisades and Fairway Estates*

Mr. VAil requested an answer on the credit as soon as possible.

Director Firpo stated there was a possibility of his going into a
corporation to .develope 500 lots and would like the attorneys opinion
as
to whether this would interfer with his position on the Board
and if he should resign* This would apply to Director Rose also*

employees should be cony fenced that they can come and negotiate
freely with the Board. Manager was instructed to ask the employees
exactly what they want,'so this matter can be taken care of,

Manager reported he has an estimbte- on one base station unit and one
mobile11unit . Price quoted totaled $ 2, 000.42 . Manager stated he

unit in February. 'The board gave no objections to ordering the units:

Manager read letter from Bank of America dated December 16, 1966
advising the, District they would not beable to make a loan to the
District at a lower rate of interest then that was being offered.
Manager read letter from Wells ' Fargo Bank dated December 2, 1966
offering their services*
Manager requested the Board- give consideration to a $100.00 per month
increase in pay .to Tom . Paulus, District Account. Upon recommendation
of the manager motion wasmade by Director Firpo and' seconded by
Director Rose, Mr.' Paulus be given an increase in salary in the
amount of $100.00 per month effective January 1, 1967. So carried.

Manager reported during the Miles fire, 140/160, 000 gallons of water
was used.

and have them include -the ladder truck under their insurance policy.
Manager stated this could be done with little cost to the Fire District.
Manager also asked if he should continue paying the crew while they .....,�
were out on a fire call. Board instructed Manager tc continue to
pay the crew. T
There being no further business to be brought before the Board,
it was moved by Director Rose and seconded by Director Waters the
meeting be adjourned at 10:40 P.M. So carried.
