April 18, 1967
The members of the Board of Directors of the Truckee Public Utility
District met in a regular meeting at the office of the District
on Main Street at 7:30 P.M.
Upon Roll call the following Directorswere noted present,
Aweeka, F irpo , Rose, Waters, Doyle
District employees present: Longo, Midyett, Cattan, Vieu
Guests: Dave Irmer, Earl Hag.a dorn, Mr, Northrup

approval with the exception of Motorola
be paid as listed. So carried.
Director Doyle asked manager if it was necessary to send a senior
lineman to Reno for supplies. Manager advised Mr . Hal
Haltom used his
own pickup, he could trust him in handling, loading and purchasing
the right width of reel. Dir. Doyle felt manager used poor
judgement in the matter* Dir. Firpo asked the reason for"sending
the bookkeeper to look at snow equipment as Paulus had g
d told him he
new nothing about equipment, Dir. Firpo advised he went to the
show in San Francisco and they will came and give a demonstration
at District's request. Chairman Aweeka advised manager used
discretion as he saw fit,
REPORT ON RESOLUTION FIXING ASSESSMENT
Report made by manager was gone over and each location discussed
Director Rose added the following comments to report:
FairOaks - $ 200 , 00 an acre* Subdivision inside District
is only connection charge.
Roseville - The $180.00 is for sewer connection
$45.00 for a 3/4 inch connection
$60.00 for a 1 inch connection
Nevada Irrigation - Do not charge for source
Davis - In the City of Davis there is no charge to sub-
divider. Hookup fee only - plus time and material
Portola - Like Davis. Only time developer pays is when he
is connected,
Manager advised he has requested follow up informat ion . Director
Rose stated we are now getting information that we need, but we
are not ready to make an intel igent decision as yet,
Mr. Dave Irmer entered the conversation at this time and suggested
the manager contact recreational areas such as Clear Lake, Big Bear,
Lake Arrowhead, Santa Cruz and the Myers Water Co. at the South
end of Lake Tahoe. Mr. Lowell Northrup related Boards action
at Alpine Springs. They are assessing $10.00 a year on lots
that have water piped to them but ado not have homes on the lots.
The $10.00 fee is only applied when the Board feels it is necessary
and when they see fit to do so. Mr. Irmer stated the Homeowners
Association has the power to levy assessments. If each lot owner
was assessed a certain amount as Mr. Northrup suggested one billing,
to cover all lot owners, could be sent to the Homeowners Association
and their Board would levy the assessment. Mr. Irmer advised he
would rather see this than the $250,00 assessment now in effect.

D it . Firpo stated if he remembered correctly Mr, Irmer agreed to pay
the advanced assessment charge of $250.00. There seemed to be a
question on the statement so manager read minutes of August 16, 1967
relating to Tahoe Meadows Unit #1.
DAVE IRMER - TAHOE MEADOWS Now known as Sierra Meadows
Mr. Irmer requested approval of revised zoning on Sierra Meadows
Unit 1A. Two areas are to be turned into seven parcels of land
to be changed from Commercial to residential. Each parcel to be one
acre, Mr, Irmer advised he would need a letter to the Real Estate
Commission approving the map, The lots are to be sold as one acre but
it is understood that they can be split and that the assessment
charge will still apply to each subsequent connection. If the lots
are split $ 25 0.00 will be charged for each connection on the one
acre, Mr. Irmer stated this provision has been covered under the
articles of the Homeowners Association, Manager asked about an ease-
ment for water on the revised map, Mr. Irmer advised the District
would definitely be granted an easement, there would be no problem.
Manager was instructed to write the Real Estate Commission approving
sections in Sierra Meadows #1 being changed from Commercial to
Residential.
Mr. Irmer asked if the assessment will still apply as he has Unit 02
consisting of 135 home sites on the drawing board, Chairman Aweeka
stated the resolution was still in effect until further study could
be made and the Board would advise him of their decision in about
thirty days.
Mr. Hagadorn appeared before the Board inregards to the West River
Road Water Line, Mr. Hagadorn requested permission to arange for
P�, Mr. Ness, a Bond Attorney to appear before the Board in order to
explain the 1911 and 1915 Bond Act. Manager explained the Board was
reluctant to obligate the entire District inregards to the possible
104: tax levy. Chairman Aweeka stated the District has never levied a
tax and Mr. Hagadorn wasput t ing the Board into a position of doing so.
Hagadorn stated the tax would not be levied unless the Board desires
to do so. Following further discussion Hagadorn stated he would
arrange for a meeting with Mr. Ness at an early date,

Manager requested authorization to reduce District use rate from 24r4
to 1h 4f per Kwhr. Manager explained purpose of reduction and
exactly what the rate covered, Moved by Director eaters, seconded
by Director Doyle - Utility District use rate be reduced to lh4: per
Kwhr. So carried.
SIERRA PACIFIC AGREEMENT REPORT
Fifteen copies have been prepared for execution. Copies sent to
REA and Federal Power Commission. Mr. Campbell to meet with
McDonough sometime this coming week, We are await ing approval from
REA. Schedule of payments to be added. Application made to PUC on
the loth of April.
HOFERT SPRING
Will have objections from Hofert Co. and Fish & Game and Charles
Spillner. Manager could find no protest from Sanders. Letter from
McDonough dated April 16tY.eVcDonough finds no record on the flow
of the river. Discussion ensued and manager was instructed to contact
Southern Pacific and obtain any information they might have on the
creek. Fish and Game Dept. does not have a measurement of flow*

MANAGERS REPORT
Copies of recommendations relative to Wage -Policy were sent to ".Mr .
Wadsworths . No answer received as yet as Mr, Wadswoth has been ill.
David Vieu felt he should have received a streight 254�, per hour
instead of the 3;2-0/o increase. Vieu stated he was doing five different
jobs and really couldn't be classified under serviceman.
Manager reported he could not qualify for the 3k increase due to the
fact that he is an officer of the Board. Board advised they would
take the matter under consideration.
Sanitary District Assessment:
Manager spoke to Secretary inregards to the 120 acre parcel -
no report as yet.
If a bank appraiser cannot make appraisal of the land at the "Y"
Attorney Chamberlain advises the Board can put a set price on the
property. Board instructed manager to contact Bank of California
and Crocker -Citizen.
Donner Trail - Parcel of land at Donner Trail referred to as Parcel B
must be appraised same as other land to be disposed of,
Smith -Morse Deed - President authorized to sign deed transferring
this ownership from the District*
A no host luncheon to be held in honor of Senator Teale . Directors
are invited to attend.
California Rural Electric Cooperative Association - Annual Meeting
San Diego, May 6th, 9:00 A.M.
Department of Water Resources - Sacramento, May Sth - Water Well
Standards - Codes are to be changed.
Retirement dinner for Tramley has been cancelled, There seemed to be
some question if Tramley was told to retire or if he was going to
retire on his own. Manager stated Tramley was asked if he wanted to
retire and this he did on his own volition,
There being no further business to be brought before the Board the
meeting was adjourned at 10 : 25 P.M., motion made by Director Doyle
seconded by Director Waters.
