HomeMy WebLinkAbout1969-02-18 Min - Board F,.-,.orua.ry 18, 1969 The members of the Board of Directors of the Truckee-Donner Public Utility District met in a regular meeting at the office of the District on Main S'treet ,, Truckee,, Ciali:14]"ornia at 7 :30 P . M. Upon roll call the following Directors were noted present: Firpol Rose, Moore, Waters . Doyle arrived a 7:55 P . M. District employees present: Longo, Cattan, os'-,jurn, Paulus Walters, BC-ill Guests . Minutes of the meeting of February 41 1969 were approved as written. ACCOUNTS TO BE REMOVED FROM RCTIVE FILES Mr. Paulus presented to the Board a list to be taken off the active accounts . These are accounts which have become inactive and del- inc-uent . There is a total of $356 .28 in the accounts owed by the .& -%e several attempt�"n.­ people on the list . The billing clerk has mad to collect from these people but they haven't responded as of yet . This does not mean we will quit trying but we would like to drop tnem from the active list . Board agreed that the list was considerably smaller than last year. he i to be taken off A motion was needed by the Board permitting t -,ames the active list and ­-It%ut in the inactive :I7-ile . Director Moore made a motion and Director Firpo seconded that we remove these names from the active list . So carried . TRAFFIC SIGNAL AT ACTIVE We have been requested to provide service for a traffic signal to be placed at the inicersect ion of the road that comes out in front of the High School and emigrant way. The county does not contract for servicing these lights . We have been requested by several people in- cluding two of the merchants in the area to provide the light . In the interest of safety we spoke to the Director of Public Works and he felt the county c_,ould go ahead and b-aythe traffic signal and time clock. it will be an am.0er flashing blinker facing the highway and flashing red facing the school . If they will buy it , it will be our rest o-isib_J_*1_J1-_-%.7 to install it and put in the e.I�ectric current necessary. We will also maintain and service it at no charge Director Waters suggested that the County install it since we will be providing the e3w-ectricity and maintaining service . Manager will negociate with them on this . Director Doyle arrived at this time and Manager explained to him the facts on the flashing light . Discussion ensued . Manager will write and give Board ' s opinions on this and will report at next meeting . Ago" 'V',IALTERIS ENGINEERING -- A. BILLING., ACCOUNT ADJUSTMENT B. MASTER PLAN A. Billing, account adjustment I'viancager statedtI� t he had sent a letter to each of the Directors showing the adjusted figure that was agreed upon in a discussion with Brien Walters last week. The amount of the reduction was approximately $4 , 000-00 leaving the net balance due to Mr . Walters I at- $9, 318 .69 . Director Waters asked why the write off of the $4, U00.00? B . 1.1-1cater Master Plan Brien Walters presented three slides to tine Board . He pointed out again what the total cost of the project would be . TI-lis is used on their recommendation in the ;Hater Mzlster Plan. Mr. falters 1--necked with Senator Johnson' s off"ice and tree EDA program will be continued . ',.Ialters explained the �"-Lice furtaer. He explained on another slide that they been Iiit quite -IZ a-rd and missed on their est-imcations due to in-f-lation. He pointed out the rise in costs from year to year . lie suggested we get the apiplication for the loan now and not wait even a year due to the inflation. The third slide was their suggested action. 1 . Approve Master Plan 2. hpplications for finai-acing EDR and Davis-Grunsky 3 . Get financing - 12 months 4 . Design - 6 months 5 . Get water- 24 months Begin construction Spring 1971 . Total construction cost inflatted to approximately $2, 000 .00 . Discussion ensued. D ire... -or Doyle asked what hZIppen a s if we apply. for this money and receive :-LL $1 ,600, 000 .00 and by 1971 when we start construction we find we need "2, 000,000.00 . How do we get tine otliei: '400, 000.00 . Mr . VI.--..1ters explained we would I'lave to apply for tine $2,000, 000.00 now. He also stated that if we are going to get the Davis-Grunsky or the EDA loan we must put a permanent system in, something ti-lat will last and provide fo:r- the growth whic".Li is projected . r Director Firpo asked if thereviewed Mr . Cattan' s recomend- f irm had at ions . Mr. Ball suggested that Mr . Cti:`.ttan go oven the high points of his report and then if he or anyone else had questions they could ask at this time . Mr. Cattan stated he does not agree wit'.-i the growth projections in the Master Plan. He stated that the young people from the area: do ;not stay here because of t-.L-i Ie lack of work This was the main objection to the Master Plan. The growth rate r-ans approximately 20 new V custome 's.0- per year . Manager disagreed with two of the statements in i4,1-.hers report . The first --,one- was finan,,--,es, the second was the growth projection. He can justify this by his own observation. Also considering our revenue, the people are going to be using more water al-ld this will put them on the lower zates . Mr. Walters stated they used. this revenue on their growth projections . Lengthy discussion ens-ued . Mr. Cattan stated that the industrial will not -increase in this area. Director Firpo stated that LE C-Anything it has decreased . Mr. Ball stated that their two main factors -in this are tiie expected population and the result water dem-e-_nd. The only ot'her comments he had were the wCater surplus wil--*Lch was calculated on what we have right now and WhCat he calculates it based on the year 2000, which indicates the water is there . iend for the projection 14r. Cattan I used, he is right . H:jwever, we do not have adquate storage ii-i w-IIich to hold the surplus . He stated that in their report they show the storage we hcave now and the we will need in the future . Mr. Ball felt twat t1le only difference between their report and. Mr . Cattan' s is the projection o-,-- populat-ion. page 23 Concerning the water storage, Mr . Catt can stated that the su-0-divisions will be storing it from Monday through Friday for the week-enders . Mr .
