Manager stated that the main question is who is going to pay this fee and
when. The $100 added to the connection fee is quite high and there will
beobjectionable attitudes towards this. It is his considered opinion
that the most equitable way to obtain the fee is to levy a tax rate, but the
older residents in town will complain that this problem did not exist until
the sub-dividers came in.
Chairman inquired that if this fee were in effect as of now, what would we do
with. Manager stated we would go up on Keiser Avenue and put in a 8 inch
line and take out the 2 and 3 inch lines. We would also go up by the Forest
Service and provide more tank capacity. Perhaps in Gateway also.
Chairman stated that it was his understanding that when this matter was pro-
posed, we were going to make this collection for source and storage, not to
repair existing mains.
Mr. Houlgate stated that this matter should be agreed upon and does not
understand why the Donner Lake Utility cannot be losing money and this District
is losing. He stated it is up to the Board to sit down and logically arrive
at a procedure that will keep this District in good financial standing for
future years.
Manager commented on problems the board is confronted with.
1. Recommendation of engineers 2. Recommendation of auditors
It was pointed out by the auditors that there was a great loss in the water
department last year. They thought something must be done immediately, which
is being done through the raise of the water rate. From Brien Walters position
where he has been retained by the Board to make a study and analyse the
situation and come up with what is necessary.
Manager inquired of Mr. Walters, where in his opinion was the money going to
come from. Mr. Walters stated we haven't come up with a solution which is
100o acceptable. In regards to the Donner situation, he felt that if they
want to sell they come to us.
Mr. Walters felt that the facilities charge was equitable and that his ,_�.f s
company's suggested tarriff recommends a charge.
Director Firpo made a motion and Director Waters seconded that a $100.00
fee per lot be paid in advance by the sub-dividers. This would be set up in
theform of a facilities fee. This motion would be in a form of an amendment
to Ordinance #68-OS.
It was voted on by the following roll call vote:
AYES: Firpo, Waters
NOES: Rose, Doyle
Discussion continued.
Mr. Houlgate asked Brien Walters if in his experiences of being an engineer, did
he come across this advanced fee for the sub-dividers in any other Districts?
Mr. Walters stated that in other Districts with which he is familiar with,
they do not refer to this charge as being a facilities fee. They set it up
as a connection fee or a tax.
Mr. Russell stated that there is more to this than just the $100 fee in ad-
vance which they feel is unjust. He continued that not only are they being
asked for the fee in advance, they are also being asked to put in larger tanks
and lines to develop a source. He stated that .this is similar to black-mail.
Brien Walters stated that he and his firm work for the District and they
know the District needs money. Therefore, he cannot sympathize with any of
the land owners because they are not his main interest.
Mr. Beaver's stated that the sub-dividers are being discriminated against.
He has gone to nine other Districts and none of them have an advanced charge
for utilities. He feels there is something in the Constitution which protects
the people from denying one and giving to another. He also believes that a tax
is the only fair way to get an equal share from all the people.
Discussion ensued.

Lengthly discussion continued on this matter of the facilities fee but
nothing definite was decided upon.
Manager reported that on Thursday, September 26, 1968, at 2'oclock P. M. , the
agents from the EDO will be here and it is hoped that all the Directors will
attend. The agents will review what the District presently have on an en-_
gineering report to consider a possible grant which can provide for the area
we serve now and for future use.
There being no further business to be brought before the Board, it was moved
and seconded that the meeting be adjourned. Adjourned at 18:55 P. M.
