The members of the Board of Directors of the Truckee Public Utility
District met in a regular meeting at the office of the District on
Main Street at 7:30 P.M.
Upon roll call the following Directors were noted present:
Aweeka, Firpo, Rose, paters. Dir. Doyle arrived at 7 :40 P.M.

Discussion ensued concerning Wedcobills. Director Firpo stated
he spoke to a gentlemen, whose name was withheld, and he advises
that some of the merchandise purchased could be cut down 30/40%
if purchased from other companies. Manager stated if items could
be purchased for less he would do so. D it . Firpo stated he would
like to see orders put up for bid. Manager stated if the Board
wants him to call for bids he would do so. At this point Dir.
Firpo used profanity in calling the manager a 1 ier . Recording
secretary left the room, upon returning to themeeting Nate Topol
was informing the Board how Douglas Lumber handles their purchasing*
Moved by Director Doyle, seconded by Director Rose the bills paid
and the bills for Boards approval be paid as listed. So carried.
NATHAN TOPOL
Manager gave a brief resume of the 10 inch water line installation
to Douglas Lumber Corporation in 1965. Manager stated he felt
the District has an interest in the line as we have 8 customers
connected and we have an obligation because of the customers, If
Board agrees manager feels an allowance of $3,000.00 over a period
of five years would take care of District share. Douglas Lumber
Corp. is trying to recovery $15,000,00 of the water line over a
twenty year period* At the present time the District is billing
Douglas Lumber Corp. $55.00 a month for an estimated 300,000
gallons of water. The purpose of the line was for fire protection
only to the Mill. The reason the District tied into the line
was that they needed a new line to serve the 8 customers presently
connected and felt it feasible to do so. Nate stated T's were
put in so hookups could be made for future expansion. Chairman
Aweeka c ould not see where there would be any expansion in that
area, Director Waters could see no reason why the District should
be involved at all as it was agreed that Topol would put in the
line at his own cost. Nate reported that there was a verbal
agreement that Douglas Lumber Corp. would beable to recover the
cost of the line.
Further discussion ensued concerning the agreement and manager ad-
vised he would research the minutes for further information.
Electric Service Contract discussed. Nate does not agree with
the 600 Kw minimum incurred on his April Bill. Nate stated the
way he understood the contract was that he would pay $630,00 for
the demand and the energy. Douglas Lumber Corp. was bill for
600 Kw while only using 480 Kw which is in accordance with the
Rules, Rates & Regulations of the District. Manager and District
Engineer agree that there is a misunderstanding concerning the
contract and in the way the rate is being applied. Manager stated
he would take the matter up with Attorney McDonough.
ELECTION OF PRESIDENT OF THE BOARD
Following disucssion the Board agreed that Edward N. Aweeka re-
main Chairman of the Board until the general election to be held
in November of 1967.

SIERRA PACIFIC PURCHASE AGREEMENT
Manager reported he met with Ralph Cromer, Martin McDonough and
Richard Campbell. Exhabit A - 24 pages consisting of property
inventory, original cost less accured depreciation valuation as
of September 1, 1966 was reviewed at the meeting, Manager reported
it will be the end of June or around the lst of July before
transactions are completed.
REPORT ON WATER CONNECTION
Manager reported he has received about half of the information
he requestion from other water companies. Dave Irmer has
contacted a number of water companies and he will give the District
a report, Manager hopes to have a report for the Board by the
SINNU,, May 16th meeting.
At this time Chairman Aweeka asked for files on C.S. Beavers.
Chairman advised that Mr. Beavers says the District cannot charge
him for source and storage. Manager read Agreement dated April 10,
1962 concerning the provision of water to the subdivision.
Agreement dated January 1963 read and manager commented on
Condition #4 pertaining to sewer facilities. Manager stated the
District has no control over this that it comes under the
jurisdiction of the Health Dept. An easement will be needed
accros s District property when Mr, Beavers puts in Ponderosa
Palisades -Commercial. Manager feels the easement should be given.
Manager will contact the attorney for his opinion concerning the
charge for source and storage.
LAND AT "Y"
Manager contacted theBanks as instructed but they would not con-
sider making appraisal. Drainage on the property was discussed
and it is believed that the water is coming from the new CHP bldg.
The Directors set a price of $ 7 5 , 000.00 for the property, terms
not to be stipulated in the bid. Following further discussion
the matter was tabled .
MANAGERS REPORT
Approval of highway crossing for intert ie line with Sierra
Pacific Power Company received .
Easement from Richard Joseph obtained for a line by Spring Lane
in Gateway*
Delivery of pickup and radio installation scheduled for this
week.
Director Doyle again brought up the purchasing of a tape recorder
in order to have an accurate record of all Board meetings.
Manager was given authorization of purchase a tape recorder.
Douglas Lumber Corporation substation has been completed.
16 Transformers remaining to be converted.
The Conversion should be completed in about six weeks.
George Cattan present the following report on Douglas Lumber
Corporation concerning the discussion earlier.
"According to our rate schedule, Douglas Lumber monthly _
minimum would be 5 0% of highest demand occur ing during
the 12 months ended with the current month,
His highest in April 3rd1967 2172.00 = 1086$

