(c) A casual (temporary) employee is one hired for occasional or seasonal work or for a limited time, (d) New employees hired for a regular classification shall be placed upon a six months probationary period, at the end of which time, if (s)he has demonstrated his ability and qualifications therefore, she shall be given a definite classification as hereinafter set forth. TITLE 2 WORKING HOURS - i (a) The establ ished work week for all herein classified employees is from Saturday midnight to Saturday _ midnight. F s (b) The normal work week shall be five days of eight hours each; and shall begin M=W and run through Friday.1..., ,�.� .,.c uwvrr v ci,al l he from 8:00 A.M. to 12:00 r s S TITLE 7 .,,..,, INCLEMENT WEATHER Employees who shall report for work on regular work days and who are unable to perform such workbecausc of in- clement weather or similar causes, shall be paid for a minimum of four hours. However, they may be held pend- ing emergency calls, or for instructions or miscellaneous work in the warehouse or other sheltered locations. TITLE 8 LEAVE OF ABSENCE (a) Leave of absence shall be granted to regular employees for urgent substantial personal reasons, provided that adequate arrangements can be made to take care of the employee's duties without undue interference with the normal routine of work. Leave will not be granted if the purpose for which it is requested may lead to the employee's resignation. (b) An employee's status as a regular employee- shall not be impaired by a leave of absence. (c) An employee shall be paid his regular salary if leave of absence is occasioned by a call to jury duty. How- ever, any pay received as a Juror shall be deducted from the employee's wages. An employee may be paid his regular salary while in Civil Defense duty, or in connec- tion with National Guard duty. TITLE 9 VACATION (a) An employee who has worked as a regular employee for the District for a period of twelve consecutive months shall be entitled to ten work- days with full pay• (b) An employee who has completed eight years of continuous service with the District shall be entitled to fifteen work days with full pay. (c) All vacations will be taken on consecutive days unless otherwise mutally agreed upon between the District and the employee. Vacation periods may he split only once if not taken on consecutive days. (d) Any employee who shall leave the District before taking his regular scheduled vacation, shall be entitled to receive full pay for the days covered by his vacation period. (e) Vacations may be scheduled at any time from the first of the year to the end of the year by mutual agreement of District and employee, (f). Before April 1st of each year, there will be a sign- up in each department so that employees may designate their choice of vacation periods._ The District shall prepare and post the annual vacation schedule on the basis of such sign-up, effecting; wherever possible, the selections of the employees in the order of .their seniority classification. Vacation lists shall' be posted on or before April lsth of each year. _ 3 _ t i t rr i i T i TITLE 10 SAFETY (a) Safety belts for the electric department shall be furnished at the expense of the District. Every effort should be made by the employee to maintain them in good condition because his safety may de- pend on his equipment. (b) Safety meetings shall be allowed during the course of regular working hours , to be scheduled at a time agreeable to the Superintendent and Manager, approxi- mately four hours each month. (c) The District shall make reasonable provisions for the safety of employees in the performance of their work. Employees shall jointly cooperate in promoting the responsibility of the individual employee with regards to the prevention of accidents. (d) The Foreman shall establish a safety inspection committee to function in the prevention of accidents by ascertaining unsafe working conditions and at. least every six months recommend any any measures to be taken for correction thereof, in writing to the Manager. (e) The District reserves the right to draft reasonable safety rules for employees and to insist on the observance of such rules. -TITLE 11 UNION AC7 I V ITY The District will not discriminate against an employee because of his membership i ri a Union, and employees are expected 'not to discriminate against any employee because of his non-affiliation with a union. TITLE 12 SICK LEAVE (a) Employees who' have completed six months of con- tinuous ,service with the District shall commnce accruing sick leave at the rate of one day per month to a maximum of 45 days. (b) The District may require medical certification for verification of prolonged illness which is con- sidered to be 3 or more days. (c) Nothing in the foregoing articles shall be interpreted to entitle the employee to sick leave while on vacation, temporarily laid off by the District, upon severance of employment, or while receiving industrial compens at i on. TITLE 13 FUNERALS Three days paid time off for attending funerals of immediate family members only. 4 - i k rf . I:9 i n TITLE 14 ' EXPENSES (a) If District requires an employee to perform work. for one and one-half hours or more beyond regular work hours, it shall provide him with a meal approxi- matelY one and one-half hours after regular quitting ' time, and with meals at intervals thereafter of approximately four hours, but not more than five hours, for as long as he continues such work. The cost of any such meal and the time necessary to consume same shall be a District expense. The time taken to consume these meals up to one-half (1/2) hour shall be considered work time. (b) If an employee, who is entitled to meals at District's expense, does not accept any such meal, the District nevertheless shall allow him time with pay equivalent to the time usually taken to eat a meal, namely, one- half hour. TITLE l5 GRIEVANCE PROCEDURE (a) As the initial step in the adjustment of a grievance the employee and/or shop steward or other representative shall discuss the sane with the manager. Should the grievance still not be settled to the satisfaction of the employee, he shall be granted a hearing by a joint grievance committee composed of an impartial representative to be selected by mutual agreement between a representative of the District and the employees representative. In the event the District's representative and the employees' representative are unable to reach a satisfactory settle- ment of grievance the parties together may agree upon the appointment of a mediator. A gri.evance introduced at the initial step must be presented not more than 30 days from the date of the incident, or the date the em- ployee becomes aware of the incident. TITLE lb LAY OFF & D940T I ON PROCEDURE (a) Nothing contained herein shall be construed as limiting the right of the District to determine the methods of its operation, the amount of production, the number of employees in total or in specific classifications of work. However, the District agrees that in no case will it lay off employees as the result of work contracted.- When it becomes necessary to lay off employees due to lack of work, the District shall , give employees concerned as much notice as possible except i in the case of temporary employees where no notice s re- quired. (b) Layoff in all cases will be made by senority and qualifica- tions. District will make a reasonable effort to_notify '-- job vacancies which occur within 12 months following the 7 layoff. F2nployees rehired in the 12 month period will be reinstated with all benefits for which they qualified as a regular employee. Will keep time cards and material records and other duties as prescribed by District Manager. Must have a valid California driver's license before assign- ment to job. Hourly rate: $S.40 Effective May 1, 1969 LINI3WAN - An employee who is a journeyman and who performs all classes of transmission and distribution line work when assigned to a crew under the direction of a Working Foreman or Supervisor of higher grade. His background of apprenticeship and experi- ence must be such as to qualify him to perfornr these duties with skill and efficiency. - A Lineman may be assigned to work with and under the general direction of a Troubleman and when so assigned, the type- of work he performs and the method of supervision shall be governed by the rules with respect to the Troubleman classification. A Lineman may be assigned temporarily to work apart from a crew either along or as a member of a two (2) man unit, without supervision, doing work which may include: 1. Framing poles 2. Preassembling material 3. Patroling and inspecting pole and tower lines 4. Testing and inspecting poles S. Repairing risers and ground mouldings b. Pulling slack in Anchor guys 7. Replacing guy guards 8.
