February 21, 1967
The members of the Board of Directors of the Truckee Public Utility
District met in a regular meeting at the office of the District on
Main Street at 7:30 P.M.
Upon roll call the following Directors were noted present:
Aweeka, Firpo, Waters, Doyle. Absent: Rose
Guests: Mr, Wadsworth
District employees present: Longo, Cattan, Paulus, Haltom,
V ieu , Silva, Tramley, Grow

Moved by Director Doyle, seconded by Director Firpo, the bills paid
and the bills for Boards approval be paid as listed. So carried.
Manager reviewed operating statistics as submitted and pointed out
that we had fewer consumers per mile and a greater investment per
consumer due to line extensions primarily in sparsley occupied sub-
divisions. The District is required to provide electrical facilities
to all applicants but in some of the recent sub -divisions it has
been done at a great cost with little or no return, at present.
At this date Olympic and Prosser Lake Heights are on a paying basis.
George Cattan further evaluated on the topic and his findings are
as per attached and made part of these minutes.
RESOLUTION #6703 - Should be accepted as a result of the preceding
information. The changes are 500 feet provided at District expense
and 3� per foot beyond the first 500. Old Resolution now states
that the first 1000 feet are provided by the District and 1�1 per
foot beyond the first 10001. At the Chairman's request the new
resolution was read verbatom. Following the reading Roy Waters
moved for the adoption of Resolution 6703, Seconded by Paul Doyle.
Passed and adopted by the following roll call vote:

The L-4 rate is now void and all utility rates must be posted in
trailer courts to discourage exorbitant rates being assessed in-
dividual trailer homes. District does not want to serve individual
trailer homes and prefers them to receive power from one point of
delivery.
Mr, Wadsworth representing IBEW Union was Introduced and after much
discussion the Board would recognize him as the employees interim
agent for negotiations and would further agree to accept one of the
employees as a shop steward. No formal document will be signed by
the District however, Mr, Wadsworth suggested that he and a re-
presentative of the District meet in a preliminary meeting to discuss
benefits in lieu of the current agreement that expires 4/l/67 .
Chairman Aweeka personally felt the entire Board should bepresent
at any discussions, Wadsworth stated the most pressing itme the
employees desired was grievence procedures but did not elaborate
further. Waters asked that the agreement be reviewed and poss:ibily
revised then submitted for Board approval, After polling the
Directors present this method was accepted. Doyle thought it ad -
visible for Manager Longo to enter into the preliminary draft:: Firpo
and Waters verbally agreed to this procedure, Firpo inquired as to
the disposition of Water Dept. personel in the event the Water Dept.
was contracted to an outside firm. Wadsworth stated that every
effort would be made, by mutual agreement, to transfer them into
the electric dept . He further stated that the Union would in no way
attempt to dictate policies to the District and acknowledged
Aweek' s statement that the District wasnot on the same financial
level as Sierra Pacific or Sierra Plumas . He further stated that
his organization was dedicated to service and not profit, identical
to the District, At this point Wadsworth along with Water and
Electrical personel departed*

It is seen from above figures that the revenue obtained from subdivisions
is rather low compared to amount spent; which is normal for subdivisions
in this area.
The loan application to R.E.A. stipulated that the sum of $199 , 53 0.00
was to service 181 customers, and we have actually spent $200, 768.43 and
the number of customers is approximately 70.
This remaining amount of $ 3 9 , 5 28.3 3 will not be sufficient to finance
the new and existing subdvisions for 1967 namely:
Ponderosa Palisades Unit 2.3 & 4 - new
Tahoe Meadows - new
Prosser Lake View Unit 2 - new
Ponderosa Fairway Estates - new
Ponderosa Palisades Unit 1 - existing
Prosser Lake View Unit 1 - existing

RESOLUTION #6703
BE IT RESOLVED: By the Board of Directors of the Truckee Public Utility
District as follows:
1. That Rules and Regulations for Electric Service for RULE X,
Paragraph 2, shall no longer be in effect and shall be re-
vised as fol lows :
A building, a portion of a building, a group of buildings,
or an automobile trailer camp site containing more than one
premise will receive service through a single point of de-
livery if the District determines that it is not reasonable
or feasible to serve each premise directly. In such instances,
the operator of the building, portion of building, or group
of buildings may furnish electric service to the individual
premises therein, and the cost of such service may be included
in the rent for such premises, provided that no separate
charge is made therefor. Beacuse of extreme variations
which mayoccur in energy consumption among tenant of
automobile trailer camp sites, and because of the transient
nature of such tenant, operators of such camp sites who re-
ceive through a single point of delivery and include electric
service in the facilities furnished to their tenants may
employ metering equipment as a means of retroactively adjust-
ing rental charges for such extreme variations, provided
that the rate to be charged to the tenants are approved by
theDistrict . Such rates will be calculated on the immediate
past year Kwhr consumption and will give the trailer camp
owner sufficient margin to provide for over -head, reading of
meters and collections. The operator must agree to keep
posted in his office and in the service room of the camp a
copy of the rates being charged his tenants,
Enforcement:
Customers who are receiving service in conflict with this
rule and who fail to bring themselves into conformity within
a reasonable time after receiving written notice from the
District shall have their service discontinued.
2. That Rules and Regulations for Electric Service for RULE XV
Paragraph 3. (a) shall no longer be in effect and shall be
revised as follows:
The District will extend its single phase distribution lines
up to a distance of 500 ft. per applicant at no cost to the
applicant if applicant will guarantee to pay a minimum
monthly charge of five dollars $5.00) for a period of sixty
(60) consecutive months. The total lenght of free footage
for an extension will be determined by the number of applicants
to be served by the extension at the rate of 500 f t . , per
applicant, ( See Section (b) (1) ) .
3. The Rules and Regulations for Electric Service for RULE XV,
Paragraph 3. (b) shall no longer be in effect and shall be
revised as follows:
In those cases; when an extension of more than 500 ft . per
applicant is necessary in order to extend service to the
applicant (s), the guaranteed monthly minimum for a period

of five years will be increased at the rate of three cent
($ .03 ) per foot of line required in excess of 500 ft . per
applicant.
PASSED AND ADOPTED by the Board of Directors of the Truckee Public