But his contract stipulates that the minimum charge
shall be $630.00, which was a privelege given."
'Inhere being no further- business to be brought before the
Board motion made by Director Waters and seconded by Directo Rose
the meeting be adjourned at 10 : 55 P.M. So carried.

WHEREAS: The District is engaged in rendering Public Utility
Services to the Public and the Employees, Management
and Directors, recognize that there is an obligation
on each for the continuous rendition and availability
for such services; and,
WHEREAS: The welfare of the Public depends upon the loyal and
efficient work and service of all employed or associated
with the District in any capacity; and, individually
and collectively all are expected to use their influence
and best efforts to protect the properties of the
District and it's service to the Public and to cooperate
in promoting and advancing the welfare of the District
and in preserving the continuity of it's services to
the Public at all times;
NOW, THEREFORE BE IT RESOLVED, that for the purposes of promoting
harmony and efficiency among the employees of the District,
the Board of Directors propose, agree and herein set forth
the following:
CONDITIONS OF EMPLOYMENT
(Effective May 1, 1967 )
(a) Employees shall be classified as either regular
s or casual (temporary).
(b) A regular employee is one who has completed six
months of continuous service with the District,
(c) A casual (temporary) employee is one hired for
occasional or seasonal work or for a limited time.
(d) New employees hired for a regular classification
shall be placed upon a six months probationary
period, at the end of which time, if (s)he has
demonstrated his ability and qualifications there-
fore, (s)he shall be given a definite classifica-
tion as hereinafter set forth.

WORKING HOURS
-
(a) The established work week for all herein classified
employees is from Saturday midnight to Saturday
midnight .
(b) The normal work week shall be five days of eight
hours each; and shall begin Monday and run through
Friday,
(c) The hours of work shall be from 8 : 00 A.M. to 12 : 00
noon, and from 1:00 P.M. to 5:00 P.M.
STANDBY
For one man (alternated) in Electric Department over
weekend (60 hours) - 4 hours regular pay, plus call
out time.
OVERTIME
(a) An employee having to work through a lunch period
shall be paid overtime,
(b) An employee required to perform work before 8:00 A.M.
or after 5:00 P.M. on any regular work day shall be
paid overtime.
(c) An employee required to perform work on a recognized
holiday or after 5:00 P.M. Friday and before 8:00 A.M.
Monday shall be paid overtime,
(d) Overtime shall be computed to the nearest quarter
hour.
(e) Any employee called outside of regular work hours
shall be allowed not less than two hours pay at
the overtime rate.
( f ) Overtime compensation shall mean a rate of pay
equivalent to one and one-half (11-2) times the
Standard rate of pay.
HOLIDAYS
The following are the recognized paid Holidays allowed
by the District;
New Years Day - January lst
Washington's Birthday - February 22nd
Memorial Day - May 30th
Independence Day - July 4th
Labor Day - First Monday in September
Veteran's Day - November llth
Thanksgiving Day - Fourth Thursday in November
Christmas Day - December 25th

HOLIDAYS (Continue,
When any of the allowed holidays fall on a Saturday, the
paid holiday will be observed on Friday preceding. If
a holiday falls on a Sunday, the following Monday will
be observed.
TRANSPORTATION
(a) At the discretion of the District, transportation
shall be furnished all employees in the performance
(b) Any employee asked to use his own personal means
of transportation for District business shall be
reimbursed at the rate of 12� per mile, or $1.00
per day as the District may elect .
INCLEMENT WEATHER
Employees who shall report for work on regular work days
andwho are unable to perform such work because of in-
clement weather or similar causes, shall be paid for a
minimum of four hours, Howerver, they may be held pend-
ing emergency calls, or for instructions or miscellaneous
workin the warehouse or other sheltered locations.
LEAVE OF ABSENCE
(a) Leave of absence shall be granted to regular employees
for urgent substantial personal reasons, providing
that adequate arrangements can be made to take care
of the employee's duties without undue interference
with the normal routine of work. Leave will not be
granted if the purpose for which it is requested
may lead to the employees resignation,
(b) An employee's status as a regular employee shall not
be impaired by a leave of absence*
(c) An employee may be paid his regular salary if leave
of absence is occasioned by a call for Jury Service,
or while in Civil Defense Dutys or in connection
with National Guard Duty.
VACATION
(a) An employee who has worked as a regular employee
for the District for a period of twelve consecutive
months shall be entitled to ten work days with full
pay .

