The members of the Board of Directors of the Truckee Public Utility District
met in a special meeting at the office of the District �j Main Street,
Truckee, California, at 8:00 P. M.
Directors Present: Doyle, Rose, Firpo, Waters
District Employees present: Longo, Cattan, Osburn
Guests present: B. Walters, C. S. Beavers, J. Houlgate, L. Russell
CAMERON MATTER
Chairman inquired of Mr. Walters what the main intent was of the Booster
pump up on the south side of Sierra Meadows. Mr. Walters stated that it
was mainly for fire protection and can also serve the Brockway cut off.
The pump was not to serve the trailer park.
Manager stated that the line which goes to the Village Green Trailer
court is causing a problem and we are going to have to do something to
enable the line to at least supply more pressure.
Chairman stated that in talking to Mr. Cameron, he had no more than twenty
pounds of pressure at anytime during the month of August. He also stated
that his water has been off at various times for 5 minutes to 1 1/2 hours.
The District told Mrs. Cameron that a reverse check valve could be put on
the line to release air. The water flows less than 1/2 inch stream. If
the water stands even for a period of 12 hours it will become brackish.
As long as the water is running this will not happen.
We received a statement from Mr. Cameron consisting of two items: Material
used and labor. Mr. Chamberlain advised Manager that this wasn't enough
to permit the District taking over the line.
Manager talked with Mr. Cameron on the phone and asked him if he had measured
r the amount of material that went into this line. Also there was a question of
an easement. Although the line is on his land, it still belongs to the
District and it should have a perscribed easement. Mr. Cameron said it is
probable it would have to be surveyed, but he will be willing to give us an
easement. Mrs. Cameron was told that the statement would be held until such
time they are ready to go ahead and deed the line to the District.
Mr. Cameron paid us $3,019.77 for material. In addition to this, he paid
a labor fee. We refunded him $2SO.
Manager was advised to contact Mr. Cameron and advise him that we need a
bill of sale and an easement. Manager will report on this at the next meeting.
WATER RATES, RULES AND REGULATIONS
Manager read Rule #5 of Brien's Rules and Regulations - Service pipes. This
rule has already been adopted in Resolution #68-OS. In the letter received
from Paul Chamberlain, he stated that should there be a special meeting,
perhaps consideration should be' given to enlarging facilities so that in
future years the Board will be able to establish policy. He recommends that
policy state: " The Direot-ors may require facilities other than distribution
facilities mentioned in 7A of the code."
Manager stated it is his considered opinion that this section is basically
..-. what the Directors initially wanted in the first place and asked for. This
section also states, that the District may tell the sub-divider what size pipes
to put in his sub-division other than his intended plans and then the District
will pay the cost of the difference. Discussion ensued.
In Brien Walters' letter dated September 16, 1968, he recommended that such
areas which seek water services should pay for the privilege of connecting to
the Districts existing basic water system which was built by the people.
It was his recommendation that the District raise the water rate and feels
the $100 fee in advance from the sub-dividers is fair.
