Director Loehr rnis should be on a per lot basis so we have a small wit to go by. Manager stated it would be un- fair to charge per lot to some of the subdividers because some plans need no more than S hours work, others need more. Mr. Odell stated if the estimate is low then the subdivider will be obligated to pay the difference in cost and we wouldn't be out any money. If we find our estimate is too low we can always go back and say before the agreement is made it will cost a certain amount of money. Mr. Pastuers gave his comments on what they charge at Nevada Irrigation. Discussion ensued. Director Rose moved we adopt Policy No. 2. Director Loehr seconded. Director Stone stated by accepting a deposit from the subdividers we might be required to furnish some service we are not capable of providing. He feels the subdivider should re- tain the consulting engineer. Manager explained we must use our own consulting engineer since we do not have a water engineer. Discussion ensued. Board approved policy. MURRAY McMORMI CK Joel Shouch, representative of Murray McCormick stated they had received a bill which they did not understand. It was for reviewing maps which they have never been charged for previously. They are not disputing it, they just did not understand. After the above discussion they now agree to the bill. They were asked by our former manager if they would do some drafting for the District. However, Mr. Longo felt the District could not afford the rates and an agreement was made that their draftsman will work in evening hours and the rate would be cut if half. This is not in writing. The work was to run approximately 40 hours. Mr. Longo thought it would cost about $400.00. The maps have been completed, there are five of them. There were 49 hours of time used making the bill $343.00. There has been some misunder- standing in that George supposedly stated the bill was not to exceed $200.00. Mr. Cattan stated that at the time he did not like to work per hour, he wanted a fixed figure. He told them the job was theirs if they could to it for $200.00. He did not want name of firm on maps. They are to be Utility Maps. Chairman stated this is strictly a difference of opinion and it has been mentioned there is nothing in writing. If the work has been done he does not feel there is any further question about it. If its due and owing it should be paid. Board agreed to pay price and the maps will be relinquished shortly. WATER RIGHTS FILING The water for Donner Lake and Herford Springs is again in question and Manager wants to know if we intend to get Donner Lake water to Truckee. The cost of filing up to date is $3,673.00. Manager suggests we have a special meeting on this. Director Stone would like time to review Master Plan. Chairman recommends we have special meeting in January. Discussion ensued- LEGISLATION - CONFLICT OF INTEREST This letter which all directors had copy of deals with conflict of interest adopted by Section 3600 of the Government Code newly adopted by the legislature. It says in effect that prior to April 1S of each new year every public officer is to file as a matter ---� of public record a statement describing the nature and extent of his investments subject to certain limitations. Discussion ensued- WATER SERVICE TO NEW SUBDIVISIONS This matter will be discussed at the special meeting in January. VACATION FOR MANAGER Manager will leave after next regular meeting. Will be gone three weeks. AP/ MANAGER'S REPORT Manager and Mr. Seefeld revised the 10 year forecast and he talked with Washington. We asked $81,500 for the building and $130,000.00 for line extens ions. (2 years @ $653,000 per) . Washington told him to tell the Utility to drop the $81,500. They think our finances are too good They say the $130,000 would be sufficient. Discussion ensued- We are putting in extension in Prosser Lake View Estates. Poles are being put up before winter. We are not running lines. The telephone company wants to use our poles, but Manager state ey could not use them unless they do their share. Discussion ensued- Manager asked fire marshall if men had to go to all fires. This amounts to enlargement of overtime. Water foreman could be called if water is needed. One employee could be eliminated . Discussion ensued- Manager feels water foreman is taking advantage of utility with overtime . Manager proposes we get water superintendent to handle the system. He would be on a monthly salary. Discussion ensued- Director Loehr talked to County Supervisor concerning purchases. All materials are available at low cost at this Government Store in San Francisco. Discussion ensued- Discussion ensued on the $10,000.00 to Sierra Pacific Power. This is an advanced payment. On the 160 acre property owned by Vind next to the Cameron and Knoff residence they want to put in condominiums. They will be wanting water aAd electric service. Brief discussion ensued- The Christmas decorations for main street will be put up shortly.