(b) An employee who has completed teen years of continuous
service with the District shall be entitled
to fifteen work days with full pay.
(c)
All vacations will be taken on consecutive days
unless otherwise mutually agreed upon between the
District and the employee, Vacation periods may
be split only once if not taken on consecutive
days,
(d)
Any employee who shall leave the District before
taking his regular scheduled vacation, shall be
entitled to receive full pay for the days covered
by his vacation period.
(e)
vacations may be scheduled at any time from the
first of the year to the end of the year by mutual
agreement of District and employee.
(f)
Before April 1st of each year, there will be a sign-
up in each department so that employees may designate
their choice of vacation periods. The District
shall prepare and post the annual vacation schedule
on the basis of such sign-up, effecting, wherever
possible, the selections of the employees in the
order of their seniority classification. Vacation
lists shall be posted on or before April 15th of
each year.
SAFETY
(a)
Safety belts for the electric department shall be
furnished at the expense of the District, Every
effort should be made by the employee to maintain

them in good condition because his safety may de-
pend on his equipment*
(b)
Safety meeting shall be allowed during the course
of regular working hours, to be scheduled at a time
agreeable to the Superintendent and Manager, approxi-
mately four hours per month.
(c)
The District shall make reasonable provisions for
the safety of employees in the performance of their
work,, Employees shall j ointly cooperate in promot-
ing the responsibility of the individual employee
with regards to the prevention of accidents*
(d)
The Foreman shall establish a safety inspection
committee to function in the prevention of accidents
by ascertaining unsafe working conditions and at
least every six months recommend any measures to be
taken for correction thereof, in writing to the
Manager.

(e) The District reserves the right to draft reason-
able safety rules for employees and to insist on
the observance of such rules .
UNION ACTIVITY
The
District will not discriminate against an employee
because of his membership in a Union, and employees are
not to discriminate against any employee be -
expected
cause of his non -affiliation with a Union.
SICK LEAVE
(a) Employees who have completed six months of con-
tinuous
t inuous service with the District shall commence
accruing sick leave at the rate of one day per
month to a maximum of 30 days. {b
The District shall require medical certification}
for verification of prolonged illness. Nothing in the foregoing articles shall be interpre-
te
d to entitle the employee to sick leave while on
vacations temporarily laid off by the Districts
upon serverance of employment* or while receiving
industrial compensation.
FUNERALS
P Two days s aid time off for attending funerals of
immediate family members only.
EXPENS 5...
(a) If District requires an employee to perform work
for
one and one-half hours or more beyond regular
wo
rk hours, it shall provide him with a meal approx-
imately 1 one and one-half hours after regular quitting
time,
and with meals at intervals thereafter of
approximately
oximatel four hours, but not more than five
hours, for
as longas he continues such work. The
cost of an such meal and the time necessary to
consume same shall be a District expense, The
time taken to consume these meals up to one
hour(h) shall be considered work time (b )entitled

GRIEVANCE PROCEDURE
a. As the initial step in the adjustment of a grievance
the employee and/or shop steward or other representative
shall discuss the same with the manager. Should the grie-
vance still not be settled to the satisfaction of the
employee he shall be granted a hearing by a joint grievance
committee composed of an impartial representative and a
representative of the District, Their finding shall be
final and binding, Grievance proceeding not to exceed
forty-eight hours .
The following job description be established:
FOREMAN, LINE, WORKING
An employee engaged in performing all classes of distribution
line work, having full charge of and directing entire crew.
May at times be required to drive vehicle. Must be a Journey-
man Lineman with not less than two years experience as such
is required to drive the line truck and operate the fixed
and attached equipment. Will keep time cards and material
records and other duties as prescribed by District Manager.
Must have a valid California driver's license before assign-
ment to job.
HOURLY rate $4.76 - Effective May 1, 1967
LINEMAN
An employee who is a journeyman and who performs all classes
of transmission and distribution line work when assigned to a
crew under the direction of a Working Foreman or Supervisor of
higher grade. His background of apprenticeship and experience
must be such as to qualify him to perform these duties with
skill and efficiency. A Lineman may be assigned to work with
and under the general direction of a Troubleman and when so
assigned, the type of work he performs and the method of
supervision shall be governed by the rules with respect to the
Troubleman classification.
A lineman may be assigned temporarily to work apart from a crew
e ither along or as a member of a two (2) man unit, without
supery is ion, doing work which may include

1. Framing poles
2. Preassembling material
3. Patroling and inspecting pole and tower lines
4. Testing and inspecting poles
5. Repairing risers and ground mouldings
6 . Pulling slack in anchor guys
7. Replacing guy guards
8. Trimming trees
A lineman may be assigned temporarily toi-work apart from
a crew as a member of a two(2) man unit,, without supervision,,
when the second man in such unit is a one-year apprent ice .
L ineman or higher, doing work which shall include:
1. Taking primary distribution voltage readins.
2. Installing Company -owned customer Outdoor Lighting
service equipment and Street Light fixtures including
making connections on circuits with voltage below
750 volts.
3. Installing all types of Customer's services including
risers and terminal connections when the service is to
be underground, complete with setting self-contained
meters .
Using special design lift equipment, or an aerial bucket, a
Lineman may work apart from a crew a a two (2) man unit, without
supervision, when the second man in such unit is a one-year
apprentice Lineman or higher, doing work which may include,-,
1. Setting and replacing service poles.
2. Setting street light poles and outdoor lighting service
poles not to exceed 40 feet in length.
3, Washing insulators on lines energized up to 60 KV .
When it is necessary to climb through live circuits of 750
volts or more, the other employee in the two (2) man unit
shall be a journeyman Lineman-,
Is required to drive the line truck and operate the fixed
and attached equipment. May be required to keep time cards
and materials records and other duties prescribed by District
Manager. Must have a valid California driver's license be-
fore assignment to job.

An employee who is engaged in performing work as an assistant
to or under the general direction of a Lineman while training
for journeyman* In order to gain experience for advancement,
he may be required to work alone or under direct supervision
on jobs for which he has been trained and instructed* May be
required to do other duties as prescribed by District Manager.
The employee's education and general qualifications must be
such that he is considered capable of attaining journeyman
status. To qualify as a Journeyman, employee must have a
valid California driver's license before assignment of job.
WATER DEPARTMENT
SERVICEMAN
1. 3-y/o per hour wage increase
METER READER/WAREHOUSEMAN
An employee who is qualified to perform, without direct
supervision, routine duties, including the receipt, storage
and disbursement of materials, the taking of physical inven-
tories, etc* May also be required to keep stores records*
May operate equipment and may also be required to read meters,
repairs and install and collect and other duties prescribed
by District Manager. Employee must have a valid California
driver's license before assig4ment of job,
HOURLY rate $3e52 - Effective May 1, 1967

HELPER
Must have sufficient knowledge and adaptability to understand
and carry on duties as assigned; must be semi -skilled laborer,
or equivalent with past experience as such, capable of
handling ordinary tools safely in accordance with Company
safety rules. Assist skilled workman or apprentice or work
under their direction at various classes of work which may
be assigned in any location and other duties prescribed
by District Manager. Must have a valid California driver's
license before assignment to job.
HOURLY rate $3.21 - Effective May 1, 1967
HELPER - TEMPORARY
(A "Helper -Temporary" is a student hired during vacations
and others hired for a limited period of time for seasonal
or emergency work. Employees under this classification
shall only be hired as needed to supplement the regular work
force and shall normally be assigned only such work as falls
within the Helper definition* Must have a valid California
driver's license before assignment to job.)

ADDITIONAL WORK COND IT IONS
The District reserves the right to temporarily work any
classified electric employee on work in connection with
it's water system, or any classified water employee on
temporary work on the electric system, without changing the
rate of pay or classification of such employees
The District is to be the judge as to the competency and
fitness of prospective employees and of the satisfactory
performances of work by any employee. All persons making
application shall have equal employment opportunity without
regard to race, colors creed or national origin.

Any employee is privileged to present in writing any suggestions
additions, or changes to the above "Conditions of
Employment" for the consideration of the Board of Directors,
on or before April 1, 1968.
